PURCHASE DESCRIPTION
FOR
LASER TRACKER STANDARD
1.0 SCOPE: This purchase description describes a Laser Tracker Standard (LTS) to include a Length Scale Bar, a tripod, software, and a controller that will be used to evaluate Laser Trackers in the Air Force.
2.0 PERFORMANCE REQUIREMENTS
2.1 Length: The Length Scale Bar shall have a maximum length of 2.5 meters. The Length Scale Bar shall have three target kinematic nests that can magnetically hold 1.5 inch Spherically Mounted Retroreflectors (SMRs) that shall be positioned nominally along a line with an approximate distance of
1.15 meters between them in to order establish (1) a 2.3-meter length for volumetric testing according to the AMSE B89.4.19 standard; and (2) a 1.15 meter length for performing NIST’s Interim Field Test Procedure IR-8016. Each measurement must be obtainable using 3 individual SMRs in the target nests with the laser tracker in ADM mode (no manual intervention shall be required). The single calibrated length shall be valid for any orientation of the Length Scale Bar. The Length Scale Bar shall be constructed in a manner that allows it to be calibrated on-site using the laser tracker’s integrated interferometer.
2.2 Measurement/TI Uncertainty: The expanded uncertainty, with k = 2, in any orientation of the Length Scale Bar shall be less than 10 µm for an assumed temperature range of ± 1.0 ᵒ C from ambient temperature during testing. A pan-and-tilt mirror shall be used to put the laser tracker’s beam on a line through the three target nests with an alignment within 0.1° and shall produce an inter-target distance measuring error due to laser tracker head rotation of less than 1 micron.
2.3 Ancillary Equipment:
2.3.1 Stand: An adjustable, portable, and sturdy support stand (to support NIST’s Interim Field Test Procedure IR-8016 using the Length Scale Bar) shall be included with the LTS to support it. The stand shall be a tripod similar in construction and stiffness to laboratory tripods provided with laser trackers.
The stand shall have flat bottom feet. The adjustable stand shall be made mostly of aluminum, weigh between 35 and 45 pounds, and have a working height range of 105 cm to 189 cm; where the working height is defined as the distance from the floor to the Length Scale Bar when oriented in a horizontal position. The support for the Length Scale Bar shall include an indexing mechanism or positioner along with a connection base that allows the Length Scale Bar to be articulated and then held stationary into horizontal, diagonal (at least 45 degrees clockwise and counterclockwise rotation about the horizontal axis) or vertical orientations in less than one minute.
2.3.2 SMR: Two 1.5 inch diameter SMRs shall be provided with a centering of optics of at least ±0.00012 in, a radial tolerance of at least ±0.00010 in, and an acceptance angle of at least ±30°.

2.3.3 Other: A spanner wrench, mirror and gimbal mount to reflect and orient the laser, and at least two retroreflector counterweights shall be provided with the LTS. The system shall include any cables, connectors, and other components necessary to perform measurements.
3.0 MECHANICAL & PHYSICAL REQUIREMENTS
3.1 Weight: The weight of the Length Scale Bar shall not exceed 29 pounds, not including stand weight. The Length Scale Bar shall be durable with no onboard electronics.
3.2 Material: The Length Scale Bar shall be made of carbon fiber.
3.3 Thermal Expansion: The Length Scale Bar shall have a coefficient of thermal expansion of less than 2 ppm/°C.
3.4 SMR Mounts: The Length Scale Bar shall have magnetic kinematic mounts at each end and one in the middle to be able to hold a 1.5 inch SMR.
3.5 Model and Serial Number Identification: The LTS shall be clearly labeled with part number, model number, serial number, and manufacturers’ name that can be referenced back to the manufacturer.
Unique item identification (UID) labeling shall follow the Item Identification and Valuation cause as stated in the contract.
3.6 Carrying/Shipping Case: A reusable protective case(s) which shall hold the LTS and ancillary equipment (including the tripod) shall be provided. The case shall be rugged, waterproof, and capable of withstanding shock and vibration from transportation. The case shall be capable of transporting by two person lift or rolling wheels. The case shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.
3.6.1 Hardware: The Case(s) shall have permanently mounted corrosion resistant hardware. Case hardware should consist of at least two heavy duty handles; as well as any combination of clasps, buckles, or hinges that allow easy opening and closing of the case.
3.6.2 Cushioning: The Case(s) shall have non-flaking packing foam inserts configured specifically for the LTS and ancillary equipment.
3.6.3 Seals: The Case(s) shall be sufficiently sealed to be water tight and provide protection from moisture, salt spray, sand and dust.

4.0 SYSTEM CONTROLLER REQUIREMENTS:
4.1 General Description:
Controller: A Laptop controller is required that can efficiently operate under Microsoft Windows 10 Professional 64 Bit Professional Operating System. All major components of the system must be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the Government.
The controller must meet or exceed Microsoft Windows 10 Professional hardware requirements.
4.2 SALIENT CHARACTERISTICS:
4.2.1 Processor: Intel Pentium V or otherwise equivalent or better generation minimum, 2.0 GHz clock speed minimum.
4.2.2 Memory: Minimum 8 GB system Memory.
4.2.3 Input Output (I/O) External Ports, Slots and Connectors: At minimum, the following types of I/O interface connections must be available on the controller or via port replication:
4.2.3.1 USB: Minimum of four integrated USB Ver 2.0 compliant ports.
4.2.3.2 Ethernet: One 100/1000 BaseT Ethernet RJ45 port.
4.2.3.3 Video: Areo-Capable Graphics card that supports Windows Display Driver Model (WDDM 1.0) with a minimum of 128 MB that supports Direct X 9.
4.2.4 Display Panel: Minimum 14.1-inch flat panel LCD Color Display Panel with at least 1600 x 900 resolution for a 16:9 aspect ratio.
4.2.5 Hard Drive: 80 GB (Minimum) Hard Disk Drive.
4.2.6 DVD-ROM/CD-RW Drive:
DVD-R: at least 8X Speed CD-RW: at least 24X Read Speed, 16x Write Speed.
4.2.7 Operating System and Software: All software must run under or Microsoft Windows 10 (Professional operating system or greater, 64 bit, latest version release). All software must run Windows 10 as a non-elevated user. Windows 8 shall not be provided. System shall be supplied with Microsoft Excel, latest release with a lifetime nonrenewable license.
4.2.8 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be provided.
4.3 SOFTWARE:

4.3.1 Software shall be included with the system that implements model based field test procedures described in NIST’s Interim Field Test Procedure IR-8016 and provides graphical measurement results that can be archived for quality control. The software shall walk the operator through the process of calibrating the Length Scale Bar using the integrated laser in the tracker. Then it shall walk the operator through the tests prescribed in NIST’s Interim Field Test Procedure IR-8016 measurements.
The measured lengths shall be compared to the calibrated length in the software and the errors in the measured lengths shall be reported and stored. The data shall be able to be exported to Microsoft Excel (see para 4.2.7) to plot the history of the laser tracker over time to determine when service on the laser tracker is required by the vendor, given Air Force requirements for the laser tracker.
5.0 SOFTWARE WARRANTY: The contractor shall warrant that the software product meets this purchase description and is free from defects in design and operation and will perform to stated specifications from the date of shipment through warranty expiration date of the equipment. The contractor's Commercial Warranty or Addendum shall include verbiage to assure the following minimum requirements are satisfied.
The contractor shall (at no additional cost) update, or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate and be warranted for the remainder of the original warranty. The contractor shall bear transportation costs for all replacement products.
6.0 LICENSING:
6.1.1 Contractor shall provide sufficient application software licenses to support each unit.
6.1.2 All software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
7.0 TESTING: This item will be inspected and accepted at destination as stated in the contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

DATA REQUIREMENTS
MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD‐ROM in Indexed Portable Document Format
(iPDF). The manuals shall comply with Data Item Description (DID) DI‐TMSS‐80527C and the Contract
Data Requirements List (DD Form 1423).
SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be provided in paper format and prepared in accordance with Data Item Description DI‐IPSC‐81443A and Contract Data
Requirements List (DD Form 1423).
