Answer: The new cable is spliced to the existing cable in MH 838. The cable from MH 838 to the existing switch MCIV9 is 4/0 lead cable. The new cable can be 4/0 from the MH 838 to the new transformer.

Question: _____ Question: where are to place the bollards for the relocation of new panels and transformer?___________________________________________________________________

Answer: Any existing bollards leave in place. No new bollards are to be installed. If you have to remove the bollards to place the transformers or switches the bollards will need to be reinstalled. Removed bollards can be kept on site until reinstalled.

QUESTIONS FROM SITE VISIT

Question 1: What type and size of cable is in manhole feeding transformer MCI9?

Answer 1: The cable is 4/0 lead cable.

Question 2: Where is the new pull-box located at MCI9?

Answer 2: Where the old transformer is currently located.

Question 3: Where is concrete disposal?

Answer 3: You must dispose all materials off-base.

Question 4: Will government test for asbestos on concrete pad currently holding switch at

MCI9? (Ref E1 note)

Answer 4: During Design Concrete was tested for asbestos. No asbestos was found.

Question 5: How far is manhole from MCI9 Transformer?

Answer 5: The manhole is labeled correctly as 838 and is located just outside the fence to the east. Assume 150LNFT away from transformers for bid calculations

Question 6: Will you allow hot shrink splicing?

Answer 6: no, cold shrink splicing only.

Question 7: Is drawing E3 mislabeled regarding manhole 838?

Answer 7: No, manhole 838 is located just outside of the facility fence.

Question 8: If it is required to reroute conduit, what are restrictions on digging through road at

MCI9 site?

Answer 8: If the street is cut or damaged it would have to be repaired to the condition it was in or better than before the cut. Following is our guidelines for utility cut repairs

Provide 12” of Stabilized Subbase compacted to 95% Modified Proctor Density, Min LBR 40

Provide 9” Limerock Base compacted to 95% Modified Proctor Density, Min LBR 100. New limerock area is to overlap undisturbed subbase by at least 6”.

Provide 2” asphalt concrete pavement Type SP-12.5 (in lieu of information below.)New asphalt pavement is to overlap existing base by at least 12”.

Width of patch should be approximately 5’ wide, however less or more than 5’ may be required depending on width of undisturbed subbase and base.

Question 9: Are new elbow arrestors required on transformers?

Answer 9: Yes new MCOV 8.4 kV Duty Cycle voltage rating 10 kV arrestors

Question 10: What is the minimum generator size needed for each site?

Answer 10: Facility 80505: will need a generator to be on standby 150kw

Facility 67210: will not require a generator

Facility 1641: No generator is required if contractor replaces each transformer on two separate power outages (one transformer per power outage)

Question 11: How long willl generator need to run at each site?

Answer 11: Facility 80505: will need a generator to be on standby 150kw. In emergency it will need to run the duration of the outage. If not just be on standby.

Question 12: Are diesel generators authorized?

Answer 12: Yes

Question 13: Contractor required to provide escorts at secure sites. What are recommended companies?

Answer 13: Government does not recommend or endorse any specific contractor however past projects have used SOS or Pinkerton. It is the contractors responsibility to ensure that the subcontractor has the right escort privileges before entering into an agreement with subcontractor.

Question 14: Will Transformer XYI3 be transported to base shop by contractor?

Answer 14: YXI3 will be given back to the electrical shop. Government will transport.

Contractor will need to set it on the trailer for transport.

Question 15: How deep is concrete slab, and how deep does conduit need to be set into concrete slab at XYI1/XYI3 transformer site?

Answer 15: From field investigation pictures the slab looks at least 12 inches. The conduits should be deep enough in the slab to provide a cover of 2 inches.

Question 16: What sites require escorts?

Answer 16: Facility 80505 MSA 2, Facility 67210 and Facility 1641.

Question 17: Will contractor be responsible for disposing XYI1? If so, are there PCBs?

Answer 17: Yes, Contractor will have to verify PCB content. It is believed to be less than 50

PPM. If the intent is to reuse the transformer the contractor can take the transformer with the oil at < 50 parts per mil. Contractor has to make sure the transformer is safely transported with no oil spills. Anything over 50 the government will dispose of the oil.
