1.0 SCOPE

This Statement of Work (SOW) defines the requirements for the performance of Spectrum Efficient Ground Receivers (SEGRs) to be incorporated into the Aeronautical Mobile Telemetry (AMT) system at the Eglin Test and Training Complex (ETTC).

1.1 Background

The Air Force Transition Plan at Eglin AFB requires AMT users to vacate the frequencies between 1755-1780 MHz auctioned for use by Advanced Wireless Services (AWS) in the Federal Communications Commission (FCC) Auction 97.

The existing and effected AMT capability at Eglin AFB consists of three systems:

1) test article (weapons/weapon systems/aircraft) transmission systems,
2) terrestrial receiving systems, and
3) ground-based radio frequency (RF) management systems.

AMT test article transmission systems include a radio transmitter/antennas to transmit real-time mission critical data to the ground receiving system. The AMT transmitters are currently being modified to:

1) no longer transmit in the frequencies transitioned for the AWS use,
2) utilize more spectrally efficient modulation and coding techniques to optimize the utilization of the remaining AMT frequencies, and
3) transmit in all of the frequencies recently made available by the National Telecommunications and Information Agency (NTIA) in Report and Order 27 April 2015.

Ground based telemetry receiving systems must also be modified to be compatible with the new transmitters while also providing isolation from the increasingly crowded RF spectrum adjacent to the remaining AMT spectrum. A necessary receiving station modification is to purchase telemetry receivers which can decode the AMT modified transmitters without sacrificing mission performance.

3.0 TECHNICAL REQUIREMENTS

The contractor shall provide all equipment, labor, tools, materials, and other items necessary to provide SEGRs for the Air Force Test Center (AFTC) Eglin Air Force Base, Florida as defined in this Statement of Work (SOW).

3.1 Receivers

The receiver capabilities shall be in accordance with the SEGR Technical Requirement Document (TRD).

3.2 Testing

Test equipment requirements, relevant Standards citations, test setup procedures and test execution procedures are clearly and systematically laid out in the TRD and Acceptance Test Plan (ATP).

3.2.1 Production Assurance Testing

The contractor shall be responsible for production testing IAW the ATP before delivery. A Production Test Report (PTR) shall be delivered with each unit, documenting compliance with the TRD and the ATP. (CDRL A001). The contractor may use its own or any other qualified inspection and test facilities or services deemed necessary to insure that deliverable articles are in compliance with this specification.

3.2.2 Acceptance Testing

All SEGRs delivered to the Government under this contract shall undergo Acceptance Testing in accordance with TRD and the ATP. The Government or its designated representative will perform the Acceptance Testing with due diligence in order to accept or reject the receiver in a timely manner. No receiver will be accepted without a completed Acceptance Test. If any unit is found to be defective or not in satisfactory condition upon arrival, the Government shall notify the contractor and return the unit to the contractor, at the contractor’s expense, for repair or replacement. The contractor shall provide a replacement unit or a repaired unit within one (1) month from notification of the deficiency.

3.3 Operator Manuals and Data

The contractor shall provide ten (10) additional complete electronic sets (discs) of Operator manuals (CDRL A002) for the FA testing.

3.4 Warranty Repair

The contractor shall provide a one (1) year warranty on the SEGRs starting on the date the Government completes the Acceptance Test. The warranty shall cover parts, labor, and software. SEGRs repaired under warranty shall have a new warranty period of six (6) months or the remainder of the original warranty period whichever is greater. The contractor may propose express warranty terms and condition in excess of those outlined above, but must meet the minium requirements.

3.5 Updates

Non-performance enhancing firmware updates will take place in IAW the TRD at no cost to the Government. The contractor shall provide a version description document (VDD) for all firmware changes (CDRL A003).

3.6 Technical and Engineering Support

The contractor shall provide technical support for all SEGR’s IAW the contractor’s provided warranty agreement.

4.0 DELIVERY TERMS AND CONDITIONS

4.1.1 Hardware

The contractor shall provide receivers and support as specified in the contract. The quantities and configuration of the SEGRs shall be specified in the contract.

4.1.2 Software/Data

All deliverables must meet professional standards and the task descriptions set forth herein. The contractor shall use its own format, but the format is ultimately subject to the approval of the Government. The deliverables specified herein shall be produced in printed and electronic form using media compatible with Government software applications.

4.1.3 Markings

Markings shall include procuring activity basic contract number, supplier's identification number, supplier's part number, supplier's model number, lot number, unit serial number, date of manufacture, and any special handling exceptions (ESD, HAZMAT, etc.).

4.1.4 Delivery Address

The contractor shall provide electronic copies of all data requirements to the Government as specified. When required, a hard copy will be supplied to the following address:

4.2 Inspection

Deliverables will be inspected by the Government with due diligence, allowing sufficient time to perform and document an Acceptance Test on each SEGR.

4.3 Acceptance

All deliverables shall be submitted in a format mutually agreed upon by the contractor and the Government, and will normally follow standardized guidelines used by Air Force.
