PERFORMANCE WORK STATEMENT
FOR
COMMAND and CONTROL C2 SYSTEMS, VIDEO TELECOMMUNICATIONS (VTC) SUITE MAINTENANCE SUPPORT HEADQUARTERS, NORAD and USNORTHCOM
1 NOVEMBER 2016
1. GENERAL REQUIREMENTS
1.1. Overview: The Contractor shall provide non-personnel services including, management, tools, materials, equipment, freight and labor necessary for maintenance and support for the NORAD and US NORTHCOM (N&NC) VTC systems at Peterson Air Force Base (PAFB), Colorado.
1.2. Objectives: The Contractor shall be responsible for providing original equipment manufacturer authorized repair and replacement for all equipment covered within the scope of the contract.
1.3. Location of Performance: The Government requires maintenance and support on the attached list of government owned equipment located at the following locations: NORAD and USNORTHCOM Headquarters Building 2, the General Officer/Flag Officer (GOFO) quarters on Peterson AFB and the Command Contingency Center (CCC), Cheyenne Mountain Air Force Station, Colorado Springs, CO.
2. WORK TO BE PERFORMED:
Task 1: Services and Programming
2.1. The Contractor shall provide Premier Plus, Tier 3 Level support maintenance as outlined below.
2.1.1. The Contractor shall provide 24x5 (M-F) and 24X7 (As noted in Attachment 1, 2nd Business Day Response tab) hardware and software support services for equipment listed in Attachment 1 “Command and Control C2 Systems, Video Telecommunications (VTC) Suite Maintenance Support Itemized Listing”, under the 2nd BD worksheet. This is to include Original Equipment Manufacturer (OEM) software updates, upgrades, and patches, as well as technical support via telephone.
2.1.2. For equipment listed in Attachment 1 “Command and Control C2 Systems, Video Telecommunications (VTC) Suite Maintenance Support Itemized Listing”, under the Next Business Day Response (NBD) worksheet, the Contractor shall provide 24x7 break-fix level hardware and software support. The Contractor shall also provide On-site preventive maintenance on a quarterly basis for the N&NC Command Center (N2C2) Master Suite and GO/FO locations. Preventive maintenance will include Audio/Video and Control Programming.
2.1.3. The contractor shall provide Tier 3 Level support upon Government escalation after Tier 1 and Tier 2 Support checklists have been followed for issue identification and local troubleshooting (Tier 1 / Tier 2 Support Checklists – Attachment 2). Tier 3 Level support will include On-Site service/repair and installation of failed hardware with a 1 hour Hardware and Software telephone support and 4 hour onsite response time during normal operations and a 2 hour response time during exercise and real world contingency operations. NORAD and USNORTHCOM have two (2) major exercises; ARDENT SENTRY and VIGILANT SHIELD per year, and 2-6 minor exercises per year. Major exercises range 7-12 days; minor exercises range 2-3 days each. The Contractor shall provide a minimum of Next Business Day (NBD) onsite support for areas outside of the NORAD and USNORTHCOM Command Center (N2C2) and GO/FO locations when required.
2.1.3. There are 16 communication rooms within Building 2 where the equipment will be located in. Additionally, N&NC maintains communication rooms within Cheyenne Mountain Air Force Station as well as GO/FO residential buildings located on Peterson Air Force Base.
2.1.4. The contractor shall provide a Gold Level Master Crestron Programmer to ensure all patches, updates, and revisions to the Crestron program are installed and apply any applicable modifications to the program to ensure continuous functionality. At the beginning of the contract and upon completion of each programming change, a current software CD will be provided to the government COR and housed in the Software Fire Safe. (see Table 1 Deliverables and Schedule)
2.1.5. The Contractor shall provide all packaging, shipping, return merchandise authorizations, and related shipping costs for all equipment replaced or repaired. The Contractor will coordinate with the appropriate Information Technology Equipment Custodian prior to the movement, replacement, and/or removal of any equipment.
2.1.6 The contractor shall provide an electronic inventory to the COR as specified in Table 1 for all hardware and software assets associated with the PWS. Contractor format is acceptable unless specified otherwise.
2.1.7 The contractor shall identify a point of contact (POC) who will serve as the primary POC with the Government on matters of contract performance. The contractor shall provide written notification of the name, work phone number, and alternate phone numbers of the POC and his/her alternate to the CO not later than the Post Orientation and within five calendar days of contract award.
2.1.8 The contract shall provide a trip report and a detailed findings brief to the COR as specified in Table 1 for all trips performed by the contractor in relation to the contract.
2.1.9 The contractor shall provide a quarterly summary report outlining the following information requirements:

3. SECURITY REQUIREMENTS:
3.1. The contractor shall possess and maintain a TOP SECRET Facility clearance from the Defense Security Service. The contractor’s employees, performing work in support of this contract shall have been granted the required security clearance from the Defense Industrial Security Clearance Office. The DD Form 254 is provided as Attachment 3.
3.2. Access to Government Property and Facilities: The Contractor shall be provided no escort required access badges to Government buildings on Peterson AFB and Cheyenne Mountain complex in accordance with N&NC Command Security and 21 SW guidance and policy. Contractor personnel may also enter other facilities where escorted access is mandatory by requesting entry authorization access and escort from COR, in advance, as required. Access to government facilities, documents, and systems shall be in accordance with DD Form 254, Department of Defense Contract Security Classification Specifications.
3.3. TOP SECRET Material: At the U.S. Government sites ONLY, the contractor is required to assist U.S. Government personnel in generating U.S. Government classified information up to and including collateral Final TOP SECRET and SCI accesses 1, 2, 3, & 5. At the conclusion of this task order, all classified material received from customer for the execution of the task order is to be either returned to COR or disposed of in accordance with guidance provided by COR.
4. MINIMUM QUALIFICATIONS
4.1. Manufacturer Authorized Service Partner: Contractor shall be an authorized reseller or maintenance support provider of Crestron, Polycom, Dell, and Cisco OEM equipment:
4.2. Contractor shall be authorized by Crestron, Polycom, Dell, and Cisco to provide maintenance and upgrade services as required for this effort.
4.3. Previous Experience: Contractor shall have 2 years of experience in supporting integrated C2 Systems and VTC Suite maintenance. Contractor shall have previous experience in the maintenance and support of Crestron software.
4.4. Information Assurance Certifications: Contractor personnel performing system administration functions will have an Information Assurance (IAT) Level II in accordance with DoDD 8570M.
4.5. The contractor shall be at a minimum of a GOLD Level Master Creston Programmer.
5. GOVERNMENT PROVIDED EQUIPMENT / INFORMATION (GPE/GPJarrett.lowman@appliedglobal.comI)
5.1. GPE: The Government will not provide physical workspace other than the areas where the work is to be performed.
5.2. The contractor shall provide replacement equipment on a break-fix need as outlined in the “Command and Control C2 Systems, Video Telecommunications (VTC) Suite Maintenance Support Itemized Listing” spreadsheet under the “NBD Support” tab (Attachment 1).
5. 3. GPI: Government will provide access to all required hardware locations necessary to provide required support. The contractor shall require access to various Government furnished databases and the government Senior Engineer shall arrange this access.
