PURCHASE DESCRIPTION

Multifunction Calibrator

1.0 SCOPE: This purchase description describes a Multifunction Calibrator that will be used by the Air Force’s Precision Measurement Equipment Laboratories (PMEL) to support a wide variety of electrical test equipment including digital multimeters, portable calibrators, differential voltmeters, power analyzers, current shunts, and power quality meters.

2.0 DEFINITION: The following will discuss the minimum performance, design, functional, environmental, reliability requirements, and quality assurance provisions for this Multifunction Calibrator. A Multifunction Calibrator shall be capable of precisely sourcing DC volts, AC volts, DC current, AC current, and resistance. Sourcing shall be performed automatically and manually. This instrument shall be laboratory grade, capable of state-of-the-art precision sourcing.

3.0 SALIENT CHARACTERISTICS:

3.1 DC Voltage: The Multifunction Calibrator shall meet or exceed the following 1 year measurement uncertainties and shall be valid for intervals of operation not less than 1 year:

3.5 Resistance: The Multifunction Calibrator shall meet or exceed the following 1 year measurement uncertainties and shall be valid for intervals of operation not less than 1 year:

3.8 Relative to Standards Measurement Uncertainty: In addition to the previously listed tables of specifications for 1-Year Absolute Measurement Uncertainty, the contractor shall provide subsequent Relative to Standards Measurement Uncertainty tables for each point/Range/Function as indicated above. These tables shall include the Multifunction Calibrators Relative to Standards Measurement Uncertainty for 24-hours, 90-days, 180-days and 1-year. They shall further include specifications for ±1°C and ±5°C for these same time intervals.

3.9 Instrument Operation: The Multifunction Calibrator shall have front panel controls for manual operation and an IEEE-488.2 interface for remote operation.

3.9.1 Remote Interface/Programming: The Multifunction Calibrator shall be programmable via an IEEE 488 interface connection by an external controller. It shall adhere to Standard Commands for Programmable Instruments (SCPI) and IEEE-488.2. Complete command set documentation shall be included.

3.10 Display: The Multifunction Calibrator shall have a digital display of at least 7 ½ digits.

3.11 Dimensions: The Multifunction Calibrator shall be a bench top unit capable of being mounted in a standard 19 inch electronic enclosure. It shall be no larger than 15 inches (381 mm) high, 26 inches (660.4 mm) deep, and 17 inches (431.8 mm) wide.

3.12 Weight: The Multifunction Calibrator shall not exceed 135 lbs (61.2 kg).

3.13 Operating Environment: The Multifunction Calibrator shall perform to all specifications within the following environment:

3.13.1 Temperature Range: 23ºC ±2ºC.

3.13.2 Humidity Range: 20% to 50%RH

3.14 Storage Environment: Damage to the unit shall not occur as a result of storage in the following environment:

3.14.1 Temperature Range: 0ºC to 50ºC

3.14.2 Humidity Range: 15% to 80% RH

4.0 GENERAL REQUIREMENTS:

4.1 Rack Mount Kit: The Multifunction Calibrator shall come with the necessary hardware for mounting in a standard 19 inch electronic enclosure.

4.2 Portability: The accuracies and stability shall not be altered from normal handling and transportation of the Multifunction Calibrator.

4.3 Shipment Orientation: Damage or accuracy deterioration to the Multifunction Calibrator shall not result due to normal shipment of the unit.

4.4 Commercial Air Transportability: The Multifunction Calibrator shall be suitable for commercial air transport and shall meet all regulations that apply.

4.5 Special Hardware/Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for the calibration and verification and not common to a Primary Calibration Laboratory must be supplied with the Multifunction Calibrator. Any unique accessories including software required for calibration and verification of the Multifunction Calibrator shall be furnished by the contractor. Units that fail calibration/verification and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software license (where required by the manufacturer and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the Multifunction Calibrator. A list of peripheral support equipment required to accomplish the calibration/alignment/adjustments of the unit must be provided with the Multifunction Calibrator.

4.6 Mechanical and Physical Requirements:

4.6.1 Commercial Parts: Commercial parts and materials that are used shall have properties consistent with a laboratory instrument.

4.6.2 Design and Construction: The Multifunction Calibrator shall be designed and constructed of material that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It will be the contractors responsibility to assure the Government that such design objectives as reliability, accuracy of operation, maintainability, and ease of operation have been given due consideration in the manufacture of this equipment. The equipment shall be able to withstand the conditions met in shipping, storage, installation and service. All material and parts for this equipment shall be capable of withstanding the environmental requirements of this specification.

4.6.3 Metals: Metals shall be corrosion resistant to atmospheric conditions likely to be met in storage, service or transportation.

5.0 WORKMANSHIP: The workmanship shall be first class, of neat general appearance, and comply with standard commercial practices. The standards of workmanship shall be such that the instruments shall comply with the requirements of this purchase description. All components, subassemblies, and final assembly shall comply with the examination and tests in section 11.0.

6.0 SAFETY: The design, materials and manufacture of the Multifunction Calibrator shall follow the best commercial safety standards and practices to ensure that it is safe for the operator and maintenance personnel throughout the life of the equipment.

7.0 LICENSING: Where licensing issues apply to any part of the Multifunction Calibrator, such licensing and associated documents shall be obtained and provided by the contractor to AFMETCAL. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.

8.0 ANCILLARY/ACCESSORIES: Any and all ancillary equipment/items and accessories (not otherwise specified) needed to perform as described shall be provided by the contractor. This would include, but not limited to, special tools, cables, fixtures, programs and standards.

9.0 FIRMWARE: When a firmware upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units shall be updated to this upgrade. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.

10.0 INTERCHANGEABILITY: All replaceable assemblies, subassemblies, components, and parts of a designated model provided under a single contractor or ordered from any one manufacturer shall be fully interchangeable without interference or degradation of performance.

11.0 TESTING: The Multifunction Calibrator shall be tested and inspected at a destination specified elsewhere in this contract. The Multifunction Calibrator will be checked with test equipment with parameters equal to or better than those required to assure specified performance requirements are met. Test equipment used has first echelon certification directly traceable to a National Metrology Institute (NMI). Tests shall be performed to assure the Multifunction Calibrator meets the requirements of paragraph 2.0 - 11.0 of this purchase description. Such testing at the specified destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary to assure performance as specified herein. In addition to all elements of this purchase description, all commercially available components provided with this system must, as a minimum, satisfy their commercially published performance specifications, and must be provided by the contractor with the delivery of the system.

12.0 Model and Serial Number Identification (IUID): This Multifunction Calibrator shall be clearly labeled with a model, serial number, and manufacturer’s name. Unique item identification labeling shall follow the Item Identification and Valuation clause as stated in the clause section.
