II. Nature and/or description of the action being processed.

The action will be awarded as a new sole source FFP

Ill. Description of supplies/services required to meet agency needs.

Under the contemplated contract, the manufacturer of the awarded contract will provide the products and services outlined in the Statement of Work for Combined Calibration Group (CCG) project .

The end product is to develop and deliver a new calibration system for the ratio transformers (DT72A and 73) to the AFPSL, and deliver the technique/methodology to calibrate the ratio transformers (DT72A, 73, 101 OA, and 1011) in the PMELs. Two calibration systems shall be delivered to the AFPSL with the ability to calibrate the DT72A and 73 to the current specifications in AF calibration Technical Order 33K8-5-339-1 or better (indicated below). A calibration method shall be delivered for the DT72A, 73, 101 OA, and 1011 calibration in the PM Els to the specifications in AF Technical Order 33K8-4-1030-1 or better and indicated below. Both the AFPSL and PMEL ratio transformer calibration processes shall also determine and include new correction factors for each dial setting at each calibrated frequency and V/Hz setting. The end deliverable product shall be two complete turnkey systems that will be used by the AFPSL for the calibration of the AFPSL working standard DT72A and 73, and the calibration procedure and methodology to perform the calibration of the DT72A, 73, 101 OA and 1011 in the PMELs. The ratio transformer calibration systems shall include all hardware, software, and support equipment necessary to calibrate the ratio transformers.

Delivery of the PMEL calibration method shall be two years after award.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The system, outlined in Statement of Work for and section Ill, is highly specialized and has resulted in only one responsible source. The manufacturer produces the instruments that sets out to calibrate. Having the knowledge of the instruments provides necessary insight to accomplishing the requirements of

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

All efforts taken to ensure that offers are solicited from as many potential sources as possible are outlined in Market Research performed for 1 ?E-111 A-DC. This Market Research includes a sources sought synopsis posted 29APR2016 for 16E-l 11 A-DC which resulted in one response. The survey of the market place confirms the assumption regarding the capability of the industry to meet the requirements of {FAR 6.302-1 ).

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

By signing this J & A, the Contracting Officer makes a preliminary determination that the estimated cost of is fair and reasonable. During actual negotiations the Contracting Officer will determine a reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Internet Searches, Sources Sought, Contacting know sources of products or service, and email were used to identify potential sources. Internet searches consisted of keywords such as "Calibration" and "Ratio Transformers". Sources Sought Synopsis was posted APR2016 and one potential source responded. Contacting known source of products or services was accomplished using email correspondence.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Supporting facts for Other Than Full and Open Competition are outlined throughout this document. The facts would include one other source indicated interest, but there is not a reasonable indication that the vendor is capable of producing a product.

X. List of sources, if any, that expressed interest in the acquisition.

Tegam, Inc has been identified as the only potential source that can responsibility produce a product that meets the requirements of the the Air Force. expressed interest, but the vendor is in the initial stages and has indicated a low confidence level in achieving the product.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Air Force will monitor the market for future acquisitions of the supplies or services being acquired. The other identified vendor, could be a vendor for future acquisition and will continue to be considered part of the market.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief. {FAR 6.303-2(b)(12))
