Questions & Answers on Hood & Duct Systems FA2517-16-T-5000
1. How many other hood systems or facilities may be located on base that are not written in the performance work statement?
Answer: None-Only concerned with systems identified within the PWS
2) How flexible is the February cleaning date. Is it weather permitting?
Answer: February is mandatory to keep on schedule
3) Was there a current cleaning contract in place? Please provide the contract number and award information.
Answer: FA2517-12-C-5002 awarded to GSN Services.
4) Do you have a list of hoods, sizes, number of systems and manufacturer for buildings 1 and 2?
Answer:
Building 1 -area with 2 different type hoods side by side on 3rd Floor Hood 1-Green Heck GHEW 6.00-1180 Hood Hood 2-Captive Aire (model 4524NFR)
Building 2-2 different areas on different floors with 3 Floors.
1st Floor – (AAFES) with 2 different type hoods side by side on 1st Floor Hood 1-Halton-QVC Hood 2-Captive Aire (model 4524NFR)
2rd Floor-(Alert Mess) Hood 1-Captive Aire (model 4524NFR)
Note: Roof-3rd Floor—Alarmed No Water Source Must drag 150’ – 200’ hose over side of Building No drain holes
5) Is there 2 separate kitchens inside building 1 HQ Space command?
Answer: Bldg. 1 HQ Space Command only has 1 kitchen (upstairs), Bldg. 2 has 2 separate kitchens inside. PWS TE-1 has been corrected.
(See revised PWS TE-1 included in Amendment 2).
6) Building 1160 Mess (Dining) Hall-PWS TE-1 has written total 6 is that systems or hoods?
Answer: See question 7 below for the answer
7) Building 1160 Mess (Dining) Hall has written total 6 is that systems or hoods?
a. KTR counted 8 systems/hoods instead of 6? Total number of Hoods?
b. Are all hood systems being used and need to be cleaned?
c. Are there just certain hood systems that are being used and need cleaning?
Answer: A total of 8 hood systems, however at this time, only 6 hood systems are in service and need to be cleaned.
8) Building 2019 Commissary-states 1 hood system, but at the Site Visit saw 2 types (Deli Rotisserie and another one in the Bakery section)--Are there 1 or 2 hood systems that need to be cleaned? Answer: Only required to clean the Deli-Rotisserie Hood (see revised PWS TE-1).
9) Building 2017-Base Exchange, Anthony’s Pizza-no company listed, suggest listing total number (4) without names associated with Building 2017-Base Exchange.
Answer: Keep names. Contract will be updated when empty space gets leased.
10) Confirming Request for Quote for the Solicitation (FA2517-16-T-5000)-the 6 months Option to extend (CLIN 5001)—want to know is the quote for just 1 service or 2 services that year? Answer: All Cleaning Services will be done in February and August Timeframe therefore includes two cleanings.
11) What is the Socio-Economic Category?
Answer: There is No specific Socio-Economic Category, this procurement is 100% small business set-aside under NAICS code 561790. All offerors must be small business to be considered for award.
12) Where do I find the Technical Proposal requirements?
Answer: Found in the PWS-paragraph 4.4.3 Contractor Qualification/Experience and in the original Combined Synopsis/Solicitation FAR 52.212-1 Instructions to Offerors-Commercial Items (Apr 2015) (c) Provide a copy of each employee’s NFPA Certification(s), license, and/or factory training certificate IAW NFPA 96 standards.
13) Due to unforeseen weather circumstances—how does the Contractor know if the Base is on a delay or closed that day? Answer: For unforeseen weather conditions—watch the local television news stations (Channel 5, 11, 13, 21) to see if there is a delay reporting or a base closure. Or call 556-SNOW (7669) to listen to the message.
14) If schedule conflict due to a Base exercise or base closure—Does the Contractor need to contact the Fire Dept. of any conflict and/or participate in the Base Exercise while cleaning the Hood & Duct Systems? Answer: Base Exercises do not affect contractor work. A base closure would. These are very few during the year.
15) Is there a requirement for contractors (KTRs) to have Certificate of Liability Insurance and How much Insurance is needed?
Answer: Insurance shall be at the Contractors discretion based on industry standards for this type of work. Reflected in Amendment 2-the following clauses are included, have been either removed and/or added:
FAR 52.237-2, Protection of Government Buildings, Equipment, and Vegetation (Apr 1984).
DFARS 252.217-7012-Liability and Insurance (Aug 2003).
FAR 52.246-25-Limitation of Liability-Services (Feb 1997).
