Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 21 CONS/LGCBA Purchase Request/ Identification Number:

Section B: Description of the Supplies/Services Required

The purpose of this contract is to establish circuit interconnectivity of the existing Century Link Corporation underground copper cable infrastructure utilized for telephone service at Peterson AFB Colorado. The current contract Communication Service Authorization (CSA) F34608-98-H-5015 with Century Link will expire 27 August 2015. The period of performance is 28 August 2015- 27 August 2017 (Base year + one option year).

Section C: Justification for Soliciting from a Single Source

Century Link Corporation is the sole owner of the underground copper cable infrastructure utilized for telephone service at various buildings across Peterson AFB. The Government doesn't have the capability/resources to provide the required operations, maintenance, and repairs on telephone service without utilizing the Century Link infrastructure. Use and maintenance of Century Link cabling is required for Government Office operations. No other contractor has any like underground copper cable resources currently in place at Peterson AFB. IAW FAR 13.501(a) this will be a sole source requirement.

Section D: Efforts to Obtain Competition

Century Link Corporation is the sole owner of the underground copper cable infrastructure located at Peterson AFB Colorado. No other company can provide the required copper cable connectivity, so competition is non existent. This contract action is in line with the Colorado Public Utilities Commission (PUC). The Colorado PUC provides regulatory oversight of the Telecommunications utilities to achieve a flexible environment that provides safe, reliable, and quality service to telecom utility customers on just and reasonable terms.

Section E: Steps to Preclude Future Single Source Awards

This sole source will be required until AFSPC/21SW migrates all telephone services over to a net-centric IP based network service. To date, AFSPC/21SW has not provided a time-line/funding for this migration. There are no other technical options for providing this type of telephone service.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
