Vendors Questions:

1. Request that the expected or acceptable Labor Category for this effort be revised to reflect the Telecommunications Mechanic I category.

23931 - Telecommunications Mechanic I 31.20

The DOL Category Descriptions for these Categories is as follows:

23931 TELECOMMUNICATIONS MECHANIC I

The Telecommunications Mechanic I installs, removes, maintains, modifies, troubleshoots, and repairs voice and/or non-voice communications systems including intercom and public address systems, alarm systems, teletype equipment, and electronic and electromechanical telephone key systems/PBAXs; terminal and communications equipment, including line drivers. This mechanic runs cables, key cables, or house wire to all telephone sets, terminal connectors, lugs, pins, or screws, associated with key telephone equipment and/or terminating equipment for non-voice circuits.

3. Should pricing only include singlemode or multimode pricing?

4. Will fiber larger than 2-strand be procured under this contract, such as a backbone fiber from an MDF to an IDF Closet? If so, how will materials for these fiber installations be purchased or will the Government provide this material?

5. Should pricing be estimated per install or per foot estimate of cable and fiber materials?

Answers:

1. Labor category is changed to Telecommunications Mechanic 1 (See Combined Synopsis Soliciation and Attachment 2 – Wage Determinations).

2. 8570 Certification is required to install connections to switch (See Attachment 1 – SOW)

3. The agreement is intended to be an on-demand requirement. During a pre-installation site survey with 21 Communications Squadron representatives, the customer, and the contractor can determine the best method and path to terminate connections. Multi-mode, Single-Mode, and CAT 6 all remain options for installations.

4. Under this agreement, the contractor will only install communication lines from the building communications closet or POP to the customer termination point. This contract is for inside plant activity only.

5. Pricing should be as specific as possible offering per foot estimates.
