This limited source justification was created in accordance with FAR 6.303-2, the particular brand name, product, or feature described herein is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. The acquisition referenced herein is conducted in accordance with FAR subparts 12.6, 13.5 and 41 U.S.C.1901

1. REQUIRING AGENCY AND CONTRACTING OFFICE: The requesting Agency is the Space Development Agency. The contracting office is the Space Development Agency Contracting Cell.

2. NATURE/DESCRIPTION OF ACTION(S) BEING APPROVED: A new firm-fixed price contract is requested that will be funded with __________. The contract will target a fall 2023 delivery timeframe in order to support SDA buildings at Redstone Arsenal, Meadows, and Grand Forks.

3. There will be two delivery locations: Redstone Arsenal building 7119 and Grand Forks Air Force Base building 541/542. General IT requirements are as follows: all equipment must be NIAP compliant (if applicable) and TAA compliant, non-radio. Cannot contain Bluetooth or Wireless capabilities. Cannot contain noise-cancelling capabilities.

4. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS:

A) JUNIPER EX3400-48P-2PS. (item 1) This switch model is specifically approved and required to connect up to 48 devices to the Army Redstone NIPR network. The estimated value for this product is as follows:

C) EX-SFP-10GE-LR: (item 3): This Small Form factor-Pluggable (SFP) module is specifically required by the Redstone RNEC to function with the required Juniper NIPR switch. The estimated value for this product is as follows:

F) Dell OptiPlex 7000, small form factor, Intel i7-8700, 3.2ghz, 16GB RAM, Dual Display Port video card w/NVIDIA GeForce GT730, Bluetooth disabled or not provided, 500GB HDD, (item 7) This desktop computer model was specifically approved by the Redstone Regional Network Center (RNEC) for use on their networks. The estimated value for this product is as follows:

(item 9) This model of zero client was approved by the RNEC to connect to the network because it includes the correct type of software subscription to connect with the SIPR server (Teradici Desktop Access Plan). It is the only brand and model that could be found with dual display ports that would support two 4K monitors. The estimated value for this product is as follows:

N) Color LaserJet Enterprise M554dn/MFP M775dn/M578dn. (item 31, 32, 33) These printers are specifically approved and authorized by the Redstone RNEC for NIPR/SIPR networks and the INSCOM approved products list. The estimated value for this product is as follows:

5. IDENTIFICATION OF LIMITED SOURCE AUTHORITY AND SUPPORTING RATIONALE:

A) JUNIPER EX3400-48P-2PS. This is model of switch is specifically required to connect to the

Redstone NIPR network. It is the only item that meets the security and system requirements.

B) CISCO CATALYST C9300-48S-1A. This is the model of switch approved and required to connect to the Army Redstone. There are no other models or brands that will meet the security and system requirements.

C) EX-SFP-10GE-LR: This Small Form factor-Pluggable (SFP) module is specifically required by the Redstone RNEC to function with the required Juniper NIPR switch.

D) C9300-NM-4G This 4-port SFP is specifically required by the RNEC to connect SIPR switches to the central network.

E) GLC-SX-MMD This is a fiber SFP specifically required by the RNEC to connect devices to the switch.

F) Dell OptiPlex 7000. This desktop computer model was specifically approved by the Redstone Regional Network Center (RNEC) for use on their networks.

G) HP EliteDesk800G4 TWR. This high-performance desktop computer model was approved by the RNEC for use on their network

H) 10Zig V1200-QPD Zero Client (display port w/CaC reader). This model of zero client was approved by the RNEC to connect to the network because it includes the correct type of software subscription to connect with the SIPR server (Teradici Desktop Access Plan). It is also the only brand and model that could be found that supports the dual 4K monitors that will be installed at each console station.

I) Dell Latitude 5530/HP Probook 450 (include docking station). These models were specifically approved by the RNEC to connect the Redstone NIPR/SIPR networks.

J) Starkey SM5310-MONAURAL-PTT USB Headset: Any USB headset used with Teams will need to feature a push to talk (PTT) hardware button. It must also lack any noise cancellation. The Starkey SM5300 meets these criteria and is currently in use at Meadows 1.

K) Avaya 9641GS/Avaya B189. CISCO 8851NR/8831/8832/8851NR/8832NR: After identifying the type of phone needed for mission requirements and reviewing the INSCOM, CHESS, and RNEC approved and required list, these are the only phone models left, therefore, these brands and models of approved phone were selected.

L) TTC7-28 CS-BAR-NR-K9++ SVTC. This brand and model of VTC is specifically authorized and required to connect to SVTC services on the Redstone network. There are no other models that will be authorized to connect.

M) Color LaserJet Enterprise M554dn/M775dn/M578dn. These printers are specifically approved and authorized by the Redstone RNEC for NIPR/SIPR networks and the INSCOM approved products list for JWICS.

The purchase of brand names (and models) other than the items listed above would require additional configuration and integration costs that are undue to the taxpayer. Accordingly, this justification aims to preserve the architecture and the financial investments already in place. Security and network considerations constrain us to buy these specific brands and models with approval to connect.

6. BEST VALUE DETERMINATION:

In accordance with FAR 13.106-1(a)(2) the contract resulting from this solicitation will be awarded to the responsible party whose quote, conforming to the solicitation, is determined most advantageous to the Government and considered best value. Qualifying offers received shall be evaluated based on the following in descending order of importance: ability to meet specifications, delivery schedule and price.

7. MARKET RESEARCH:

Except where noted, all brands and models are specifically required and authorized for purchase by an appropriate Approved Products List (APL) or by the Redstone RNEC or Army security policies. No other brands or models will fulfill both requirements. Based on current market research, performed in April 2023, it is determined that only the brand-named product and/or product support, can fully support the Government’s need. No competitor functional replacement products exist in the market at this time to meet the Government's need.

The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, e.g. if there are similar products and/or product support in the marketplace that provides the same functionality, the original equipment manufacturer releases ownership rights of product, or it is economically feasible to procure a new system.

8. ANY OTHER SUPPORTING FACTS:

Procuring a new Commercial-Off-The-Shelf (COTS) hardware to put on the relevant Government agency approved list requires testing, analysis, configuration, and security reviews which can take over a year to complete.

9. ACTIONS THE AGENCY MAY TAKE TO REMOVE BARRIERS THAT LED TO THE RESTRICTED

CONSIDERATION:

As equipment falls off and is added to the approved products list, and as security policies change and new COTS equipment is manufactured, SDA will continue to monitor the availability of alternatives to the items in this purchase.
