PERFORMANCE WORK STATEMENT
FOR
Install Flow Meter for CMAFS NPDES Permit

SCOPE OF WORK:
1.1 GENERAL: The work to be performed under this contract and in accordance with this Performance Work Statement (PWS) shall consist of furnishing all necessary labor, tools, transportation, supplies, equipment, materials, and incidentals necessary for providing all work performed shown in the PWS, and all applicable codes, regulations, standards, and criteria in effect at the date of solicitation.
1.2 PROJECT DESCRIPTION: Purchase and install auto sampler and flow meter to meet the needs set forth in CMAFS National Pollutant Discharge Elimination System (NPDES) permit CO-0034752. This will entail installing a flow meter in one of the last in the sidewalk area outside of the north portal of the complex.
1.2.1 INSTALL CONTINUAL MONITORING DISCHARGE FLOW METER: Purchase and install continual monitoring discharge flow meter (signature® flow meter per specs in order to match other equipment on base) and required trapezoidal flume (per specifications of Signature® meter) that will record industrial storm drainage system (ISDS) seepage flows from the interior complex through piping to the surface terminus at what will be delineated as internal outfall # 001D in the NPDES permit. Also required, is the installation of a water quality sampling station similar to specs provided. This station will be an auto sampler that collects and stores water samples from internal outfall 001D. It must provide on demand (grab sample) capabilities and composite sample capabilities and storage for 24 hours. It must be located at the sidewalk location near the north portal. Access to collected samples must be a one person operation from sampler to allow for safe and quick access. Installation of electrical power for the unit will be required inside the manhole. Both the flow meter & the sampling station will be installed inside the Protection Level One restricted (LP1) in the tunnel. This task order includes all work needed to correctly install the meter and sampler including: plumbing, electrical, and function testing. This new Outfall location is permitted as 001D. Work is attached to CMAFS NPDES permit CO-0034762.
The meter must read the flow in gallons per day. Total flow discharge, daily maximum, daily minimum, average flow per day, 30 day average, 7 day average and range of daily flow. Composite samples shall be flow proportioned. The recording system must meet all Air Force Information Assurance requirements and provide a way to either print or recall past data and export in some manner.
1.2.2 MOBILIZATION AND PERFORMANCE PERIOD: Upon award, the contractor will have no more than 5 business days to electronically submit proposed equipment brand, model and specifications to the CO for approval. At that time the contractor will notify the CO the lead time required to obtain the materials necessary to complete the work.
The government will respond within 3 business days with an acceptance and notice to proceed (NTP). The contractor will have the submitted lead time plus 14 calendar days to mobilize and start work. The performance period of this contract shall be up to 30 calendar days.
1.3 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner, by qualified and efficient mechanics/tradesmen, skilled in their respective trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. Work and materials shall comply with this PWS for all applicable criteria, regulations, guidelines, codes, and industry standards.
1.4 WORK SCHEDULE: Working hours for the Contractor will normally be between the hours of 7:00 a.m. and 4:00 p.m. excluding Saturdays, Sundays, and Federal holidays.
1.5 WORK AREA ACCESS: This work is located Inside of the restricted area at CMAFS. The Contractor shall coordinate with the Environmental Chief, Tyler Dugan, at
(719) 474-3620 or (719)556-1457 and/or Scott Hamilton (719) 474-3658 for access.
Contractor will submit an Entry Authorization List (EAL) with name, social security number and date of birth for each employee. Employees who fail to pass a background check will not be permitted to work at CMAFS. If contractor requires a vehicle to be driven into the restricted area additional information will be required such as the make, model, color, VIN, license plate number, etc. This request must be submitted not later than 10 working days in advance of the first day of work. Contractor should note that this work is located inside a building located in an underground complex. Contractor shall provide approved escorts.
1.6 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including 91-205. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1. All electrical work shall be done IAW NEC.
1.7 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor fails to use reasonable care and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
1.8 SITE MAINTENANCE AND CLEANUP:
1.8.1 SITE MAINTENANCE: The Contractor shall protect work area, and if necessary adjacent areas, from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift. All passageways in/or adjacent to the site shall remain free of project generated trash and debris at all times.
1.8.2 DAILY CLEANING: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas.
1.8.3 CLEANUP: The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the HVAC Shop Supervisor. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the HVAC Shop Supervisor. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the HVAC Shop Supervisor. Hazardous waste or ozone depleting chemical waste generated as part of this project shall be disposed of by the 721st Civil Engineer Squadron (721 CES). Such wastes shall be appropriate captured and contained and provided to 721 CES in a safe manner.
1.9 MANUALS: The Contractor shall provide all applicable documents for operations and maintenance of the new system. Additionally the contractor shall provide a separate detailed report for condition and maintenance actions required. This report becomes property of the US Government and shall not be shared with third parties except with written permission from the 721 CES.
