PERFORMANCE WORK STATEMENT (PWS)

DIVE SYSTEMS and MARITIME EQUIPMENT

MAINTENANCE and TECHNICAL SUPPORT

REVISED 24 AUGUST 2015

Part 1

General Information

1. GENERAL: This is a non-personnel services contract to provide Dive System and Maritime Equipment Maintenance. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Dive System and Maritime Equipment Maintenance as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The mission of the 308th Rescue Squadron (RQS), Patrick AFB, FL, to organize train, equip, and sustain Pararescuemen (PJs) for rapid worldwide deployment in support of the full range of Special Operations missions. The U.S. Navy is the Department of Defense single point manager and proponent for all military diving matters. The Navy Safety Center annually inspects each of the RQS dive locker operations. To ensure mission success and personnel safety, it is imperative that diving and associated mission support equipment is maintained at peak operational readiness levels IN ACCORDANCE WITH Navy guidelines. If Navy guidelines are not available for certain types of equipment, adherence to manufacturer’s specifications is required. Navy guidelines are very stringent and RQS dive lockers must be in compliance. To maintain compliance and insure operational readiness, the RQS must have highly qualified and experienced dive locker personnel, who have extensive and practical knowledge of: U.S. Navy Maintenance and Material Management (3M) system; maintenance and repair of SCUBA and oxygen diving systems; and the ability to conduct informal classroom as well as supervise dive training operations IN ACCORDANCE WITH the U.S. Navy, MAJCOM, and general diving/maritime operations training procedures.

1.3 Objectives:

1.3.1 Maintain dive program, publication library, and equipment at peak operational readiness.

1.3.2 Conduct formal/informal dive operations/equipment training, and dive Supervisor training.

1.3.3 Provide Boat Master training and support.

1.3.4 Implement, employ, and monitor U.S. Navy 3M requirements for dive equipment

1.3.5 Conduct inventories and preventive maintenance checks.

1.3.6 Schedule calibrations.

1.3.7 Provide reports/deliverables.

1.3.8 Maintain Material Safety Data Sheets.

1.4 Scope: U.S. Navy Master Diver support to RQS mission.

1.4.1 Deliverables and Delivery Schedule: Contractor shall provide the following Contract Date Requirement List (CDRL) as stated below:

CDRL A0001: Monthly Status Report: Submit one (1) copy to the 308 RQS/LG by the 10th of the following month (reference PWS Para 1.4.2.).

CDRL A0002: Dive Report: Submit one (1) copy to the Naval Safety Center as required (reference PWS 1.4.3).

CDRL A0003: Maintenance Report: Submit one (1) copy to the 308 RQS/LG as required (reference PWS

1.4.4 and OPNAV 4790).

CDRL A0004: Trip Reports: Submit one (1) copy to the 308 RQS/DO as required (reference PWS 1.4.5)

CDRL A0005: Mishap Report: Submit one (1) copy to 308RQS/DOV and 308RQS/OGV 72 hrs after event occurs (reference PWS 1.4.6 and OPNAV 5102.1C).

CDRL A0006: AFTO Form 17, Marine Masters Operation & Maintenance Log: Submit one (1) copy to 308RQS/LG as required (reference PWS 1.4.7 and AFSOC 36-2204).

CDRL A0007: Training Policy: Submit one (1) copy to 308RQS/DOV as required (reference PWS 1.4.8 and AFSOC 36-2204).

CDRL A0008: Distribution: Distribution shall be made to the respective organization listed below (reference PWS 1.4.9). 308RQS/DOPJ, 734 Spacelift Ave, MS9213, Patrick AFB FL 32925, or 920RQG/OGV, 734 Spacelift Ave, MS9213, Patrick AFB FL 32925.

1.4.2 Monthly Status Report: Contractor shall provide the Government a written monthly progress report containing Contractor progress, status, and management updates by the tenth of the following month. The report shall address at a minimum, training conducted and work progression during the past month, training and diving operation compliance issues, actions to be taken to resolve discrepancies, and future planning initiatives. The report may be submitted electronically if readable by MS Word 6.0. Reference CDRL A0001.

1.4.3 Dive Report: Submit dive reports using the computerized Dive Reporting System to the Naval Safety Center IN ACCORDANCE WITH OPNAV 31 50.28A. Reference CDRL A0002.

1.4.4 Maintenance Report: As required, prepare oral/written reports/recommendations to correct deficiencies in all aspects of waterborne equipment maintenance. Reference CDRL A0003.

1.4.5 Trip Report: The Contractor shall provide a trip report in each instance. The report may be submitted electronically if readable by MS Word 6.0. Reference CDRL A0004.

1.4.6 Mishap Report: When requested, advise/assist in Air Force and Navy investigations and analysis of accidents, incidents, and failures. As required, provide inputs in written form. As required, develop briefings and information papers related to maintenance and operational problems for dissemination to Special Tactics personnel. Reference CDRL A0005.

1.4.7 AFTO Form 17, Marine Masters Operation and Maintenance Log: The Contractor shall maintain AFTO Form 17 for all watercraft. When requested or required, provide copies of the log to appropriate agencies as required by local, national, or international law. Reference CDRL A0006.

1.4.8 Training Policy: When requested, assist the RQS Training and Standards/Evaluations Sections in the development and drafting of diver training policies, directives, and regulations for review and approval by the 308RQS/DOV/920RQG/OGV. Reference CDRL A0007.

1.4.9 Distribution: Distribution shall be made to the respective organization listed below.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

Base Year 1 Oct 15 – 30 Sep 16 Option Year I 1 Oct 16 – 30 Sep 17 Option Year II 1 Oct 17 – 30 Sep 18 Option Year III 1 Oct 18 – 30 Sep 19 Option Year IV 1 Oct 19 – 30 Sep 20 Six Month Extension 1 Oct 20 – 31 Mar 21

1.6 General Information

1.6.1 Quality Control The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. One copy of the contractor's quality control plan will be provided to the contracting officer as part of the proposal submission. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.2 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). The government will appoint a representative(s) to monitor performance to ensure services are received. The government representative will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from base personnel. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if merited by performance. The government will also investigate complaints received from various customers located on the installation. The contractor shall be responsible for initially validating customer complaints. However, the government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s). If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by re-performance, the Government may, require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and/or reduce the contract price to reflect the reduced value of the service.

1.6.3 Recognized Holidays: There are ten (10) federal holidays each year. The services under this contract are essential for performance during crisis according to DODI 1100.22. Specified hours of operation shall be provided for continuation of services for each instance as required. The Contractor shall be notified verbally and/or in writing by the on-site commander or the designated representative of the assigned unit when services are essential for performance during a crisis situation.

1.6.4 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0730-1630 Monday thru Friday and normally scheduled Unit Training Assemblies. As required by 308 RQS, night operations between the hours of 1600-0600 are required and will be scheduled on an as needed basis, not to exceed 80 hours per pay period. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government. Planned overtime must be approved by the unit commander providing the fund source and the contract program manager will be notified in writing prior to overtime usage. Overtime that is not pre-approved may only occur in support of critical mission training or emergency situations. The contractor will provide a written accounting and explanation, within 72 hours of the event, to the same parties required notification for planned overtime. The exception is Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5 Place of Performance: The work to be performed under this contract will be performed at 308 RQS Compound – Building 698, 681, and 689 as well as local and non-local training areas.

1.6.6 Type of Contract: The government will award a (Type of contract to be determined by CCE and the customer).

1.6.7 Security Requirements: Contractor personnel performing work under this contract must have a minimum of a Secret Security Clearance at the start of performance, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.

In addition an Employee Criminal Background Check in accordance with DOD Regulation 5200.2-R, Department of Defense Personnel Security Program, paragraphs 3-614 and Appendix K, all contractor personnel having access to Government computer systems shall be subject to a favorable background investigation, to include fingerprinting, to be conducted by the Government. The contractor shall complete the necessary background check prior to the employee staring work on site.

1.6.7.1 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

1.6.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

1.6.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.

1.6.7.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.

1.6.8 Special Qualifications: The contractor shall be a military trained and certified Master Diver in accordance with AFI 10-3501, Chap. 1, Para. 1.3.3. and NAVSEA SS521-AG-PRO-010 U.S. Navy Diving Manual. They should be qualified in the U.S. Navy Maintenance and Material Management (3M) system;

maintenance and repair of SCUBA and oxygen diving systems; and the ability to conduct informal classroom as well as supervise dive training operations IN ACCORDANCE WITH the U.S. Navy, MAJCOM, and general diving/maritime operations training procedures.

1.6.9 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

These meetings shall be at no additional cost to the government.

1.6.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract:

issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

1.6.11 Key Personnel: The follow personnel are considered key personnel by the government: Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person shall be designated in writing to the contracting officer. The contract manager shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 0730 am to 1630 pm, Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons. Qualifications for all key personnel are listed below: U.S. Navy Master Diver.

1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contract personnel are not required to obtain or wear identification badges.

1.6.13 Contractor Travel: Travel may be required to support the requirements of this task order. Travel will be required as follows: Key West FL NAS for International Search and Rescue Exercise (SAREX);

Military Diver Training Continuum (sponsored by Naval Sea Systems Command) at different locations each year, including Virginia Beach VA, Panama City FL, San Diego CA, and Briemerpon WS; Diving Equipment and Marketing Association (DEMA) at different locations each year, including Orlando FL or Las Vegas NV; Warrior Expo (San Diego CA or Virginia Beach VA); Guardian Angel Logistics Support Workshop at different locations each year, including Davis Monthan AZ, Portland OR ANG, and Patrick AFB FL. All travel must be approved in advance by the Contracting Officer's Representative (COR). All travel must be directed and approved in advance by the Contracting Officer Representative (COR).

Contractor will be required to travel CONUS and within the NCR during the performance of this contract to attend meetings, conferences, and training. The Contractor shall fund all travel and expenses for technical training of on-site Contractors related to the operation, repair, and servicing of existing diving equipment in inventory to include operation of watercraft at time of contract acceptance or options exercised. The Contractor shall also fund all expenses for routine/recurring technical training/certifications required by dive master for any diving equipment and water craft currently in or inventory replacements as a function of meeting specific requirements listed in section 1.2 during the period of the contract. The contractor may be required to travel to off-site training locations and to ship training aids to these locations in support of this PWS. The 308 RQS shall fund all travel and expenses for technical training of on-site Contractors for courses related to operation, maintenance, repair, of locally purchased unit specific equipment, new and/or unusual diving equipment, and watercraft added to inventory Special Tactics-wide, if required. To qualify for 308th funding, the technical training must be for a new technology/ability that is not currently expected to be held by dive master personnel. The 308 RQS will fund all travel and expenses for maintenance or servicing of dive equipment. The on-site Contractor is required to perform at an off-site or commercial facility when on-site Government-provided facilities are inadequate to accomplish the work.

Determination of adequate facilities for servicing and maintenance tasks rests with the Contracting Officer Representative (COR). Reimbursement of CONUS travel costs will be in accordance with the Federal Travel Regulations per FAR 31.205-46(a)(2)(i). All travel requires Government approval/authorization and notification to the COR. Travel is required approximately three (3) times per year.

1.6.14 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

1.6.15 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise and during Unit Training Assemblies.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: The Government will furnish or make available to the contractor any services deemed necessary to fulfill performance objectives outline in Performance Statement of Work (PWS). The government shall provide desks, workspace, utilities, electrical power hookups, personal computers, telephone access, LAN access, and all related equipment, tools, and supplies to conduct dive operations and maintenance functions. The contractor shall keep workspace neat and orderly and will dispose of trash at the end of each duty day.

3.2 Facilities: The Government will provide office space, and equipment storage space to include, desk space, telephones, and computers.

3.3 Utilities: The Government will provide electricity, and water. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.4 Equipment: The Government will provide all required equipment for maritime operations. This includes dive apparatus and boats.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.

4.2 Secret Facility Clearance: The contractor shall possess and maintain a SECRET facility clearance from the Defense Security Service. The Contractor’s employees, performing work in support of this contract shall have been granted a SECRET security clearance from the Defense Industrial Security Clearance Office. The DD 254 is provided as Attachment 1.

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The contractor shall maintain RQS dive program and equipment IN ACCORDANCE WITH U.S. Navy and manufactures guidelines/specifications. To maintain compliance and insure operational readiness, the RQS must have highly qualified and experienced dive locker personnel, who have extensive and practical knowledge of: U.S. Navy Maintenance and Material Management (3M) system; maintenance and repair of SCUBA and oxygen diving systems; and the ability to conduct informal classroom as well as supervise dive training operations IN ACCORDANCE WITH the U.S. Navy, MAJCOM, and general diving/maritime operations training procedures.

5.2. Task Heading.

5.2.1. The contractor shall work with the 308 Rescue Squadron (RQS) and Major Command (MAJCOM) diving program manager to identify area where technology advances in diving and maritime operations that can benefit the commence. Specifically, the contractor should look for solutions to technology gaps, resource protection, and enhanced equipment training methodology that will save training time, funding, or enhance combat survivability of battlefield airman during water operations.

5.2.2. The contractor shall assist the 308 RQS by providing technical experience in the operation and maintenance of assigned diving equipment, boats, and outboard motor, and operate boats during unit dive operations at the discretion of the unit commander. In addition, contractor dive locker technician shall support waterborne operations designed to enhance the combat readiness and collective skills of Pararescuemen. Military diving experience and credibility in the Navy dive community are essential to successful delivery of the required service.

5.2.3. The contractor will demonstrate knowledge of U.S. Navy recompression chamber operation and have a thorough familiarity with recognition and treatment of diving emergencies as outlined in the NAVSEA SS521-AG-PRO-010 U.S. Navy Diving Manual.

5.2.4. The contractor will have to perform pre-operation maintenance and have experience in operation of high pressure air systems.

5.2.5. The contractor will implement and employ the U.S. Navy 3M system IN ACCORDANCE WITH NAVSEA SS521-AG-PRO-010 U.S. Navy Diving Manual and AFI 10-3501 as it applies to diving for near, mid, and long-term equipment requirements.

5.2.6. The contractor shall have the technical background and communication skills to conduct and analyze a variety of dive and related equipment tests and inspections as well as advise and assist 308 RQS subject matter experts. This includes diver breathing air sample testing, high pressure air flask/tank hydrostatic testing, high pressure air hose proof testing, dive system gauge testing, and SCUBA regulator air flow/purge flow and opening effort testing.

5.2.7. The contractor will possess ability to read blueprints and schematic drawings, understand specifications, and interpret illustrated parts breakdowns and other publications used in the field of specialization.

5.2.8. In addition to U.S. Navy dive regulations, the contractor shall be knowledgeable of USAF regulatory guidelines and instructions related to dive operations as outlined in AFI 10-3501.

5.2.9. Shall have a Florida Certificate of Boating Education to perform Boat Master Duties.

5.2.10. Shall be certified in accordance with COMNAVSEASYSCOM Diving Advisory 13-06 to conduct maintenance on US Divers Conshelf 14 Regulators.

5.2.11. Shall be a certified Level B Divator Service and Maintenance Technician to conduct maintenance on Interspiro MK-IIG/MK-20 Full Face Mask Breathing Valves/Regulators.

5.2.12. The contractor shall have USAF Test Measure and Diagnostic Equipment (TMDE) Coordinator Certification.

5.2.13. Schedule, direct, and monitor 3M system while keeping apprised of changes/directives issued by U.S. Navy. The contractor shall be proficient in most current version of Navy SKED Program. The contractor shall be granted Common Access Card credentials to obtain data and information through computer-based information system via the Internet.

5.2.14. Administer all daily, weekly, monthly, quarterly, and annual or greater 3M maintenance requirements for assigned diving related equipment.

5.2.15. Conduct inventories of 308 RQS diving equipment, watercraft, and engines.

5.2.16. Schedule calibration of all diving related gauges and special instruments.

5.2.17. Contact hydrostatic testing of SCUBA bottles in accordance with Department of Transportation regulations.

5.2.18. Schedule and complete routine preventative maintenance and minor repairs as required by the original equipment manufacturer (OEM). Major repairs and overhauls are to be accomplished by a manufacturer’s authorized service facility or equivalent.

5.2.19. Maintain update regulations, publications, and directives required by AFI 10-3501, Naval Sea Systems Command (NAVSEA) and Naval Safety Center pertaining to waterborne operations. The contractor shall be granted Common Access Card credentials to obtain data and information through computer-based information system via the Internet.

5.2.20. Advise users concerning equipment capabilities and maintenance requirements. Work to resolve maintenance problems and advise users of problems outside the contractor’s ability.

5.2.21. When requested, advise/assist in Air Force and Navy investigations and analysis of accidents, incidents, and failures. Provide technical expertise and assistance in report writing.

5.2.22. Conduct formal classroom or informal training in the operation and maintenance of assigned equipment/systems ancillary equipment. The contractor shall hold a Master Training Specialist Qualification AFI 10-3501, Chap. 1, Para. 1.3.6.

5.2.23. When requested, assist the squadron training and scheduling section with planning, coordinating, and conducting dive and dive supervisor training in open-water diving, maritime operations, rough water operations, and low visibility diving/underwater mechanical dexterity training. Required training may include, but is not limited to tactical diving and waterborne operations Rigging Alternative Method Zodiac (RAMZ) airdrop, low-attitude low-speed helicopter deployed inflatable, and high-altitude inflatable airdrop and deployable.

5.2.24. When requested, at the discretion of unit commanders, provide boat driver support for unit training when qualified military boat drivers are unavailable.

5.2.25. The contractor will have experience and qualifications in the operation of U.S. Navy approved underwater breathing equipment, support systems, and recompression chambers NAVSEA SS521-AG- PRO-010 and AFI 10-3501.

5.2.26. The contractor will demonstrate experience and qualifications as a Diving Salvage Warfare Specialist in accordance with NAVEDTRA 43910-A Personnel Qualification Standard. The contractor shall have experience and qualifications in the use of U.S. Navy Planned Maintenance System as outlined in OPNAVINST 4790.4D/NAVSEA INST 4790.8B as well as demonstrate experience in the use of Navy Safety Center, Dive Jump Reporting System NAVSEA SS521-AG-PRO-010 U.S Navy Dive Manual.

5.2.27. The contractor shall obtain certification by 308 RQS Boat Master to operate the following water craft: 35 ft Safe Boat, 28 ft Whaler, 24 ft RHIB, MK 5 Zodiac, and Zodiac EVOL in accordance with to paragraph 1.2.5.2 . Certification shall include the performance of basic preventative maintenance of this equipment and related trailer components. This includes Flush Engine Cooling System and conducting pre-operation and in-transit trailer inspections and removal of contaminates from water craft via rinsing with water.

5.2.28. The contractor will ensure maritime equipment such as Zodiacs, Outboard Motors, Whalers, Rib Craft, and Alternate Rescue Craft is serviceable prior to use. Unserviceable equipment will be reported to vehicle maintenance section at soonest possible convenience.

5.2.29. The contractor shall be experienced in preventative maintenance, maintenance, and repair of dive breathing air compressor systems demonstrated NAVSEA SS521-AG-PRO-010.

5.2.30. Maritime operations shall be a primary responsibility. The contractor will demonstrate experience and qualifications in the following as outlined in AFI 10-3501, Chap. 5, Para 7 and 8: Zodiac RAMZ, Soft Duck, T-Duck and Hard Duck package recovery procedures, parachute and swimmer recovery, Waterborne, Zodiac Hard Duck package pallet recovery and towing..

5.2.31. Experience in the maintenance and use of HP air compressors and use of Authorized for Navy Use (ANU) approved underwater tools as outlined for U.S. Navy 3M systems.

5.2.32. Shall be experience to provide classroom and operational training in the use and maintenance of Side Scan and Diver Hand Held Sonar Systems.

5.2.33. Maintain the Material Safety Data Sheet (MSDS) and hazardous material program for dive operations.

5.2.34. Provide boat party support during RAMZ maritime training operations as boat operator as boat operator and provide boat operator training.

5.2.35. The contractor shall keep the Functional Area Chief (FAC) and Contracting Officer’s Representatives (COR), and others as designated by the FAC, informed of task status and progress by, as a minimum, monthly reports, written correspondence, and meeting.

5.2.36. The contractor shall be able to obtain and maintain a secret clearance.

5.3. Deliverables and Delivery Schedule: Contractor shall provide the following Contract Date Requirement List (CDRL) as stated below: CONTRACT DATA REQUIREMENT LIST (CDRL)

CDRL A0001: Monthly Status Report: Submit one (1) copy to the 308 RQS/LG by the 10th of the following month (reference PWS Para 1.4.2.).

CDRL A0002: Dive Report: Submit one (1) copy to the Naval Safety Center as required (reference PWS 1.4.3).

CDRL A0003: Maintenance Report: Submit one (1) copy to the 308 RQS/LG as required (reference PWS

1.4.4 and OPNAV 4790).

CDRL A0004: Trip Reports: Submit one (1) copy to the 308 RQS/DO as required (reference PWS 1.4.5)

CDRL A0005: Mishap Report: Submit one (1) copy to 308RQS/DOV and 308RQS/OGV 72 hrs after event occurs (reference PWS 1.4.6 and OPNAV 5102.1C).

CDRL A0006: AFTO Form 17, Marine Masters Operation & Maintenance Log: Submit one (1) copy to 308RQS/LG as required (reference PWS 1.4.7 and AFSOC 36-2204).

CDRL A0007: Training Policy: Submit one (1) copy to 308RQS/DOV as required (reference PWS 1.4.8 and AFSOC 36-2204).

5.3.1. Monthly Status Report: Contractor shall provide the Government a written monthly progress report containing Contractor progress, status, and management updates by the tenth of the following month. The report shall address at a minimum, training conducted and work progression during the past month, training and diving operation compliance issues, actions to be taken to resolve discrepancies, and future planning initiatives. The report may be submitted electronically if readable by MS Word 6.0. Reference CDRL A0001.

5.3.2 Dive Report: Submit dive reports using the computerized Dive Reporting System to the Naval Safety Center IN ACCORDANCE WITH OPNAV 31 50.28A. Reference CDRL A0002.

5.3.3. Maintenance Report: As required, prepare oral/written reports/recommendations to correct deficiencies in all aspects of waterborne equipment maintenance. Reference CDRL A0003.

5.3.4. Trip Report: The Contractor shall provide a trip report in each instance. The report may be submitted electronically if readable by MS Word 6.0. Reference CDRL A0004.

5.3.5. Mishap Report: When requested, advise/assist in Air Force and Navy investigations and analysis of accidents, incidents, and failures. As required, provide inputs in written form. As required, develop briefings and information papers related to maintenance and operational problems for dissemination to Special Tactics personnel. Reference CDRL A0005.

5.3.6. AFTO Form 17, Marine Masters Operation and Maintenance Log: The Contractor shall maintain AFTO Form 17 for all watercraft. When requested or required, provide copies of the log to appropriate agencies as required by local, national, or international law. Reference CDRL A0006.

5.3.7. Training Policy: When requested, assist the RQS Training and Standards/Evaluations Sections in the development and drafting of diver training policies, directives, and regulations for review and approval by the 308RQS/DOV/920RQG/OGV. Reference CDRL A0007.
