STATEMENT OF WORK
VEHICLE FIRE TRAINING SYSTEMS
31 August 2015
1.0 SCOPE OF WORK: The contractor shall provide non-personal services for all labor, materials, equipment, and transportation necessary to fulfil requirements identified in the Statement of Work (SOW) and assigned specifications to procure and deliver a Hazardous Material Response training system. The contractor must be in compliance will all local, state, and federal laws/regulations. Contractor is responsible for all required professional licenses necessary to complete work.
The intent of this contract is to ensure that Fire & Emergency Services has a complete and usable Hazardous Materials Response Training System. Contractor must provide two days on training at Peterson AFB on the fire training system. Fire Emergency Services (FES) will select the individuals for training. The intent of having two training days is to avoid overtime of operational firefighters. The contractor will provide a complete and usable product to the government.
Portable Hazardous Materials Response Trainer shall consist of a trailer mounted training aid to meet government specifications. Provide road worthy trailer mounted unit with the capability to rotate 90 degrees manually and lock in place to perform multiple training scenarios.
The unit shall be designed to perform scenarios of Chlorine Dome Leak, MC 406 Gasoline Dome Leak, Ammonia Dome Leak, Multiple Fuel Tank Leaks, Hot Tapping, and Chlorine one ton training.
The trainer must simulate a rail car constructed of 3/16 aluminum with square tube frame. Contractor must provide side ladder to roof top and provide safety railing to ensure a safe training environment. Additionally, a Cat Walk must be provided running the entire length of the training device and not interfere with the operation of the rotating feature. To simulate leak in the training aid the contractor must provide 1.5 inch connection to meet current coupling size of fire hose already in service.
The trailer shall have rear stabilizer jacks, lockable storage boxes made of light weight steel. Trailer shall be designed to be DOT acceptable in regards to lighting and Gross Vehicle Weight (GVW). The trailer must be an aluminum open deck hauler trailer with a minimum of 10,000 lb GVWR. Contractor must provide on-board air system for simulated leaks and generator to support training equipment. Trailer hitch must be compatible and rated to use pintle hook for towing.
2.0 SECURITY REQUIREMENTS: Contractor will be escorted to the location of the training by Fire Protection personnel. Instructor vehicles must show proof of insurance, current registration, and a valid driver’s license to gain access to Peterson AFB.
3.0 HOURS OF OPERATION: Delivery of training to Peterson AFB shall be performed between the hours of 0700 and 1600 hours Monday through Friday, excluding legal holidays.
4.0 QUALITY CONTROL: Fire Department personnel will routinely perform quality control checks during the training schedule. The government shall provide facilities, and equipment needed for classroom instruction to the contractor if needed. Fire Emergency Service will provide qualified Contracting Officer Representatives (COR) to ensure quality control of the training.
5.0 QUANTITY AND FREQUENCY: Peterson Fire Department will notify the contractor of any proposed schedule changes prior to class start date or delivery of the training system.
6.0 INVOICING: All payments to the contractor will be processed in Wide Area Work Flow (WAWF).
