INTRODUCTION

This statement of work is for a five-axis flight motion simulator (FMS) system for the Guided Weapon Evaluation Facility (GWEF), 782 Test Squadron/RNWG, Eglin AFB, FL.

The procurement is for an installed, operational FMS with three options to be quoted. The options are:

Option 1. Hybrid Electro-Optical Slip Ring with Integrated Rotary Gas Joint
Option 2. Integrated Data Acquisition System
Option 3. Electrically Isolated Roll Drive Table-Top

REQUIREMENTS

FMS and Options Technical Specification The Contractor shall design, fabricate, deliver, and install a flight motion simulator system in accordance with the technical specifications in Appendix A.

The Contractor shall perform due diligence to ensure no FMS components are used that are nearing obsolescence or are scheduled for revision.

Reviews and Reports The Contractor shall conduct a System Requirements Review (SRR) at the GWEF within four weeks of contract award.

The Contractor shall conduct a Preliminary Design Review (PDR) and a Critical Design Review (CDR) at the GWEF. At its option, the Government may waive the PDR or CDR or change the location to the Contractor’s facility.

The Contractor shall furnish quarterly status reports to the Government on the progress of the contract.

Facility Support Requirements The Contractor shall provide specifications for facility support requirements in the proposal. This shall include, at a minimum, specifications for the mounting pads, electrical power requirements, water and air cooling requirements, and space requirements for associated equipment (e.g. pumps, amplifiers, and controllers).

The Contractor shall perform a site survey and ensure that the system can be installed with only the facility modifications specified in the proposal.

System Mounting Pad The Contractor shall provide a design for the FMS mounting pad that:

a. Supports maximum FMS dynamic performance without compromising FMS performance, precision, or accuracy;

b. Prevents vibrational coupling into existing facility structures;

c. Places the uppermost portion of the FMS base, that surface normally walked upon by servicing personnel, at the same height as the currently installed raised flooring;

d. Is suitable for construction by local skilled contractors.

Factory Acceptance Test The Contractor shall conduct factory acceptance testing in accordance with an acceptance test plan developed by the Contractor and agreed upon by the Government.

The Government and/or its delegated representative(s) reserve the right to witness all factory acceptance testing. The designated representative(s) may include Government support contractors.

The Contractor shall not ship the FMS system until the Government is satisfied that the factory acceptance test results show that the system meets the technical requirements.

System Delivery and Installation System Delivery and Placement The Contractor shall provide all equipment, labor and materials to unload and place the FMS in its final location, without causing damage to any part of the facility. This includes any required rigging, blocking, and transporting equipment and materials, as well as materials to prevent damage to flooring, walls or other structures.

Contractor Provided Equipment and Materials The Contractor shall furnish all equipment and materials required for the installation of the FMS. This includes hydraulic oil, filters, power amplifiers, servo controllers, instrumentation, equipment racks, required standalone computers, test equipment, test fixtures, cabling, and any other equipment or materials required to make the FMS fully operational.

Installation The Contractor shall install the FMS onto the system mounting pad; install the hydraulic power unit (HPU) and associated hydraulic plumbing; install any required electronic equipment and associated cabling/consoles, install the servo controller system (SCS) and all other subsystem components required for proper FMS operation, and connect supplied equipment to facility services (e.g. electrical, chilled water, etc.).

The Contractor shall provide and install any SCRAMNet cards required for the FMS servo controller. SCRAMNet cards are not required for the Government simulation computers.

Materials Disposal At completion of FMS installation the Contractor shall remove and properly dispose of all supplied equipment, consumables, packing, crating, blocking, rigging, materials that are not required for FMS system operation.

Site Acceptance Test The Contractor shall conduct a Site Acceptance Test (SAT) in accordance with an acceptance test plan developed by the Contractor and agreed upon by the Government.

The Government and/or its representative(s) shall witness all acceptance testing. The designated representative(s) may include Government support contractors.

If the SCS is relied upon to collect SAT data, the Contractor must first validate the measurement accuracy of the SCS with external test equipment.

The Contractor shall supply all test equipment and mounting fixtures required to perform the SAT. Existing Government-owned test loads and mounts for a 24” roll depth configuration for UUT #1, UUT #2, and UUT #6 will be provided. The Contractor shall provide all other necessary test loads and mounts.

The Contractor shall ensure that all test equipment is certified to measure the required precision and accuracy.

Equipment Spares The Contractor shall recommend critical spares and at a minimum supply the following:

a. One (1) electrical slip ring package;

b. One (1) complete set of rotary gas joint wear elements;

c. One (1) axis soft-start solenoid assembly;

d. One (1) set of hydraulic filters;

e. Three (3) mating connectors for the roll axis slip ring table top connector;

f. Three (3) mating connectors with contacts for the roll axis slip ring stationary end connector;

g. One of each type servo valve used in the system;

h. Three (3) additional sets of removal storage media for the servo control system;

i. If Option 1 is exercised: One (1) each fiber optic rotary joint and a complete set of rotary gas joint wear elements;

j. If Option 2 is exercised: One (1) each Integrated Data Acquisition System and PCIe interface card.

Security Statement of Volatility The Contractor shall provide a Statement of Volatility for all FMS sub-systems having the capability of storing information of any kind. The Contractor shall provide procedures to securely clear both volatile and non-volatile memory in any component of the system, particularly the servo control system.

Eglin Base and GWEF Access All Contractor personnel requiring access to Eglin AFB and the GWEF will be required to submit an affidavit and undergo a background check by Eglin Security Forces a minimum of two weeks before access is required. Coordination of access requirements will be through the GWEF security personnel.

Computers, Software, and Test Equipment The Contractor shall submit for pre-approval all computers, software, and test equipment entering the GWEF. The Contractor shall not bring any wireless devices into the facility.

Training The Contractor shall provide on-site training to facility personnel which may include Government support contractors. Training shall include:

a. Hands-on servo configuration and compensation (“tuning”);

b. Controller internals including theory of operation, servo loop design, block diagrams, and parameter calculations;

c. Realtime and non-realtime software control including code examples;

d. Operation and maintenance including calibration and scaling of any user replaceable sensors and modules.

Documentation The Contractor shall furnish a complete set of FMS system documentation including final electrical and mechanical drawings, firmware and software programs, user and programming manuals, operation and maintenance manuals, and commercial off-the-shelf (COTS) equipment manuals. The documentation shall be in electronic form compatible with Microsoft Office products with at least one full set of documentation in printed form.

Warranty The Contractor shall provide a one year parts and labor warranty for all parts and components of the FMS system.

Technical Support The Contractor shall provide two years of hardware and software technical support via phone and/or email.
