1.0 Scope
Purchase Description For
Oxygen Clean Pneumatic Pressure Calibrator

This acquisition is for an oxygen clean pneumatic pressure calibrator (OCPPC). This standard is a transducer/digital gauge based calibrator to be used in the Air Force Metrology and Calibration Program to calibrate oxygen clean TMDE such as pressure gauges, pressure transducers, and other similar pressure measuring test instruments. The OCPPC will connect to a regulated Nitrogen or Helium source and an oil free pump(s) . The OCPPC will be able to operate in both gauge and absolute modes to generate gas pressures for pressure monitoring test instruments. The OCPPC is intended for use in the laboratory.
2.0 Performance Requirements
2.1 Oxygen Clean Definition: The OCPPC shall be oxygen clean from the manufacturer. The OCPPC shall be cleaned to the specification listed in l 5X-1-102, which states contamination is not greater than 1 milligram (mg) per square foot. ASTM G93 states that this specification is Level A cleanliness (ASTM G93 11.4.2.3) . The OCPPC shall come with a certificate stating the standard and all components that come in contact with the test media are oxygen clean in according with the specification listed in 15X-1- 102.
2.1.1 Contamination: The OCPPC (under normal operating conditions) shall not introduce any contaminants to the System, Standard, and DUT that would react with liquid and gaseous pure oxygen.
2.1.2 Cleaning Requirements: All transducers/digital gauges shall be capable of withstanding the forces generated by the oxygen cleaning system and solvents used. Oxygen cleaning system: King Nutronics 3646-1-104.
2.2 Operations: The OCPPC, when connected to a pressure source and an oil free vacuum pump(s), shall be capable of monitoring and generating ( either automatically or manually) pressures over the operational ranges listed below in 2.3. The OCPPC shall generate pressures in both Gauge and Absolute Modes.
2.2.1 Input Source: Maximum external pressure source that will be connected to the OCPPC will be 1100 psig.
2.3 Range and Resolution: The OCPPC, at a minimum, shall have an operational range of -25 inHg to 3000 psi in gauge pressure and 2.5 to 3000 psi in absolute pressure. Resolution shall be better than the uncertainty stated in 2.4 & 2.4.1 for each range.
2.3.1 Units: The OCPPC shall, at a minimum, operate and display in the following units : psia, psig, inHg@0°C, inH20@4°C, inH20@20°C, bar, kPa and MPa.
2.4 Measurement Uncertainty: The overall measurement uncertainty (at k=2) of the measured pressure shall not exceed ±0.1 % F.S. from the following ranges.
2.4.1 Ranges: -30 - 0 inHg Gauge, 0 - 30 psig, 0 - 200 psig, 0 - 1000 psig, 0 - 3000 psig
2.4.1.1 Maximum Number of Standards: The OCPPC shall not exceed 6 digital pressure gauges or transducers.

2.4.2 Reliability: The OCPPC shall meet all performance requirements, including measurement uncertainty, for a period of 1 year.
2.5 Environmental Requirements
2.5.1 Temperature: The OCPPC shall be capable of meeting all the requirements of this purchase description when operating at a temperature of 60 degrees F to 80 degrees F.
2.5.2 Humidity: The OCPPC shall be capable of meeting all the requirements of this purchase description when operating at a relative humidity of 20% to 50% non-condensing.
2.5.3 Storage: The OCPPC shall be capable of meeting all the requirements of this purchase description after storage at a temperature of 40 degrees F to 150 degrees F.
2.5.4 Shipment: The OCPPC shall be capable of meeting all requirements of the purchase description after shipment via commercial carrier. Any special packaging needed to meet this shipping requirement shall be provided.
2.6 Warm Up Time: The OCPPC shall require a warm-up time of not greater than 1 hour.
3.0 Functional Requirements
3.1 Display: The OCPPC shall have an alpha-numeric display. It shall be an illuminated digital display.
All information required by the user to operate all modes and functions shall be presented on the display.
3.2 Instrument Controls: All modes and functions of the equipment shall be operable using front facing controls. The locations and labeling of indicators, controls, and switches shall provide for maximum clarity and easily understood operation without reference to tables, charts, or diagrams. If the controls are in a menu format , the menu structure shall be organized with related controls grouped together. If a menu format is not used each main parameter shall have its own selection key and the control buttons shall be logically organized on the front face.
3.3 Head Correction: The OCPPC's Standard and Test Instrument pressure ports shall be at the same elevation to eliminate head height error.
3.4 Zero Correction: If the OCPPC utilizes a periodic zero drift correction, it shall not require a reference standard below 1 psi. If an external standard is required, the OCPPC shall not require this zero correction more often than once every 30 days to maintain the system uncertainty.
3.5 Stability: The OCPPC shall be stable within 60 seconds after achieving set point.
4.0 Physical/Mechanical Requirements
4.1 Dimensions and Weight: The OCPPC shall measure no more than 24 inches on a side and weigh no more than 50 pounds.
4.2 Pressure and Vacuum Input: The OCPPC shall be equipped with standard pneumatic connections to allow connection of a pressure source and a vacuum pump(s), and a test port to allow connection of a DUT or a calibration standard.

4.2.2 Gas Type: The OCPPC shall allow you to choose at a minimum, Nitrogen or Helium as a gas type.
4.3 Design and Construction: The OCPPC shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be the contractor' s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators,.
switches, controls, connectors, etc., shall have proper clearance and adjustments. They shall work together so that the equipment shall supply the rated requirements without unnecessary strains, vibrations, and overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.
4.4 Pressure Safety Features: The OCPPC shall have Pressure Safety Features to prevent damage to the OCPPC and the DUT from damage due to rapid changes in pressure.
4.4.1 Vent Valve: A Vent Valve shall be supplied and located so that it can be easily actuated. The Vent Valve shall be manually operated and shall vent the entire pneumatic system to atmospheric pressure without pressure transients which could shock or damage the DUT or the OCPPC transducers/digital gauges.
4.4.2 Overpressure Alarm: The OCPPC shall be equipped with an alarm which will alert the operator to an overpressure condition.
4.5 Power Requirements: The OCPPC shall operate on a line power of 115 V AC single phase 50/60 hertz source or battery operated.
4.6 Electrical Protection: If the OCPPC operates on AC line power, it shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer' s service warranty.
4.7 Shipping/Carrying Case(s): A reusable case(s) shall allow for shipment of the OCPPC. The case shall be rugged, rigid, waterproof, and capable of withstanding shock and vibration from day-to-day _shipping. The case will be inspected by the Air Force and shall be free from any defects (i .e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.
4.7.1 Case: Storage Case shall be secured using latches, and have carrying handles capable to support the weight of all components. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation. Storage case interior material shall be manufactured from a material that will not corrode and contaminate any part of the components; the material shall be durable.
4.8 Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer's name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.
5.0 Operator's Manual: As stated in the data attachment, DD1423, and DiDs manuals shall include the following:

5.1 Individual Component Listings: The manual shall list the individual components which require calibration, along with their range, uncertainty, OEM manufacturer's name, and OEM part number.
5.2 Calibration and Alignment Procedures: The manual shall have calibration (verification) and alignment procedures for calibrating and aligning the pressure transducers/digital gauges and any other component that requires periodic calibration.
5.3 Remote Command Listings: If the OCPPC has remote capabilities, the manual shall list the input/output parameters, command strings and other pertinent data required to accomplish remote operation of the OCPPC.
6.0 Testing
The OCPPC will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Test will be performed to assure the OCPPC meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527( and the Contract
Data Requirements List (DD Form 1423).
Clean Oxygen Certification: A clean oxygen certification shall be provided with each unit. The clean oxygen certification shall certify unit is suitable for Oxygen Service per ASME 840.100-2005, Level IV.
