CHEYENNE MOUNTAIN AIR FORCE STATION

PWS FOR:

FIREWORKS/MASS NOTIFICATION/EST’S HARDWARE,

FIRMWARE SUPPORT

1 March 2018

Section Is

1. DESCRIPTION OF SERVICES: The contractor shall furnish personnel and labor necessary to perform technical support, testing, repairs, troubleshooting, upgrades, and training in support of Fireworks/Mass Notification/ EST’s system hardware, firmware and software of the EST fire Systems, Fireworks systems in accordance with (IAW) this Performance Work Statement (PWS) at Cheyenne Mountain Air Force Station (CMAFS), Colorado. Cheyenne Mountain is a standalone Fire Alarm System and all updates/upgrades will have to be done using 721 Civil Engineer Squadron (CES) PC’s on site.

1.1 SCOPE OF WORK:

1.1.1. On-Site service and Technical support: Technical Support shall be performed in accordance with a program of standardized routines. Components suspected of being faulty may be repaired or replaced at the customer’s option to restore system integrity. Contractor will submit a quarterly report detailing all activity charged to the on-site service and technical support.

CMAFS has a standalone EST/Fireworks Fire Alarm system/Mass Notification System and updates /upgrades will have to be done using 721 CES computers on site. No USB Devices are allowed. CDs will be scanned by 721st CES personnel prior to uploading on government computer.

All support must be done on site, no outside (AFNET, Network Management for AF Network Operation Center (AFNOC)/Integrated Network Operations and Security Center (I-NOSC) network support is available. NO wireless, remote monitoring or Infrared IR is authorized within

CMAFS.

1.1.1.1 On-Site Documentation: Contractor will document each on-site service call and furnish to COR (Contracting Officer Rep) a copy showing time, date operator, and a brief description of the activity along with recommendations (if any).

1.1.1.2. Software Protection: Contractor will maintain and provide a list of vendor maintenance personnel authorized to access the EST/Fireworks Systems to 721 CES.

1.1.1.3. System Performance Reviews: In addition to performing the Technical Support tasks described herein, contractor will be available for system consultation, troubleshooting, graphics modification, programming changes, etc.

1.1.1.4. Software/Firmware Updates: Contractor will inform the COR of all applicable software/firmware updates to the systems within its functional capabilities. Software/firmware upgrades required to upgrade the system will be installed and tested, if deemed necessary by the contractor. Contractor will, when necessary and approved, upgrade firmware/software at preferred discount rates during the service agreement period. New versions of software shall be offered at preferred discount rates.

1.1.1.5 Operator Training: Contractors shall provide on-site and informal training as part of this service agreement. Additional training may be purchased by the US Government and should be in the local area, if possible, taught by factory trained instructors.

1.1.1.6 Agreement Coverage Reviews: The technical support agreement performance will be reviewed with the 721 CES/CEOE representatives at least one time per year. The review will include a summary of the year’s activity under the contract and an evaluation of the coverage against the 721CES/CEOE’s needs. Suggestions for a change in coverage or other improvements will be discussed at this juncture.

1.1.1.7 Contract Coverage: Contract shall include, at a minimum 192 hours per year of scheduled visits of a Fire Alarm Technician. A technician will be available a minimum of (2) two times per month on a routine schedule.

1.1.1.8 Standard Equipment Requirements: All hardware and software of the approved type supplied for the installation should be compatible with the existing system.

1.1.2 Software Support Tasks: During monthly site visits or on-site service calls, the contractor may be tasked for a variety of programming or software maintenance tasks. Typical activities include troubleshooting, user issues, programming adjustments and other routine maintenance tasks.

1.1.3 Hardware Support Tasks: During monthly site visits or on-site service calls, the contractor may be tasked for a variety of hardware and hardware maintenance tasks.

1.1.4 Urgent Services: The contractor will provide 16 hours of urgent call out service. The technician shall respond within 2 business days. If additional hours of urgent service beyond the 16 hours are needed, those hours must (have prior approval) by the Contracting Officer. Contractor is responsible for ensuring technicians are not dispatched once the urgent hours have reached its maximum value.

1.1.5 Contract Service and Logistical Support:

1.1.5.1 Software Logistics Support – In addition to technical online and site support, the Government and /or the contractor may propose specific repair/upgrade projects that require additional man-hours to the project. All proposals from either the Government or the contractor must be transmitted through the Contracting Officer and have approval prior to work commencing.

Contractor will submit an electronic quarterly report detailing all activity charged to the Software Logistics Support.

1.1.5.2 Hardware Logistics Support – In addition to technical online and site support, the contractor and/or the Government may make proposals to repair, replace, upgrade, or add additional hardware to the fire system. All proposals must be transmitted through the Contracting Officer and have prior approval. Contractor will submit an electronic quarterly report detailing all activity charged to Hardware Logistics Support.

1.1.5.3 Contractor will notify the QAE for approval before implementing those changes for which the contractor has determined there is no cost impact.

SECTION II

2. SERVICE SUMMARY: The Service Summary is a list of performance objectives and performance thresholds that represents the minimum acceptable level of performance. The performance objectives and thresholds will be regularly verified by the COR and the Fire Emergency Personnel. Each performance objective represents a significant task as identified by the Government at the time of contract award. These performance objectives and performance thresholds represent only the significant task of this contract and do not excuse the Contractor from performance of other responsibilities identified in this PWS. Additionally, performance objectives may be added or deleted and performance thresholds raised or lowered during the course of the contract.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES. The government will provide utilities (water and electricity) and emergency fire and security police response.

SECTION IV

4. GENERAL INFORMATION

4.1. Hours of Operation: Services will be delivered during the hours of 7:00 a.m.–3:30 p.m., Monday through Friday. Services that require after hours work and/or urgent call services or inspections will be pre-coordinated and scheduled with the Contracting Officer’s Representative

(COR).

The contractor is not required to provide service on the following days:

4.2. Green Procurement: CMAFS promotes and prefers to acquire U.S. Environmental Protection Agency (EPA) list of EPA-design products at www.epa.gov/ Comprehensive Procurement Guideline (CPG) program is part of the U.S. Environmental Protection Agency (EPA) continuing effort to promote the use of materials recovered from solid waste. Buying recycled-content products ensures that the materials collected in recycling programs will be used again for the manufacture of new products. CMAFS prefers to acquire products that contain recycled-content, bio-based, energy efficient and low volatile organic compounds.

Contractor is responsible for compliance with federal and state environmental laws and regulations applicable to work (CFR 40).

4.3. Contractor Qualification/Experience: Contractor shall provide employees with 5-years of experience installing and maintaining EST/Fireworks systems. Contractor will provide a list of all employees training and certifications showing experience required prior to starting work.

4.3.1. Contractor Employees: Do not employ persons for work on this contract if such employee is identified to the Contractor, by the contracting officer, as a potential threat to the health, safety, security or operational mission of the installation and its population. Contractor is responsible for meeting safety and occupational health regulations required by federal and state law.

4.3.2. Contractor Appearance: Present a neat appearance and be easily recognized as Contractor employees. Identification of all employees may be accomplished by wearing a company badge or by Contractor-provided distinctive clothing bearing the name of the Contractor. A Government-issued identification badge will be worn visibly at all times.

4.4. Quality Assurance: The government will evaluate the contractor’s performance under this contract through on-site inspections and customer complaints. Fire inspectors will routinely perform quality checks during their scheduled and unscheduled building inspections.

4.5. Security Requirements for CMAFS.

4.5.1. Access: CMAFS is a Protection Level 1 (PL1), restricted area and special security procedures are utilized to deter espionage, sabotage, or theft of Air Force resources. Access to United States classified defense information by Contractor personnel during performance of this contract is prohibited. However, contract performance will be within a restricted area, which will require Contractor compliance with personnel security entry control procedures established by AFI 31-101 which is classified For Official Use Only and is not available online. However, the individual requirements are stated in the PWS. Authorized personnel may order a copy through the Air Force Portal or request a copy from the COR. Contractor will also comply with AFI 31- 401 chapters 1, 5 Section C, and Attachments 1 and 3, available on the website listed in Appendix C.

4.5.2. Security Policies and Procedures: The contractor is required to comply with all policies and procedures as outlined in 721 MSG Instruction 31-7 (1 Apr 08) and 721st Mission Support Group (721 MSG) Installation Security Plan (ISP) 31-1, Volume 1, (1 Oct 07), available from the COR. Applicable sections from these documents are provided in this PWS.

4.5.3. Denied Entry: The Commander, 721st MSG, reserves the right to deny any Contractor employee entry to CMAFS for security reasons, (with concurrence from the Contracting Officer, when feasible). Violations of, or deviation from, established security procedures by Contractor employees may result in confiscation of Air Force Entry Control Cards and denial of future entry to CMAFS restricted areas and denial to CMAFS.

4.5.4. Requirements for Personnel Entry into CMAFS

4.5.4.1. Entry: Contractor personnel performing work inside the restricted area will require a favorable NAC prior to starting work, and only after 721 SFS/S-5 receives a written personnel request for access from the Contractor.

4.5.4.2 CMAFS Entry Authority List: For every new employee, submit a CMAFS Entry Authority List annually, or for the term of the contract, on company letterhead through the COR at least seven (7) duty days before the employee is to report for duty. New employees will be escorted until the background investigation is finalized. The Contract Security Officer for the company must sign the request. See appendix C for example letters requesting personnel access. The list must be on file with the 721 SFS before entry will be approved:

UNDER NO CIRCUMSTANCES WILL POTENTIAL VISITORS BE PERMITTED TO

HAND CARRY ANY PACKAGES CONTAINING THEIR OWN REQUEST FOR ENTRY.

4.5.5. Issuance and Disposition of Air Force Entry Control Cards for CMAFS: If permanent Air Force Entry Control Cards are issued, employees will present the badge for inventory when requested by the COR or Security Forces personnel.

4.5.5.1. Air Force Entry Control Card Maintenance: Establish controls which assure the retrieval of badges issued to employees who strike, quit (with or without notice), die, are barred by an installation commander's written order, or removed for any reason.

4.5.5.2. Air Force Entry Control Card Loss: Lost Air Force Entry Control Cards will be reported immediately to the COR personnel and the Security Forces administration section. The employee will comply with requests by the COR personnel for information regarding the circumstances surrounding the loss of the badge.

4.5.6. Requirements for Vehicle Entry into CMAFS: Only vehicles used to conduct official business and those affixed with a CMAFS parking decal (Para 4.5.6.2) and an authorization letter (Para 4.5.6.2.2) from 721 MSG/CC are allowed entry into the restricted area. The Contractor may be permitted to transport all needed personnel, materials, and equipment to the work site. Contractors will load/unload and leave the area. Propane fueled or compressed natural gas vehicles are prohibited within the restricted area. The contractor must submit the request for a vehicle to enter the restricted area on company letterhead; and an officer of the company must sign the letter. The following required information must appear on vehicle request letters: Contract number, model of vehicle, make of vehicle, vehicle license number & state, vehicle identification number, whether gasoline powered and whether the vehicle will be parked temporarily inside the Cheyenne Mountain Complex (CMC). Submit the letter to the COR personnel for processing at least two (2) weeks before requested entry date. The contractor will keep a copy of the vehicle entry authorization letter in each vehicle listed on the letter. The contractor must show the letter to the entry controller each time the vehicle enters the CMC. See Appendix C for example letters requesting vehicle access.

4.5.6.1. Fire Extinguisher: All vehicles entering the restricted area of CMC must be equipped with a Class ABC fire extinguisher.

4.5.6.2. Written Authorization: Written authorization will be required from 721 MSG/CC, through 721 SFS/S-5 for a period of 30 days or less and a copy must be maintained within the vehicle.

4.5.6.2.1. Vehicles: The contractor will maintain vehicles to present a neat, clean, and professional appearance. All vehicles will be in operable condition and meet the local, state, and federal safety requirements. The Contracting Officer may inspect the Contractor's vehicles at any time and direct the removal of any objectionable vehicle from the installation. The contractor will remove any vehicles found to be unsafe, unable to function as designed, or deemed unacceptable from the installation.

4.5.6.3. Searches: Contractor vehicles authorized to enter the restricted area and all hand carried items will be subject to search before entering the restricted area. Cameras, tape recorders, private weapons, alcoholic beverages, explosives, ramset equipment, propane-equipped vehicles, mace, and similar items are not allowed in the CMC without approval of the 721 MSG/CC or higher authority. All vehicles are subject to random vehicle searches.

4.5.6.4. Vehicle Identification: Contractor name or logo will be prominently displayed on both vehicle front doors; right and left side, and should be visible for a distance of fifty (50) feet under normal lighting conditions.

4.5.7. Loading Dock Restrictions for CMAFS: The Contractor will have restricted access to the loading dock inside the restricted area. The loading dock is an emergency egress path and a minimum four-foot wide path shall be maintained to the egress ramp. Vehicles waiting to load/unload will not be left running and the overhead rolling door must be closed following use of the loading dock. Use of the loading dock inside the complex will be on a first-come first-served basis; however, use will be limited to 30 minutes. Vehicles left unattended in the loading dock area will have the keys left in the ignition for emergency egress procedures.

4.6. Performance of Services During Crisis Declared by the National Command Authority or Overseas Combatant Commander: In accordance with Department of Defense (DoD) Instruction (DoDI) 3020.37, paragraph E2.1.1., a crisis situation is defined as: Any emergency so declared by the National Command Authority or the overseas Combatant Commander, whether or not U.S. Armed Forced are involved, minimally encompassing civil unrest or insurrection, civil war, civil disorder, terrorism, hostilities buildup, wartime conditions, disasters or international conflict presenting a serious threat to DoD interest. It is determined that the contractor is not required to perform services under this contract during a crisis unless otherwise directed by an authorized government representative.

Contract Coverage: Technician shall include, at a minimum, 192 hours per year of scheduled visits with a minimum of two (2) times per month on a routine schedule. Additionally, 16 hours per year for urgent service calls.

Normal working hours are defined as 7:00 A.M. to 3:30 P.M. Monday through Friday inclusive, excluding Holidays.

Urgent Service Call: Contractor will provide as needed up to 16 hours per year of estimated Urgent Call hours as stated under Section I paragraph 1.1.4.
