STATEMENT OF WORK

(SOW)

for

Modeling and Simulation Center

Space Security & Defense Program a t

PETERSON AIR FORCE BASE, CO

REVISED

12 May 2015

1. DESCRIPTION OF SERVICES / SCOPE:

1.1 This Statement of Work outlines the purchase and installation of all instruments, tools, materials, equipment, and personnel necessary for installation of a closed system with audio and video capability for the Space Security & Defense Program Modeling & Simulation Center located at the Aerospace facility, 7250 Getting Heights, Colorado Springs, CO.

2. REQUIREMENTS:

2.1 Contractor shall deliver, install, connect, and program audio and visual capability to support an integrated modeling & simulation floor with 3 monitor displays (non-“Wi-Fi”) and a compatible switching device capable of displaying imaging and controlling (KVM) from any of the 8 existing work stations to any of the 3 display positions and a teleconference capability.

2.2 All equipment items must meet security approval prior to award of contract in accordance with

(IAW) the National Information Assurance Partnership (NIAP) and the Common Criteria Evaluation & Validation Scheme (CCEVS). For a list of product compliant approved items, go to https://niap-ccevs.org/CCEVS_Products/pcl.cfm

2.3 Equipment Specifications:

2.3.1 Contractor shall provide all hardware, software, and equipment for installation and operation of audio and video integrated media system to control all equipment (such as keyboard, video, mouse, KVM). In addition, functionality should have capability for reprogramming future additions (i.e. adding video input from other than existing workstations that would require adding an icon to the touch panel). User manuals / documentation and training regarding steps / process for programming changes is required.

2.3.2 Contractor shall provide and install 3 LED HD flat panels – minimum of 70” to a maximum of 90” diagonal screens. (NOTE: Shall not include Wi-Fi, data storage, or smart technology.)

2.3.3 Contractor shall provide appropriate hardware/equipment for mounting monitor displays. Building owner will mount ¾” plywood backing to wall. Contractor will mount monitors to existing plywood backing. Height of mounting brackets will be determined by size of monitors proposed. Maximum height will be limited by 9’ ceiling height.

2.3.4 Contractor shall program system to operate from a central location at a table in the middle of the room (to include hard-wired keyboard and mouse).

2.3.5 Contractor shall provide appropriate Amp/Preamp capability as required for application.

2.3.6 Contractor shall provide A/V equipment rack with future physical expansion capacity for up to 3 additional components (i.e. DVD player, Direct TV, etc.

2.3.7 Contractor shall provide a touch screen cue system for use with presentations and conferences.

2.3.8 Contractor shall provide all required cabling and hardware necessary for operations. All shall be surface run to minimize structural modifications to the facility. Existing raceways may be used with prior approval. Approval can be obtained from on-site facility manager.

2.3.9 Contractor shall provide all required software specific to the equipment proposed. (i.e.

internal operating software for the hardware proposed)

2.3.10 Contractor shall provide premium resolution.

2.3.11 Contractor shall provide dual display capability.

2.3.12 Contractor shall provide REMOTE CONTROL, 1 MIC, and Cables for teleconference system.

3. ANCILLARY DELIVERABLES:

3.1 Contractor shall provide New equipment ONLY; NO remanufactured or “grey market” items. All items and equipment shall include manufacturer’s warranty with owner/user manuals for all equipment, to include any and all warranty information.

3.2 Contractor shall provide minimum 1-year service contract to include technical assistance / troubleshooting as well as preventative maintenance and repairs (NOTE: priced separately as an option).

3.3 Contractor shall provide informal hands-on training to SSDP tech support personnel upon completion of installation and all manufacturer provided user manuals.

3.4 Contractor shall provide a single Point of Contact (POC), by name, to provide project management and coordination throughout project duration for continuity.

3.5 Contractor shall propose completion schedule. The expectation is project completion within 30 days after receipt of order (ARO). This includes delivery / installation of all equipment and all user training upon completion of installation. If proposed schedule exceeds 30 days, the contractor shall identify reason for delay.

4. EQUIPMENT INSPECTION:

4.1 The Contractor shall be allowed to use the parking area identified by the POC as an entry for unloading and staging during installation. All affected areas shall be cleaned, and all debris removed at the end of each workday. The Contractor shall inspect all equipment prior to installation. Any and all warranty issues shall be resolved before determining system install complete.

5. EXISTING/GOVERNMENT FURNISHED EQUIPMENT:

5.1 Existing equipment consists of 8 workstations (w/ keyboards and mice) and furniture. The contractor will provide video cable runs to the workstations. The contractor will NOT physically connect to existing hardware.

6. WORK NOT COVERED WITHIN THE CONTRACTOR’s SCOPE:

6.1 Certain aspects of this project may require support outside the scope of the contract.

Specifically, the internal facilities maintenance team will perform any facility modifications to the existing floor, walls, or ceiling. The Contractor is NOT authorized to make any changes to the facility. Only the Contracting Officer can authorize any changes entailing increase of cost.

All required changes (if needed) shall be specifically identified by the contractor prior to start of the project and will be coordinated by the POC through SSPD prior to beginning work. The SSPD POC will ensure modifications are completed as necessary. (see para 2.3.3)

7. PRE & POST INSTALLATION INSPECTION:

7.1 Conduct a Pre &Post-Installation Inspection of the facility work area. All project spaces shall be inspected for completion and damage prior to beginning installation and following installation. Any damage caused by contractor employees or equipment shall be the responsibility of the contractor to repair or replace at no additional cost to the Government. Contractor and Government personnel shall attend Pre & Post Installation Inspection.

8. CHANGE REQUESTS:

8.1 No additions or changes are authorized unless specifically directed by the Contracting

Officer.

9. GENERAL INFORMATION:

9.1 The contractor shall furnish a current Contractor Employee Roster/Access List. This list will include first and last names of employees with the last four digits of their social security number.

To gain base access after award, Contractor employees must bring a valid driver’s license or government issued picture ID in addition to automobile registration and proof of automobile insurance.

9.2 Work performed under this contract shall be during normal hours of operation, Monday – Friday, 7:30am to 5:00pm. Any changes in work schedule, which do not affect cost, may be approved on-site with the SSDP POC. Any changes in work schedule, which may entail a cost increase, must be obtained via pre-approval from the Contracting Officer (CO).

9.3 The Project Site is located at 7250 Getting Heights, Colorado Springs, Colorado 80916.
