Section B: Description of the Supplies/Services Required

Systems Tool Kit (STK) is Analytical Graphics, Inc.'s (AGI) flagship product supporting programs across their complete life-cycles, performing engineering analysis and visualization in concepts development, design engineering, test & evaluation, operations, and post operations analysis for complex national security and space problems. STK technology can be embedded within software development efforts supplying commercial-off-the-shelf (COTS) computational components and situational awareness displays to operations systems.

AGI has validated that STK follows the industry standard Microsoft Window conventions.

Orbital Determination Tool Kit (ODTK) allows users to provide orbit determination and orbit analysis support for the entire life-cycle of satellite tracking systems. It provides analysts and operators a tracking data simulator capability, a state-of-the-art patented optimal sequential filter and an optimal sequential smoother.

Head Quarters Air Force Space Command has a requirement for STK & ODTK licenses & support. The full requirement is as follows:

The requirement is for one base year and three option years. The subscription period of performance will date from 1 Jan 17 through 31 Dec 20.

Section C: Justification for Soliciting from a Single Source or Brand Name

IAW FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. STK and ODTK Licenses have been deemed to be available only from the original source. Acquiring an alternate source would result in substantial duplication of cost to the Government which would not be recovered as well as an unacceptable delay in mission readiness.

AGI's software product line are sole source products, manufactured, owned, sold, distributed and supported by Analytical Graphics, Inc.

(AGI) at 220 Valley Creek Boulevard, Exton, PA 19341. AGI software support must be purchased directly, by institutions, from AGI at the address provided herein. AGI specializes in developing COTS software used by the national security and space communities for analysis and visualization of land, sea, air and space assets.

In the event that the Space Security and Defense Program (SSDP) was unable to renew and procure the needed STK & ODTK product solutions, break in service would adversely impact the program's ability to meet various mission requirements. The risk to those programs and or space assets currently deployed is far too great with serious national security space implications. Moreover, the cost to redesign and test a new system using a new software solution would be extremely unreasonable. Not to mention the various analysts throughout SSDP would have to be retrained thus impacting their ability to meet mission milestones and support requirements, resulting in mission failure. Currently, the SSDP analysis support staff consists of over a dozen employees each with extensive STK experience and training, totaling over thousands of man hours. To replicate this knowledge base in another tool would not only be time prohibitive (months to years), but would far exceed the cost (by over $100,000) of the requested STK purchase.

Alternatives to STK have been identified for specific operations, e.g. symbolic manipulations (Wolfram Research-Mathematica), data visualization (Tecplot Inc.-Tecplot-360), and real-time hardware interface (National Instruments-Lab View). All three of these software packages are used by SSDP mission partners (e.g. NASA); however, none of these packages provide the comprehensive and integrated

Acquiring alternatives to STK software and the add-ons currently utilized would involve the purchase and installation of several products from different vendors attempting achieve the same basic capability. The integration of these tools would require data import/export utilities and result in a much less productive workflow not to mention being very cost intensive. Training cost and investment would be substantial, and communication of research and analysis results both within and outside of SSDP would be negatively impacted.

Section D: Efforts to Obtain Competition

Until such time the Government identifies and integrates a new technology to include hardware/software and support to conduct their operations for satellite tracking and analysis, this requirement will continue to be driven towards a sole source environment. Market research included perusing GSA Advantage and AFWAY NETCENTS which yielded zero results for this unique software. AGI carries a portfolio of products designed and developed to address very specialized areas, markets and functionality.

Previous sole source STK & ODTK purchases state that to remove or overcome any barriers to competition market research will be conducted to determine if other software solutions are able to perform the computational underpinnings for the efforts. Additionally, it was stated that the market research would be performed annually at a minimum. The latest STK buy was purchased in July of 2016.

Market research for this buy was conducted independently and no alternate solutions were found.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The customer/end-user will continue to monitor this particular industry for new innovations that may open up opportunities to obtain competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
