QUESTION: a. Can the access door be larger than the 24” x 36” as described on drawing M-102, Flag Note 15?

b. Temporary cooling requires the placement of 4 (ea.) 5-ton Spot Coolers, which will require power of 230/208 VAC. Where is power available for temp cooling equipment?

c. Temporary cooling requires the placement of 4 (ea.) 5-ton Spot Coolers with adequate discharge of approx. 2 (ea.) exhaust ducts 20” in diameter. How can this be accomplished in this secured area with no access to outside for discharge?

ANSWER: Considering this is a secure room, we recommend the contractor to be given monitored access to room 106 in order to access the existing air-handling unit and connect temporary AC ducting directly to the air distribution system.

QUESTION: SF 1442 Block 13 Paragraph D states 150 calendar days for government acceptance of bids.

Solicitation page 36 of 41, Section L, Clause 52.214-15 states 45 calendar days for government acceptance of bids. Please clarify the number of days we must put in Block 17 of the SF 1442 for the government to accept our bid.

ANSWER: This answer was provided in FA2521-17-B-0010 Amendment 0002; the offeror period of acceptance is 116 days.

QUESTION: General Note 2 on sheet M-101 states “all existing ductwork and piping to remain shall be cleaned prior to installation of new equipment”. Please clarify to what extent the existing piping is to be cleaned. Also, can the government provide asbuilts showing the existing to remain duct that needs to be cleaned.

ANSWER: The existing and new ductwork is to be cleaned per the Standards of the National Air Duct Cleaners Association (ACR and NADCA HVAC Inspection Manual. Refer to Div 230000, Section 23 05

15 for pipe flushing. Newly installed piping to be flushed. Ensure the existing ductwork is free of debris prior to connection of new Air Handling Unit. (Duct connection highlighted in yellow on sketch below)

QUESTION: How much temporary air is required for room 106? As the room is secure with no outside access, how is the contractor to vent the condenser exhaust air from the temporary AC? All walls in room 106 are full height so they cannot vent into the ceiling cavity.

ANSWER: Provide the placement of 4 each – 5 ton spot coolers for temporary air to room 106.Considering this is a secure room, we recommend the contractor to be given monitored access to room 106 in order to access the existing air-handling unit and connect temporary AC ducting directly to the air distribution system.

ANSWER: As stated previous, ensure that all existing ductwork shall be free of debris at the point of connection to the new air-handling unit. See project-drawing package for point of connections to each facility new air-handling unit.

QUESTION: Facility 81550 states to have “all existing to remain duct work be cleaned”. Does this include the HVAC duct work for the entire building or is it the intention of the government to only have the fresh air duct cleaned? If all duct work is to be cleaned, asbuilts for this facility will also be required as requested in previous question.

ANSWER: As stated previous, ensure that all existing ductwork shall be free of debris at the point of connection to the new air-handling unit. See project-drawing package for point of connections to each facility new air-handling unit.

QUESTION: At site 28001 there are four systems being replaced. How many units can be replaced at a time? Sheet MD-106 states AHUs must be replaced 1 at a time, will the government allow multiple units to be replaced simultaneously to allow for schedule and cost efficiency?

QUESTION: Several of these facilities are restricted areas. Will escorts be required to perform the work on these restricted facilities? If so, will the government be providing escorts, if the government will not be providing escorts, can the government provide the requirements for the general contractor to escort their personnel and subcontractors? What is the requirement for contractors and subcontractors to receive restricted area badges and how long does it typically take from requesting a badge to receipt of a restricted area badge?

Will the government consider making the construction work areas “free zones” so that normal access requirements would apply?

QUESTION: It was discussed during the site visit at JDMTA on Monday 21 Aug 2017 that another site visit would be scheduled for JDMTA due to the extensive scope of work and coordination of activities at that site. Will the government please coordinate and schedule another site visit for JDMTA?

QUESTION: During the original walk down on Thursday 17 Aug 2017 contractors were unable to visit facility 1641. Facility 1641 has roof mounted AC equipment. Will the government schedule a walkdown of this facility with access to the roof prior to bid due date? It is imperative that contractors be able to see the existing conditions of the equipment and exact location relative to the roof and building perimeter so that the contractor can bid correctly and efficiently (this will also aid in determining the specific crane size needed to remove and replace equipment).

QUESTION: Drawing sheet E-102 Flag Note 5 states “Provide 208V, 3-phase, 30A Fused disconnect switch for relocated condenser unit. Provide 3 #10 & 1 #10 ground from Existing Panel P circuit 2,4,6. Enclosure shall be NEMA 4X stainless steel”. During the site visit Panel P was not identified and was unable to be located. Can the government clarify the exact location of Panel P within Facility 39762?

ANSWER: Panel P is located in mechanical room 108.

QUESTION: Sheet M-101 shows the existing CHWS/R pipe at Facility 1641 to be 3”. The total GPM for the new CWH AHU is 173.83. Is the existing 3” pipe large enough to handle 174 GPM.

ANSWER: The existing 3” pipe is large enough for the required 174 GPM.

QUESTION: At building 81550, are the Data Air Units redundant? If so, can the contractor change one at a time in order to eliminate the temporary air required in the secured building? If not, then can the contractor install plywood in the mechanical room door and run the temporary duct through that?

ANSWER: Building 81550 cooling is provided by either AHU-3 or AHU-4, on a lead/lag basis. The lead compressor provides the colder supply air to the equipment room. On a continued rise in return air temperature, the internal control system operates the second stage of cooling (lag compressor).The mechanical contractor will need to install plywood in the mechanical room door and run the temporary duct through to not chance overheating the room.

QUESTION: On Sheet M-603, Note 3 states to provide modulating hot gas reheat in the (3) scheduled package units. The control diagram shows electric reheat. What is the government’s preference on reheating, gas or electric?

ANSWER: The Constant Volume DX Units AHU-1 (FAC 39762), AHU-1 (FAC 54938) shall have modulating hot gas reheat and a hot gas reheat coil for dehumidification.MAU-1 (FAC 81550) shall have modulating hot gas reheat for dehumidification.AHU-1 (FAC 39762), AHU-1 (FAC 54938) shall have an electric reheat coil for winter mode.MAU-1 (FAC 81550) shall have first and second stage electric heat as there is a continued fall in room temperature.

ANSWER: The rescheduled time for bids is as follows: Bids due – 10:30 AM EDT 15SEP2017; Public Bid Opening – 14:30 PM EDT 15SEP2017. Bid location will remain the same as specified in FA2521-17- B-0010 Amendment 0001. An additional site visit for Facility 1641 ONLY is tentatively scheduled for 09:30 AM EDT on 12SEP2017.

QUESTION: The existing unit at facility 54938 appears to have an “over and under” supply and return duct. The new scheduled unit is a “side by side” supply and return. In order to go from side by side to over and under connections, the contractor will have back the unit up approximately 3’ from where it is shown to be installed. This will increase the size of the concrete pad required for the unit considerably. Will that be an issue with the government?

ANSWER: No a larger pad is not an issue. Successful bidder may submit another unit for consideration provided it meets the same requirements as the unit specified.

Sheet M-104 note 7 states to provide a expansion joint between existing concrete pad and the new extended concrete pad. Conflicting direction as sheet MD-104 states to demo all, and sheet M-104 implies partial demolition.

ANSWER: Requirement is to demolish and install a new concrete pad. Disregard note 7 on sheet M-104

QUESTION: Site Management required for the solicitation is 1 individual as Superintendent and 1 individual acting as QC Manager & SSHO at the project site (QC/SSHO permitted by specifications to be the same person). Since the work zone on CCAFS consist of 5 buildings (work zones), with some work taking place concurrently between those 5 buildings (work at more than one building at same time), does the Government recognize that these 5 buildings are considered the overall work zone on CCAFS for this project. Site

Mangers as described will be at those various locations daily while work is being performed. Site Managers may be at one building, then go to another building periodically during the day for various needs.

ANSWER: Yes, the Government recognize that these 5 buildings are considered the overall work zone on CCAFS for this project.

The project is at two project general locations, one being CCAFS and the other the Missile Annex in Tequesta FL. Between the two main locations, there is a total of approximately 6 work zones (5 at CCAFS, 1 at Missile Annex). It is possible that CCAFS and Missile Annex may run concurrently utilizing these same site managers. Are the two approved and designated site managers permitted to be at the Missile Annex while work is being performed at CCAFS on the same day, and vice versa? OR do the two locations require both Super and QC/SSHO at all times work is taking place.

QUESTION: Will the government verify that this is a 100% HubZone set-aside, and that the prime contractor must perform a minimum of 15% of the labor associated with the effort?

ANSWER: Yes, this is partially correct. This project is a 100% HUBZone set-aside; however, due to this being a special trade contract, per FAR 19.1308(b)(2), “at least 25 percent of the cost of contract performance to be incurred for personnel using the concern’s employees.”

QUESTION: When using second-tier subcontractors, is it permissible to account for them as ODC’s?

ANSWER: Yes, as the second-tier subcontractor’s cost would comprise a portion of the first-tier subcontractor’s cost, the second-tier subcontractor would be accounted for as an ODC.

QUESTION: Mechanical drawing M-603 Note 7 and associated network diagram requires the following:

**CONTROLS CONTRACTOR RESPONSIBLE FOR PROGRAMMING ALL

GRAPHICS FOR THE DDC FRONT END AND WALL MOUNTED AUTOMATION

SERVER CONTROL, MODEL AS-P (STRUXURE WARE, BY SCHNEIDER -

ELECTRIC).

This is a proprietary software front end software package and controls device (AS-P) by Schneider electric and as specified is presently sole sourcing a single controls sub-contractor. Schneider Electric will not let any other certified agents to bid and perform work at CCAFS and PAFB other than MC2.

Connection of facilities to existing front end at PAFB can be performed by other manufacturers pieces of equipment if allowable. All programming of the front end would have to be performed by base personal or MC2 as they are the only Schneider Electric representative allowed to perform work on PAFB and CCAFS. Can the programming requirement for the Structure Ware front end located at PAFB be removed to allow for a more open competitively bid project?

If these requirements cannot be removed will contracting please provide a sole source justification letter sole sourcing MC2 as the only controls subcontractor allowed to perform controls work on base?

ANSWER: No. The base EMCE control utilizes “superstructure and any building control system must be compatible with the existing EMCS system.
