Section B: Description of the Supplies/Services Required
AFMETCAL has a requirement to replace the lock-in amplifiers used in calibrations performed in ten calibration setups throughout the AFPSL infrared laboratories. The currently used lock-in amplifiers are more than twenty-three years old, and are beginning to show some wear. The Lock-in Amplifier characteristics are not military unique and can be acquired in the commercial market sector.
Section C: Justification for Soliciting from a Single Source or Brand Name
Stanford Research Systems SR850 Lock-in Amplifiers have been used throughout the AFPSL infrared laboratories for more than twenty-three years. Calibration software used in all ten calibration setups laboratories is written to use the SR850 Lock-in Amplifiers. Market Research has shown that all manufacturers of Lock-in Amplifiers have their own proprietary software for use with their particular item.
The SR850 is still available for purchase from Stanford Research Systems. The purchase of any Lock-in Amplifier other than the SR850 would necessitate having to rewrite automated calibration software used in all ten calibration setups. In addition, all of the Technical Orders that use the SR850 throughout the AFPSL infrared laboratories would have to be rewritten. The Stanford Research Systems P/N SR850 could "drop and replace" the existing lock-in amplifiers in the calibration setups they are used in and save a significant amount of money by not having to rewrite software or calibration TOs.
There is no currently no capability to rewrite existing automated software systems to accommodate new lock-in amplifiers. The Stanford Research Systems P/N SR850 could "drop and replace" the existing lock-in amplifiers without software modifications. Any other item could only be used manually. A conservative estimate of the increased cost of utilizing manual lock-in amplifiers over the next 10 years is 4 hrs/calibration * 600 calibrations annually * 10 year life expectancy * per hour =
Section D: Efforts to Obtain Competition
The government has continuously monitored the market place via Internet search, trade journals, Combined Calibration Group (CCG) meetings (Joint Army, Navy, Department of Energy and the National Institute of Standards and Technology), advisory group meetings, has conducted extensive Market Research, and have not found a company, other than Stanford Research Systems, that can currently meet the government's requirement without necessitating changes to calibration software programs used in all ten AFPSL infrared calibration setups and changes to all AFPSL Technical Orders currently using Stanford Research Systems SR850.
A Sources Sought Synopsis was issued by contracting, but no responses were received.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The government will continue to monitor the market place throughout the acquisition life cycle, and comprehensive Market Research will be performed before any future lock-in amplifier procurement.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
