Purchase Description

For Pneumatic Pressure Controller/Calibrator

1.0 Scope

This acquisition is for a multiple transducer based Pneumatic Pressure Controller/Calibrator (PPCC) to be used in the Air Force Metrology and Calibration Program to calibrate pressure gauges, barometers, pressure transducers and other similar pressure measuring test instruments.

The PPCC will be able to operate in both gauge and absolute modes to generate gas pressures for pressure monitoring test instruments or passively monitor gas pressure for pressure controlling test instruments. The PPCC is a portable and transportable device intended for use both in the laboratory and for on-site applications.

2.0 Performance Requirements

2.1 Operational Modes: The PPCC, when connected to a pressure source and a vacuum pump, shall be capable of operating in both a Monitor Mode and a Control Mode over the operational ranges listed below.

2.2 Range and Resolution: The PPCC, at a minimum, shall have an operational range of 0 to 1000 psi in both gauge and absolute pressures. Resolution, at a minimum, shall be 1 ppm of the maximum range.

2.2.1 Units: The PPCC shall, at a minimum, operate and display in the following units: psi, inHg@0oC, mmHg@0oC, inH2O@4oC, inH2O@20oC, bar, mbar, Pa, kPa and MPa.

2.3 Measurement Uncertainty and Subranges: The overall measurement uncertainty (at k=2) of the measured pressure shall not exceed ±0.01% of Full Scale of Subrange for each of the Subranges listed below. The Subranges listed are the ones currently in use and represent our current capability. These are our minimum requirements. Expressed measurement uncertainties shall be a combined uncertainty (at k=2) of Uncertainty of Calibration Standard (0.005% of applied value for AF Standard), Control Stability, Linearity, Hysteresis and Repeatability.

Current Measurement Subranges:

SR1: 0 to 15 psi SR2: 0 to 30 psi SR3: 0 to 50 psi SR4: 0 to 300 psi SR5: 0 to 600 psi SR6: 0 to 1000 psi

2.3.1 Reliability: The PPCC shall meet all performance requirements, including measurement uncertainty, for a period of 1 year without requiring calibration.

2.4 Environmental Requirements

2.4.1 Temperature: The PPCC shall be capable of meeting all the requirements of this purchase description when operating at a temperature of 50 degrees F to 90 degrees F.

2.4.2 Humidity: The PPCC shall be capable of meeting all the requirements of this purchase description when operating at a relative humidity of 20% to 95% non-condensing.

2.4.3 Storage: The PPCC shall be capable of meeting all the requirements of this purchase description after storage at a temperature of – 20 degrees F to 150 degrees F.

2.4.4 Shipment: The PPCC shall be capable of meeting all requirements of the purchase description after shipment via commercial carrier. Any special packaging needed to meet this shipping requirement shall be provided.

2.5 Warm Up Time: The PPCC shall require a warm-up time of not greater than 1 hour.

3.0 Functional Requirements

3.1 Display: The PPCC shall have an alpha-numeric display. It shall be an illuminated vacuum fluorescent, LED, LCD or Plasma display. All information required by the user to operate all modes and functions shall be presented on the display.

3.2 Front Panel Controls: All modes and functions of the equipment shall be operable using front panel controls. The locations and labeling of indicators, controls and switches shall provide for maximum clarity and easily understood operation without reference to tables, charts or diagrams. If the controls are in a menu format, the menu structure shall be efficient with related controls grouped together. If a menu format is not used each main parameter shall have its own selection key and the control buttons shall be logically organized on the front panel.

3.2.1 Industrial Environment: Display and Front Panel Controls shall be oil resistant and generally designed to be used and function in an industrial environment.

3.3 Remote Operations: All modes and functions shall be capable of remote operation via an RS-232C or a USB interface.

3.4 Operator Calibration: The PPCC shall have a Calibration Mode able to verify that the pressure indications are within the required tolerance when compared to a higher level standard

(ie. Dead Weight Piston Pressure Standard). The higher level standard shall provide the pressure generation and control. The Calibration Mode shall display pass/fail conditions and allow for adjustment of transducer coefficients when required.

3.4.1 Calibration Coefficients: The Operator Calibration shall utilize a maximum of three Calibration Coefficients.

3.5 Head Correction: The PPCC shall be able to apply a head correction if the Device under Test (DUT) cannot be brought to the same elevation as the PPCC. There shall be a front panel indicator which displays whether or not a head correction has been applied.

3.6 Zero Correction: If the PPCC utilizes a periodic zero drift correction it shall not require a reference standard below 1 psi. If an external standard is required the PPCC shall not require this zero correction more often than once every 30 days to maintain the system uncertainty.

3.7 Stability Indicator: The PPCC shall have a front panel indicator which will display the ready/not ready condition. The parameters for the stability indicator shall be user selectable through the front panel controls.

4.0 Physical/Mechanical Requirements

4.1 Dimensions and Weight: The PPCC’s shall measure no more than 24 inches on a side and weigh no more than 60 pounds.

4.2 Pressure and Vacuum Input: The PPCC shall be equipped with standard pneumatic connections to allow connection of a pressure source and a vacuum pump and a test port to allow connection of a test instrument or a calibration standard.

4.2.1 Contamination Protection: The PPCC shall include a device which protects it from liquid and solid contaminants which may be present in the device or system under test.

4.2.2 Gas Type: The PPCC shall allow you to choose Air, Nitrogen or Helium as a gas type.

4.3 Design and Construction: The PPCC shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be the contractor’s responsibility to assure the government that such design objectives as reliability, accuracy of operation, maintainability and ease of operation have been given due consideration in the manufacture of this equipment. All parts such as shafts, bearings, regulators, switches, controls, connectors, etc., shall have proper clearance and adjustments. They shall so work together that the equipment shall supply the rated requirements without unnecessary strains, vibrations and overheating. They shall be able to withstand the conditions met in shipping, storage, installation and services. All materials and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification.

4.4 Pressure Safety Features: The PPCC shall have Pressure Safety Features to prevent damage to the PPCC and the device under test from damage due to rapid changes in pressure.

4.4.1 Pressure Limiters and Relief Valves: The PPCC shall be equipped with pressure limiters and relief valves located and designed so that the pressure transducers are adequately protected from potentially damaging overpressures and negative pressures.

4.4.2 Front Panel Vent Valve: A front panel Vent Valve shall be supplied and located so that it can be easily actuated from the front panel controls. The Vent Valve shall be manually operated and shall vent the entire pneumatic system to atmospheric pressure without pressure transients which could shock or damage the device under test or the PPCC transducers.

4.4.3 Audible Overpressure Alarm: The PPCC shall be equipped with an audible alarm which will alert the operator to an overpressure condition.

4.5 Power Requirements: The PPCC shall operate on a line power of 115 VAC single phase 50/60 hertz source.

4.6 Electrical Protection: The PPCC shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer’s service warranty.

4.7 Shipping/Carrying Case(s): A reusable case(s) shall allow for shipment of the PPCC. The case shall be rugged, rigid, waterproof, and capable of withstanding shock and vibration from day-to-day shipping. The case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.

4.8 Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

5.0 Operator’s Manual: As stated in the data attachment, DD1423, TM8601 and DiDs manuals shall include the following:

5.1 Individual Component Listings: The manual shall list the individual components which require calibration, along with their range, uncertainty, OEM manufacturer’s name, and OEM part number.

5.2 Calibration and Alignment Procedures: The manual shall have calibration (verification) and alignment procedures for calibrating and aligning the pressure transducers and any other component that requires periodic calibration.

5.3 Remote Command Listings: The manual shall list the input/output parameters, command strings and other pertinent data required to accomplish remote operation of the PPCC by means of a PC.

6.0 Testing: The PPCC will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Test will be performed to assure the PPCC meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS

MANUALS: A set of operational and maintenance manuals shall be provided. As a minimum, the manuals shall include an explanation of features, performance specifications, operational instructions, theory of operation, calibration procedures, and an illustrated parts breakdown. Wherever possible, use of pictures, diagrams, schematics and mathematical formulas shall be included such that any text material may be better understood. Specifically, the calibration procedure shall include a list of required calibration equipment, by part number, connection diagrams and step‐by‐step instructions to follow for completing this task. In addition, a system‐ level manual explaining the system operation and software shall also be provided. Manuals shall be on CD/DVD‐ROM in Indexed Portable Document Format (iPDF).

A validation and verification of the manuals will be required. The manual shall be in accordance with the Air Force Technical Manual Contract Requirements (TMCR) TM86‐01N and Contract Data

Requirements List (DD Form 1423).
