AFLCMC/WNMK/ AFMETCAL

813 Irving-Wick Dr W Heath, OH 43056 Justification for Other Than Full and Open Competition

II. Nature and/or description of the action being processed.

Current Air Force AH2700A Capacitance Bridge inventory shall be upgraded to meet the hardware, firmware, and specification requirements of the AH2700A Option E Capacitance Bridge. The action will be awarded as a new sole source firm-fixed-price contract to Andeen-Hagerling, Inc.

Ill. Description of supplies/services required to meet agency needs.

The USAF will upgrade the current AH2700A Capacitance Bridge to an AH2700A Option E. The AH2700A Capacitance Bridge is a standard multi-frequency Capacitance Bridge capable of accurately measuring capacitance and loss over a frequency range of 50 Hz to 20 kHz. Measurements are made automatically, eliminating the need to manually balance the bridge. The bridge can be operated from a stand-alone instrument or operated remotely from either of the built-in RS-232 or GPIB device ports. The upgrade shall include installation or replacement of AH2700A to Option E components that may include the main printed circuit board (PCB), preamp PCB, microprocessor PCB, and display PCB. The upgrade shall include installation of AH2700A Option E firmware. The upgrade may include repair, refurbishment, or replacement of internal reference capacitors . The upgrade shall include testing and calibrating to AH2700A Option E specifications and shall be accompanied by a calibration certificate . Operating and Maintenance Manuals shall be included with delivery of each item.

Quantities to be purchased are as follows utilizing (price includes an estimated for extended warranty per unit):

Year Qty Est Unit Price Est Subtotal Description

FY19 44 Base Quantity

FY20 21 Option 1

Total 65

Delivery will begin 180 days after contract award with a minimum of 1 unit/maximum of 3 units delivered per month .

IV. Statutory authority permitting other than full and open competition.

10 U.S.C. 2304(c)(l) as implemented by FAR 6.302-l(a) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and required by FAR 6.303-2(b)(4) .

As required by FAR 5.2, the proposed contract action will be synopsized on FBO. We intend on posting this notice of contract action of award on, or around, 8 July 2019.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The Capacitance Bridge described in Section 111, is highly specialized and has resulted in only one responsible source. This Capacitance Bridge supports unique standards and equipment that are intimately used to monitor

Security Marking (select from the drop-avwn list) fuel for aircraft and heart rate functions for medical equipment . The frequency, capacitance range, and accuracy cause this standard to be highly specialized . As indicated in Section E of the Market Research Report the accuracy of the current Air Force Capacitance Bridge is several thousand times more accurate than any other Capacitance Bridge indicated during the vendor survey. Repair, refurbishment, or replacement of internal reference capacitors could not be achieved by any other identified manufacturer due to the accuracy requirements of the Capacitance Bridge. Installation or replacement of the main PCB, preamp PCB, and/or microprocessor PCB could not be achieved by another manufacturer since the design is specific to Andeen Hagerling. Additionally, installation of firmware could not be achieved by any other manufacturer since the design is specific to Andeen-Hagerling. In sum, no other source has the capability to perform this upgrade due to the proprietary data rights owned by Andeen-Hagerling.

Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition . This is indicated through the use of price estimate comparison from Andeen- Hagerling. Upgrading existing Capacitance Bridge inventory would cost per unit while replacing inventory with new Capacitance Bridges would cost per unit .

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

All efforts taken to ensure that offers are solicited from as many potential sources as possible are outlined in the Market Research Report performed for the Capacitance Bridge Upgrade 19E-169A-DC. The survey of the market place confirms that no other vendor has the capability to meet the requirements for Capacitance Bridge Upgrade 19E-169A-DC (FAR 6.302-1) . A Sources Sought Synopsis was utilized to ensure that offers are .solicited from as many potential sources as possible . The Sources Sought Synopsis was issued on 05 June 2017 and provided the following content:

The Air Force Metrology and Calibration Program is considering upgrading the Capacitance Bridge to the AH2700 Option E. The upgrade will include a standard multi-frequency Capacitance Bridge capable of accurately measuring capacitance and loss over a frequency range of 50 Hz to 20 kHz . Measurements are made automatically, eliminating the need to manually balance the bridge. The bridge can be operated from a stand-alone instrument or operated remotely from either of the built-in RS-232 or GPIB device ports.

The Sources Sought Synopsis did not result in any interested vendors .

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

By signing this J&A, the Contracting Officer makes a preliminary determination that the estimated cost of is fair and reasonable . At the conclusion of negotiations the Contracting Officer will determine the price to be fair and reasonable. Necessary steps to determine a fair and reasonable price will include certified cost or pricing data, technical evaluation, and comparison to historical buys .

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties .

Internet Searches, contacting known sources of products or service, reviewing other similar items in the Air Force inventory, General Services Administration (GSA), Sources Sought Synopsis, and email were used to identify potential sources. Internet searches consisted of keywords such as "Capacitance Bridge" . GSA was used to view products that were listed as Capacitance Bridges, but no items were identified. Other searches consisted of current Air Force inventory searches for past and present capacitance bridges and resulted in a

Security Marking (select from the drop-down list) product from ; however, does not currently meet the Air Force requirements as indicated in Section E of the Market Research Report . Additionally, the Sources Sought Synopsis was listed on fbo.gov and did not result in any interested vendors.

In summary, Andeen-Hagerling, Inc is the only known manufacturer that could produce a product that meets the requirements of the Air Force .

IX. Any other facts supporting the use of Other Than Full and Open Competition.
