PURCHASE DESCRIPTION
High Voltage Voltmeter
1. SCOPE: This Purchase Description (PD) describes a High Voltage Voltmeter that will be used by the U.S. Air Force Primary Standards Laboratory (AFPSL) and Precision Measurement Equipment Laboratories (PMEL) to support High Voltage Test, Measurement, and Diagnostic Equipment (TMDE). The following will discuss the minimum performance, design, environmental, reliability requirements, and quality assurance provisions for this
2. PERFORMANCE REQUIREMENTS:
2.1. Specifications: The High Voltage Voltmeter shall meet or exceed the following measurement specifications with a 95% confidence level for 1 year measurement uncertainties. Items that are available commercially shall also meet the specifications published by the manufacturer.
2.2. Voltage Range: The High Voltage Voltmeter shall be capable of measuring voltages from 2 kV to 40 kV.
2.3. Voltage Frequency: The High Voltage Voltmeter shall be capable of voltage measurements for frequencies ranging from DC to 60 Hz.
2.4. Input Terminals: Input terminals shall be laboratory grade and capable of handling the necessary voltages required for the measurement of High Voltage TMDE.
2.5. Input impedance: The Input Impedance of the High Voltage Voltmeter shall be ≥ 100 MΩ if measurements are made directly to the input terminals. If external High Voltage Probes or Dividers are required to make high voltage measurements with the High Voltage Voltmeter, the combination of the impedances for the High Voltage Probes or Dividers with the High Voltage Voltmeter will achieve the Voltage Measurement Accuracy requirements of this
PD.
2.6. Voltage Measurement Accuracy: The voltage measurement accuracy shall be ± 1.0% of reading throughout the entire measurement range, including the accuracies of any necessary High Voltage Probes or Dividers.
2.7. Display: The High Voltage Voltmeter shall have a digital display of no less than 4 ½ digits to indicate the measured voltage and any significant information pertaining to the measurement or operation.
2.8. High Voltage Probes or Dividers (if applicable): If external High Voltage Probes or
Dividers are required to make high voltage measurements with the High Voltage Voltmeter, they shall be provided and meet the following requirements.
2.8.1. Size: Handheld High Voltage Probes or Dividers shall be sized appropriately so that they can be used by hand in a safe manner. Benchtop High Voltage Probes or Dividers shall be sized such that they can fit on a standard workbench and can be operated safely without the use of a High Voltage Cage.
2.8.2. Impedance: The impedance of the High Voltage Probes or Dividers shall be such that the combination of the impedances for the High Voltage Probes or Dividers with the High Voltage Voltmeter will achieve the Voltage Measurement Accuracy requirements of this
PD.
2.8.3. Displayed Measurements: Measurements made with the High Voltage Probes or Dividers shall be displayed on the High Voltage Voltmeter as the actual measured value without the need to manually convert prefixes or apply corrections or coefficients.
2.8.4. Interchangeability: Any High Voltage Probes or Dividers required to reach the specified ranges shall be interchangeable, in order to allow for independent calibration intervals on these items.
3. FUNCTIONAL REQUIREMENTS:
3.1. Automated and Manual Control: The High Voltage Voltmeter shall have the capability to perform automatic data acquisition throughout the measurement function(s) and range(s).
Any additional data and programs not specifically identified hereafter, yet required to perform the stated tasks, shall be provided by the contractor. Additionally, the High Voltage Voltmeter shall be capable of making manually operated measurements through front panel controls.
3.2. User Interface: The High Voltage Voltmeter shall maximize the use of electronically programmable interfaced components. The format of interface shall be the IEEE 488.2 Standard. The High Voltage Voltmeter shall also make use of all programmable components to perform automated measurements via a government owned programmable system controller.
3.3. Special Hardware/Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for the calibration and verification and not common to a Primary Calibration Laboratory must be supplied with the High Voltage Voltmeter. Any unique accessories including software required for calibration and verification of the High Voltage Voltmeter shall be furnished by the contractor. Units that fail calibration/verification and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software license (where required by the manufacturer and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the High Voltage Voltmeter. A list of peripheral support equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the High Voltage Voltmeter.
3.4. Firmware: When firmware or software upgrade is anticipated by a manufacturer during the lifecycle of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
3.4.1. Internal Memory: The High Voltage Voltmeter and/or any applicable probes shall have the capability to contain calibration constants within their internal memory.
4. GENERAL, MECHANICAL & PHYSICAL REQUIREMENTS:
4.1. Dimensions and Weight: The High Voltage Voltmeter shall be capable of being carried by a single person and fit on a standard workbench. Weight shall not exceed 50 lbs.
4.2. Power: The High Voltage Voltmeter shall be powered by plugging it into a standard 120 VAC, 60 Hz wall outlet and by an internal battery.
4.2.1. AC Power Requirements: 120 VAC ±10%, 60 Hz ±3%
4.2.2. Power Cord: The High Voltage Voltmeter shall be supplied with a power cord that is at least 6 feet long.
4.2.3. Battery Requirements: The High Voltage Voltmeter shall be capable of battery operation to full specifications for a minimum of 8 hours.
4.2.3.1. Battery: The High Voltage Voltmeter shall be supplied with an internal rechargeable Lithium-Ion Battery.
4.2.3.2. Battery Indicators: The High Voltage Voltmeter shall have front panel indicators that notify the user that the High Voltage Voltmeter is being used in battery mode, the High Voltage Voltmeter battery levels, and that the High Voltage Voltmeter is charging.
4.2.3.3. Battery Replacement: The battery shall be capable of being user replaced using common Commercial off the Shelf (COTS) batteries of the same type.
4.3. Operating Environment: The instrument shall perform to all specifications within the following environment:
4.3.1. Temperature Range: 23ºC ±5 ºC (73 ±9 ºF)
4.3.2. Humidity Range: 20% to 50% RH
4.4. Storage Environment: Damage to the unit shall not occur as a result of storage in the following environment:
4.4.1. Temperature Range: 0ºC to 50ºC (32ºF to 122ºF)
4.4.2. Humidity Range: 15% to 80% RH
4.5. Accessories and Adapters: Any-and-All ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but is not limited to, special tools, cables, fixtures, programs, adapters and Standards.
4.6. Design and Construction: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to achieve reliability, maintainability, accuracy of operation, and ease of operation. All parts such as shafts, bearings, regulators, switches, controls, etc., shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All material and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.
4.7. Metals: Metals shall be of corrosion resistant type or suitable treated to resist corrosion due to atmosphere conditions likely to be met in storage, service or transportation. Dissimilar metals in intimate contact shall be kept to a minimum.
4.8. Grounding: During operation of the fully assembled test equipment, all electrically conductive external surfaces except trim and identification plates shall be at earth ground potential. Ground connection shall be of sufficient mechanical strength to minimize the possibility of ground disconnection. Such ground path shall have sufficiently low impedance and ample capacity to conduct safely any operating or fault currents imposed on it.
4.9. Licensing: Where licensing issues apply to any part of the High Voltage Voltmeter, such licensing and associated documents shall be obtained and provided by the contractor.
5. SAFETY: The High Voltage Voltmeter shall be designed such that it will not be of any hazard to itself or to any person operating it using reasonable precautionary procedures.
6. WORKMANSHIP: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standard of workmanship shall be such that the High Voltage Voltmeter complies with the requirements set forth in this purchase description.
7. ANCILLARY/ACCESSORIES: Any and all ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor.
This would include, but not limited to, special tools, cables, fixtures, programs and standards.
8. INTERCHANGEABILITY: All replaceable assemblies, subassemblies, components, and parts of a designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.
9. TESTING: This instrument shall be tested and inspected at destination as specified elsewhere in this contract. The instrument will be checked with test equipment with parameters equal to, or better than, those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to NIST or other AFMETCAL approved equivalent laboratory, where required. Tests will be performed to assure the instrument meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as is specified elsewhere in this contract, or as necessary to assure performance as specified herein. In addition to all elements of this purchase description, all commercially available components provided with this instrument must, as a minimum, satisfy their commercially published performance specifications. The Government reserves the right to inspect the manufacture’s test data as proof of such conformance upon 30 days advance notice.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD‐ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI‐TMSS‐80527C and the Contract
Data Requirements List (DD Form 1423).
