Contractor Questions

1. Does the government require the company to hold a TS facility clearance prior to award, even if the company currently maintains a Secret facility clearance?

The government requires the bidder to have a TOP SECRET facility clearance at the time that they submit their proposal in order to be considered technically acceptable.

2. May a prime company who does not maintain the required certifications for resale or programming team with a subcontractor who maintains them to meet the technical acceptance criteria?

Yes, they will be required to meet the DD 254 requirements and complete a Visitor Group Support agreement that includes their subs and they would be required to complete a DD 254 with their subs to ensure they meet the Industrial Security Guidelines and Top Secret Facility Clearance at the sub level.

3. C2_VTC_RFQ states: “(iv) This acquisition will be solicited as other than full and open competition (brand name) and as a small business set-aside. The NAICS code for this requirement is 541511 – Custom Computer Programming Services. The size standard is $24.5M and a single award will be made as a result of evaluation of quotes received.” OEMs (the “brand”) typically offer both OEM-branded and Partner-branded OEM services on OEM Public Pricelists. Please confirm that only OEM-branded services are acceptable.

If I am understanding your question correctly, the vendor needs to be either an authorized reseller or an authorized maintenance provider of Crestron, Polycom, Dell, and Cisco in order to perform the service on the C2 System and VTC Suite. The reason for this is because the system integrates components from all of the manufacturers and maintenance by someone who isn't authorized to perform those services who void the warranties on the system. If that is what is meant by OEM-branded services (and I apologize because I haven't been exposed to the term before), then yes only OEM-branded services are acceptable.
