Statement of Objectives (SOO) Kiosk Wi-Fi Support
1. Description. The 21 FSS requires Wi-Fi internet services in support of Kiosks and general public use.
The contractor shall furnish all equipment, materials, and personnel necessary to provide commercial Wi- Fi services in support of three (3) Government owned DynaTouch Kiosks at three separate Government locations. The contractor shall provide capabilities for general public Wi-Fi internet services in all three
(3) Government locations. The contractor shall provide Wi-Fi internet services after installation for one year with the option to extend.
1.1 Service Locations. The three (3) Government locations requiring Wi-Fi Internet services on Peterson Air Force Base are the Military Personnel Flight (MPF), Finance Customer Service Area (Bldg.350) and the Base Education Center (Bldg. 1141).
1.2 Commercial Wi-Fi-Services. The Contract shall provide Wi-Fi Internet Services for general public guest use in accordance with (IAW) the specifications detailed within paragraph 2 below.
Services will be rendered for one base period with the option to extend. In addition to public Wi-Fi services, the commercial Wi-Fi services shall support three (3) DynaTouch Interactive Technologies, Slim Floor Standing Kiosks – Series 1 Model D (More information can be found at:

2. Wi-Fi Function Capability and Required Bandwidth Speeds. The DynaTouch Kiosk solution includes an 802.11 wireless connectivity adapter. As such, the Wi-Fi provider must ensure at minimum bandwidth speeds of 20-40 MB/s for Upload speeds and 100 MB/s for Download speeds are available 24 hours per day/365 days a year (except as stated in Paragraph 8), per location are allotted within the Military Personnel Flight (MPF), Finance Service Reception area, and the Base Education Center waiting area to ensure optimal functionality of kiosks in their respective sections.
2.1 Service Set Identifier (SSID). The contractor shall provide two (2) SSIDs. One (1) for ‘Kiosk Administrator’ and one (1) for Guest use.
2.1.1 Kiosk Administrator SSID. The Kiosk Administrator SSID shall have priority over the Guest SSID. The Kiosk Administrator’ SSID shall be secured and limited to administrators only.
2.1.2 Guest SSID. The contractor shall limit the Guest SSID per user to operate between 2-10 MB/s.
2.2 Wi-Fi Frequency Range. The contractor shall ensure that each location has a Wi-Fi- Range that covers each locations specified sq. footage as follows: MPF - 908 sq. ft., Finance - 390 sq. ft., Education Center - 624 sq. ft. The Guest SSID will be open to the general public within the specified range.
2.3 Channel Frequency. The contractor shall coordinate with the 21st Communication Squadron (CS) Spectrum Manager, George Mulhern at 719-834-7924, george.mulhern@us.af.mil, for all frequency and channel requirements necessary for project execution, to ensure no frequency interference.
2.4 Consumer Volume. The commercial Wi-Fi services shall support the customer service kiosks operations for the following anticipated usage prescribe per location, between the hours of 0730 – 1730, Monday through Friday.
2.4.1 MPF Customer Volume. The Military Personnel Flight serves approximately 152 customers daily; Wi-Fi internet services shall support approximately 30-40 customers at one time.
2.4.2 Finance Customer Volume. Finance serves approximately 113 customers daily; Wi-Fi internet services shall support approximately 20-30 customers at one time.

2.4.3 Education Center Customer Volume. The Base Education Center serves approximately 75 customers daily; Wi-Fi internet services shall support approximately 20-30 customers at one time.
2.5 Technical Support Plan. The contractor shall provide a technical support plan that addresses degradation of Wi-Fi services, outages, and monthly performance output reports.
2.6 Submittal. Reports shall be submitted to the Contracting Officer Representative on the first Monday of every month detailing the previous months’ performance output reports.
2.7 Subject Matter. Performance output reports shall cover at minimum daily operating speeds and any outages/service degradation. Contract shall also track/report resolution timeframes.
3. Period of Performance (PoP). The overall PoP for this requirement, including options to extend, is 28 September 2018 – 24 September 2023.

4. Installation Requirements
4.1 Installation: Contractors are required to deliver a turnkey commercial Wi-Fi internet service solution.
Services shall be ready to go online and available for operation services by 15 October 2018.
4.2 Inspection/Acceptance: The following Government officials are responsible for performing inspection following installation:

7. Hours of Operation: Authorized work hours are Monday – Friday, 7:30am – 5:00pm. Pre-approval shall be obtained from the Contracting Officer (CO) for changes to work schedule.
8. Federal Holidays: The following are recognized Federal Holidays. The Contractor will not be required to work on these days.
