Weapons Storage Facility Construction Integration Support Services Requirements for FBO.gov
14 JUL 16
1.0 SCOPE
The objective of this PWS is to delineate the technical and analytical support and deliverables required to assist the Air Force Nuclear Weapons Center (AFNWC) with the review of the Weapons Storage Facility (WSF) construction project specifications and monitoring and analyses of execution activities to ensure proper integration of facility design, military construction, security systems, design/installation, nuclear certification and final facility preparation activities for each facility. The primary objective is to ensure each WSF is operationally certifiable from a nuclear and security perspective at the end of construction.
2.0 BACKGROUND
The Air Force has funded for the design, construction, and certification of new, state-of-the-art WSFs capable of storing nuclear weapons at six Air Force installations within CONUS U.S. to replace deteriorating and outdated weapon storage areas. The design for the six WSFs will differ in varying degrees, from very similar to significantly different, depending on the different weapon types and delivery systems that might be used within each WSF. The activities to design, construct, and certify each WSFs for operational use are projected to span 14 years during which time the activities at one WSF location will, in most cases, overlap with activities at another WSF location making effective integration, coordination, and reporting of activities critical to program success.
3.0 PERFORMANCE DESCRIPTION AND REQUIREMENTS
3.1 Integration Support
3.1.1 The contractor shall provide integration management of the WSF MILCON construction projects to include monitoring and analyses of execution activities to ensure proper integration of facility design, military construction, security systems, design/installation, nuclear certification and final facility preparation activities for each facility.
3.1.2 The contractor shall participate and assist in the integration planning, coordination and execution of specification requirements, design reviews, technical interchange meetings, program management reviews, and other events and review documents related to integration of WSF activities.
3.1.2.1 Analyze schedule, finances, requirements, etc.
3.1.2.1.1 Identify integration issues/conflicts that would impact one or more stakeholders
3.1.2.1.2 Develop potential mitigation plans and strategies to minimize overall program risk
3.1.2.1.3 Monitor and report top level finances to ensure integration of all funding across the WSF programs
3.1.2.2 Provide holistic guidance to ensure optimal integration of disparate requirement
3.1.2.2.1 Facilitate development of operational requirements

3.1.2.4.4 Resolve specific integration issues
3.1.2.5 Other integration activities as required to support successful operational capability of weapon storage facilities
3.1.3 The contractor shall document the on-going review of the program capabilities via monthly status updates regarding the program design/build/certification status, briefings, and input to design/support plans and review and recommend responses to comments from stakeholder agencies/organizations.
3.2 Schedule Support
3.2.1 The contractor shall coordinate with other U.S. government organizations (and their contractors) to develop and maintain an overall Integrated Master Schedule (IMS) for all facilities. Additionally, the Contractor shall integrate, develop, and deliver Facility Integrated Master Schedules (FIMS) which includes facility design, military construction, security systems design/installation, nuclear certification, and final facility preparation activities for each facility.
3.2.1.1 The Contractor shall work with the AFGSC, AFLMC, AFNWC, AFIMSC, Air Force Safety Center, US Army Corp of Engineers, NAVFAC, individual facility base users and others to resolve and reconcile schedule irregularities.
3.2.1.2 The Contractor shall produce customized abbreviated high-level schedules using MS Project software for the various subgroups and leadership, publish updates to the appropriate SharePoint areas, and meet with subgroups and leadership to review. All schedules shall include funding information.
3.2.2 This support includes capability to continually analyze the IMS and FIMS to identify/communicate potential shortfalls/issues to the WSF PIO program manager and outside organizations.
3.2.2.1 The IMS and FIMS will require continuous integration and in-depth analysis to define and update linkages and identify any inconsistencies between the multiple sourcing schedules.
3.2.2.2 The Contractor shall monitor and analyze requirement changes, and establish a framework for requirements traceability that links top-level system requirements to lower-level requirements to ensure consistency and correctness of schedules for timely deliverables leading to final operation capability of each facility.
3.2.2.3 The Contractor shall provide schedule analysis including identification and description of impacts and risks to events that affect predecessor/successor schedule events and milestones. These scheduling efforts are very complex and require advanced skills in scheduling, MS Project, and schedule risk assessment.
3.2.2.4 The Contractor shall develop and update the critical path and provide status updates, issues, concerns, and slipping risks to WSF PIO in the Monthly Status Report.
