I. Contracting Activity.

Department of the Air Force, AFMETCAL/WNMK, 813 Irving Wick Drive West, Heath Ohio 43056.

II. Nature and/or description of the action being processed.

This J&A is for a new, sole source, firm-fixed-price commercial contract to upgrade the Labmaster Universal. The proposed contractor is Pratt & Whitney Measurement Systems, Inc., 66 Douglas Street, Bloomfield, CT 06002-3619, Telephone: (860) 286-8181, POC Daniel Tycz, Product Manager. The contract will provide an upgrade to up to 16 P/N U306270 Labmaster Universal Measuring Machines. This upgrade includes a laptop controller, laser, laser power supply, software, digital adjustable force box with software integration, update to USB box, all cables and ancillary items, replacement of mechanical wear items, ultrasonic cleaning of air-bearing, user's manual, update to software-integrated table height display, nickel plate table top, powder coat covers, precision probe positioner, alignment of all probes, lapping of all probes, and calibration and certification to factory specifications. The risk of this contract should be minimal due to the software and components being commercial off the shelf items. The estimated cost is .

Ill. Description of supplies/services required to meet agency needs.

The current Labmaster Universal Measuring Machines used by Air Force PMELs were procured in 2007 with an expected 10 year lifespan. Several PM Els have already upgraded their Labmasters because of degradation and high use.

Proprietary software is involved and must be upgraded. Especially with the lasers in the Labmaster, components must be replaced, upgraded, and repaired to continue to provide support. The Labmaster is used in 13 Calibration Technical Orders and has been used in over 20,000 calibrations in the last 5 years.

IV. Statutory authority permitting other than full and open competition.

Federal Acquisition Regulation (FAR) Part 10 USC 2304 (c)(i) as implemented by FAR 6.302-1 (a)(l ).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Without this acquisition, the U.S. Air Force risks significant down time and increased calibration costs because future calibrations will have to be obtained from commercial calibration sources. Due to proprietary issues associated with the Labmaster and software, Pratt & Whitney would not sell the rights so another company could upgrade the item.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought was posted on 27 Aug 2018 for this requirement on FedBizOpps and was open for 30 days. No responses were received for this effort. The software is proprietary to Pratt & Whitney. To obtain competition, new Labmasters would need to be purchased, which is not cost effective to the government at over 3 times the price.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

By signing this J & A, the Contracting Officer makes a preliminary determination that the estimated cost of is fair and reasonable. The initial basis for this estimate is a cost estimate from September 24, 2018. However, during actual negotiations, the Contracting Officer will determine a reasonable price. As described in Section VI of this document, market research, IAW FAR Part 10, was conducted by synopsis to advise industry of the proposed acquisition and to solicit inqu iries from interested parties. No responses were received from the Sources Sought Synopsis.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

The upgraded system consists of proprietary software and components by Pratt & Whitney.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

This procurement will provide the best value to the Government at this time. A sole source effort is requ ired for the base quantities and option years to prevent significant downtime and increased calibration costs due to proprietary nature of the upgrade. We will pursue full and open once the current Labmaster reaches its full life cycle.
