Section A: General Contract Information

Contracting Activity: AFLCMC/WNMK

Project/Program Name: AFPSL - 2.5k Load Cells/AFPSL - 10k Load Cells

Section B: Description of the Supplies/Services Required

New Tovey CS10-2.5K-B300/CS10-10K-B300 load cells are needed to replace current CS10-2.5K-B300/CS10-10K-B300 load cells that are damaged beyond repair. These load cells shall have the same capabilities and specifications as the CS10-2.5K-B300/CS10-10K-B300 load cells currently in the Air Force Inventory that were procured under FA2263-11-C-0002. These load cells shall be able to work with P/N C99728 and C3-100 Vertical Force Presses and interface with the Tovey 9150 digital indicator.

Our strategy is for the contractor to deliver full production units (30 days after Contract Award) with a one year warranty that the Government will acceptance test to ensure that the unit meets the specifications of the purchase description and acceptance test plan.

Production Delivery will be at a rate of 5 to 20 per month.

Section C: Justification for Soliciting from a Single Source or Brand Name

The reason for making this a single source procurement is because the recently acquired C3-100 Vertical Force Press was solely configured to work with Tovey Engineering Standard Load Cells. Load cells from other manufacturers are not compatible with the operating software of this press. These load cells are only sold by the Tovey, which makes them the sole provider of these load cells. To make the force press compatible with other load cells would require a completely new system costing approximately per system. The Air Force currently owns 31 of these systems. To go full and open the Air Force would need to purchase the 3 Load cells along with 31 new force press systems. This would be a substantial duplication of costs to the Air Force that is not expected to be recovered through competition.

Section D: Efforts to Obtain Competition

Competition is limited because of the configuration of the C3-100 Vertical Force Press, which is only compatible with specific load cells made by Tovey. The government will continue to monitor the market place throughout the acquisition life cycle.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This procurement will provide the best value to the Government at this current time. Other manufacturers are not compatible with the current Force Press. Future procurement will consist of a new force press that allows for multiple manufacturers of load cells.
