PURCHASE DECRIPTION
Synchro/Resolver Simulator
1. SCOPE: This Purchase Description (PD) describes a Synchro/Resolver Simulator Standard (S/RSS) with a digital display that will be used as part of the inventory of the A/M99T-2 Jet Engine Calibration Trailer. The S/RSS will be able to calibrate a variety of servo systems, simulate various operating conditions, and calibrate synchro transmitters that are used on engines and different jet engine test stands. This unit will also calibrate synchro/resolver indicators and angle position indicators such as throttle position and nozzle exhaust indicators that are also part of the engine run cab and other test stands. The S/RSS shall have output at least on one channel and operate two modes: Synchro and Resolver; and can generate output voltages from 1.0 to 90.0 VL-L. The S/RSS shall operate on an external or internal reference generator source.
2. SALIENT CHARACTERISTICS: The equipment shall be capable of operation within the accuracies, limits, and specifications herein.
3. PERFORMANCE REQUIREMENTS:
3.1. Specifications: The S/RSS must meet or exceed the following measurement specifications with a 95% confidence level.
3.2. Output Mode: The S/RSS shall be able to simulate in two modes: Synchro and Resolver and have a Reference Output. The Range and Accuracy of each parameter is listed below in the table. Each mode shall have a resolution of 0.001°.
Range Accuracy Resolver 0 to 360° @ 360 to 2000 Hz and 2 to 28VL-L, +/- 0.003°
@ 360 to 1000 Hz and 28 to 90VL-L, +/- 0.003° >2000 Hz to 10000 Hz and 2 to 28VL-L, +/- 0.015°, Accuracy degrades linearly from 1kHz to 10 kHz
Synchro 0 to 360° >100 to 800 Hz and 11.8/90 VL-L, +/- 0.005° 47 to 100 Hz and 11.8/90 VL-L, +/- 0.012°
Reference Output
2 to 115 Vrms +/- 3% of setting
47Hz to 10 kHz +/- 0.1% of setting or +/-1 Hz whichever is greater

3.3. Internal Reference: The S/RSS shall have an Internal Reference and a Stator Output Drive of 6VA.
3.4. Reference Input: The S/RSS shall have an external and internal source of 2 to 115 Vrms also at a range of 47 Hz to 10 KHz.
3.5. Other Functions: The S/RSS shall have Two Speed Operation and Dynamic Angle Modes. It shall have Continuous, Constant Rate CW or CCW direction with programmable stop angles. The stop angle shall go from 0 to 359.99° or +/- 179.99° (depends on display option), with a rate accuracy of +/-1%. The S/RSS shall have the ability to produce sine wave, step, ramp, or sawtooth outputs.
3.6. Operating Environments: All purchase description specifications shall be met when the unit is used within this operating environment range. The instrument shall perform to all specifications within the following environment:
3.6.1. Temperature Range: 23ºC ±5 ºC (73 ±6 ºF).
3.6.2. Humidity Range: 20% to 50% RH
3.7. Storage Environment: Damage to the unit shall not occur as a result of storage in the following environment:
3.7.1. Temperature Range: 0ºC to 50ºC ( 30ºF to 122ºF)
3.7.2. Humidity Range: 15% to 80% RH
4. GENERAL REQUIREMENTS:
4.1. Dimensions: The S/RSS shall be designed to fit inside of a standard 19 inch EIA electronic equipment rack if needed. Any knobs, connectors, or fittings shall not project more than 1 ½ inches from the face of the panel. Any and all accessories for the S/RSS to be placed and used in an equipment rack shall be provided with each unit. The size of the S/RSS as a stand-alone unit shall be no more than 10 ̋ W x 4 ̋ H and 13 ̋D.
4.2. Weight: The weight of the S/RSS shall not exceed 10 pounds.
4.3. Remote Operation: The S/RSS shall have the capability of programmable remote operation by offering the following interfaces of IEEE 488, USB, and Ethernet interfaces.
4.4. Power: An assembled power cord of at least 6 feet in length for 110 to 120 volt operation shall be provided with each item. Each item shall have an AC power switch and a front panel indication when AC power is applied.

4.5. Commercial Parts: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.
4.6. Design and Construction: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to achieve reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All material and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.
4.7. Metals: Metals shall be of corrosion resistant type or suitable treated to resist corrosion due to atmosphere conditions likely to be met in storage, service or transportation.
Dissimilar metals in intimate contact shall be kept to a minimum.
4.8. Firmware: When firmware or software upgrade is anticipated by a manufacturer during the lifecycle of this contract, the contractor shall contact AFMETCAL for concurrence.
If AFMETCAL concurs with the proposed upgrade all previous units purchased under this effort shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
4.9. Special Hardware/ Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for calibration and verification and not common to a secondary calibration laboratory, must be supplied with the S/RSS. Any unique accessories including software required for calibration and verification of this item shall be furnished by the contractor. Units that fail calibration/verification and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software licenses (where required by the manufacturer, and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the S/RSS. A list of peripheral support equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the S/RSS.
5. GROUNDING: During operation of the fully assembled test equipment, all electrically conductive external surfaces except trim and identification plates shall be at earth ground potential. Ground connection shall be of sufficient mechanical strength to minimize the possibility of ground disconnection. Such ground path shall have sufficiently low impedance and ample capacity to conduct safely any operating or fault currents imposed on it.
6. LICENSING: Where licensing issues apply to any part of the S/RSS, such licensing and associated documents shall be obtained and provided by the contractor.

7. MODEL AND SERIAL NUMBER IDENTIFICATION: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the contract.
8. SAFETY: The Synchro Resolver Standard shall be designed such that it will not be of any hazard to itself or to any person operating it using reasonable precautionary procedures.
9. WORKMANSHIP: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standard of workmanship shall be such that the S/RSS complies with the requirements set forth in this purchase description.
10. ANCILLARY/ACCESSORIES: Any and all ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but not limited to, special tools, cables, fixtures, programs and standards.
11. INTERCHANGEABILITY: All replaceable assemblies, subassemblies, components, and parts of a designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.
12. TESTING: This instrument shall be tested and inspected at destination as specified elsewhere in this contract. The instrument will be checked with test equipment with parameters equal to, or better than, those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to NIST or other AFMETCAL approved equivalent laboratory, where required. Tests will be performed to assure the instrument meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as is specified elsewhere in this contract, or as necessary to assure performance as specified herein. In addition to all elements of this purchase description, all commercially available components provided with this instrument must, as a minimum, satisfy their commercially published performance specifications.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI- TMSS-80527C and the Contract Data Requirements List (DD Form 1423).
