DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527C and the Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. The calibration certificate shall comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).

PURCHASE DESCRIPTION
FOR
PG7601 Upgrade
The following specifications apply to a single PG7601 crossfloat system upgrade owned and operated by
AFPSL in Heath, OH.
1.0 SCOPE: The current crossfloat system contains a pair of two PG7601-SYS-AF units, which are gas operated piston gauges, with motorized piston rotation capability. These components work in unison to crossfloat two piston gauges to determine the test piston-cylinder‘s performance characteristics as well as its respective cross sectional area. This system is currently run under manual control. The intent of the upgrade is automate the entire system, thus providing the technician with the ability to perform unattended crossfloats. The automation of the system can be made possible by the use of two automated mass handling systems and a low differential pressure transmitter used to determine the final equilibrium point between the two piston-cylinders.
2.0 TECHNICAL TASKS: The Contractor shall accomplish all of the following specific tasks to comply with this Purchase Description.
2.1 SYSTEM UPGRADE:
2.1.1 Measurement Uncertainty: The contractor must develop a system that can obtain the following uncertainties in terms of affective area for the three respective piston pressure ranges listed below.
Low (1 – 50 psi): 20 ppm
Middle (3.6 – 254 psi): 21.5 ppm
High (14.5 – 1015 psi): 26.5 ppm
2.1.2 WORKBENCH/SHELF: The Contractor shall provide a new shelf with the following dimensions 5 feet long, 2 feet wide, and 2 feet above bench top.
2.1.3 CONTROLLER AND SOFTWARE UPGRADE: The contractor shall replace the
PG7601’s system controller with a new one (see section 3.0 for specifications) compatible with the most current version of COMPASS for Pressure. The controller shall be loaded with the new software and any electronic hardware or cabling needed to ensure compatibility and accomplish system operation.
2.1.4 COMPONENTS: The contractor shall provide all of the following items, or equivalent, listed below in Table 1.

In addition the contractor shall provide any valves, regulators, tubing or electronic hardware needed to accomplish system operation and compatibility. The government shall provide an adequate pressure supply necessary to operate the system.
2.1.5 SYSTEM INSTALLATION & INTEGRATION, START UP, and TRAINING: Upon contract award, the government will supply contractor with all necessary components that are currently part of the manual crossfloat system in order to develop the automated crossfloat system. The contractor will manufacture and test the new upgraded crossfloat system at their respective facilities. The upgraded PG7601 crossfloat system will then be transported to the
AFPSL. The contractor will dissemble the current manual system and install the new enhanced system as well as perform all configuration setups needed to restore full functionality to the
AFPSL’s pressure lab. After installation is complete and performance is verified the contractor will conduct training on the updated system for laboratory personnel. The training will be for a maximum of 6 people for a minimum of four working days.
2.2 TRANPORTATION: The government shall be responsible for the initial shipment of all the components necessary to successfully upgrade the crossfloat system. The contractor shall be responsible for making all arrangements with the appropriate authorities for all other transportation requirements. The contractor is responsible for all other transportation costs.
3.0 CONTROLLER:
3.1 GENERAL DESCRIPTION: A laptop controller is required that can efficiently operate under
Microsoft Windows 10 Professional 64 bit operating system. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the
AFMETCAL. The Controller must meet or exceed Microsoft Windows 10 Professional hardware requirements.
3.2 SALIENT CHARACTERISTICS
3.2.1 Processor: Performance Attributes -speed, cache, cores, threads, etc.
3.2.1.1 CPU PassMark Score: 4,000 or higher
3.2.1.2 Supports Credential Guard: Virtualization Extensions (Intel VT-x or AMD-V)
3.2.1.3 Supports Device Guard: VT-d or AMD-Vi; IOMMU (Input/output Memory
Management units)
3.2.1.4 Supports Extended Page Tables (Second Level Address Translation)
3.2.1.5 Supports Direct Memory Access (DMA)
3.2.1.6 UEIF Firmware V. 2.4 (or higher)
3.2.2 Memory: Minimum 8 GB system Memory.
3.2.3 Input Output (I/O) External Ports, Slots and Connectors: At minimum, the following types of I/O interface connections must be available on the controller or via port replication:
3.2.3.1 USB: Minimum of three integrated USB 3.1, Thunderbolt Type 3/USB-C
3.2.3.2 USB-C to USBA Adapter w/USB-C port
3.2.3.3 Ethernet: One 10/100/1000 BaseT Ethernet port.
3.2.3.4 Video: G3D Video PassMark Score: 500 or higher
3.2.3.3.1 External video support
3.2.3.3.2 Adapter to DVI connection
3.2.4 Display Panel: 14.1-inch (diagonal) or larger viewable display.
3.2.5 Hard Drive:

3.2.6 DVD-ROM: Internal or External DVD +/- RW dual layer or Blue-Ray
3.2.7 Operating System and Software: All software must run under Microsoft Windows 10
(Professional operating system or greater 64bit, latest version release). All software must run
Windows 10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license. In addition the following software documentation shall be provided.
3.2.7.1 Software Test Plan: All tests that must be run on the software to ensure it functions as needed for the system to perform a successful automated crossfloat should be listed.
3.2.7.2 Software Test Report: The results of the test plan should be displayed, as well as confirmation that all tests ran meet or exceeded the original objectives set in the software test plan.
3.2.7.3 Software Validation and Verification Report: One page summary detailing that all tests ran in the software test plan obtained passing results. Document is signed off by quality control validating the software tests’ results.
3.2.7.4 Software User’s Manual: Will display in detail how the technician will utilize the software to perform an automated crossfloat calibration. The manual must also explain where one can locate stored data from previous calibrations and the analyzation tools utilized to depict if the pistons meet their designated accuracy. In the case of the software not functioning correctly, troubleshooting techniques shall be included.
3.2.8 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
4.0 OPERATOR’S MANUAL: The hardware manual shall describe how to set up and operate the unit along with technical product drawings.
5.0 ACCEPTANCE TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other
AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.
