DESCRIPTION

I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

FAR Subpart 12.6 and 13.106-1(b)(ii) as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; offers are requested and a written solicitation will not be issued. The solicitation is being issued using simplified acquisition procedures.

II. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-07, effective date 02 July 2020.

III. Vendor shall quote on the following Contract Line Item Number(s) (CLINs):

IV. ADDITIONAL DOCUMENTS NEEDED with the Quote: Vendors are required to provide the descriptive literature in sufficient detail to determine if the items quoted are technically acceptable in terms of the equipment identified in Attachment 1 Salient Characteristics.

V. Due to funds not presently being available. Please provide quotes that are valid through 1 October 2020.

VI. Shipping and Delivery Information:

The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. VII. FAR 52.212-1, Instructions to Offerors--Commercial Items (Mar 2020) applies to this acquisition

VIII. FAR 52.212-2, Evaluation--Commercial Items (Oct 2014), applies to this acquisition.

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Rating Description

Acceptable Offer clearly meets the minimum requirements of the solicitation & specifications provided.

Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.

b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

c. BASIS FOR AWARD / EVALUATION PROCEDURES:

i. The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the next lowest quote will be evaluated for technical acceptability, and so on until an award can be made to the lowest priced technically acceptable quote. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint.

IX. Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. The government however, reserves the right to conduct discussions if deemed in its best interest.

X. FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Mar 2020) is included in this solicitation. The contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.

XIV. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. Offer must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Offers submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted. All offers must include registered DUNS, CAGE code, and Tax ID and small business status.

A Response to this RFQ must be received via e-mail no later than 10:00 A.M. Chamorro Standard Time (ChST) on 27 July 2020. Oral quotes will not be accepted. Emailed quotes must be received at the stated addressee email inbox on time and the addressee must be able to open the email and all attachments. No other email receipt will be acceptable. The Government does not accept responsibility for non-receipt of offers. It is the vendor’s responsibility to request and receive confirmation of offer receipt.
