1. GENERAL

This Performance Work Statement (PWS) outlines the tasks and duties required of the Contractor to support the AFLCMC/HBZIA, Atmospheric Early Warning System (AEWS), AN/FPS-117V(1)/V(4), System Program Office (SPO).

1.1 Scope

The Atmospheric Early Warning System (AEWS) AN/FPS-117 (V) 1/4 Radars have a mission to operate 24/7, other than scheduled maintenance downtime. When difficult problems arise, it has been necessary for the users to contact the AN/FPS-117 Original Equipment Manufacturer (OEM) Lockheed Martin Corporation (LMC) directly and request technical support. A process for the users to solicit dedicated support from the OEM and facilitate the identification and resolution of these problems is required. When other means are not able to return a “RED” radar to operational status, an Emergency Depot Level Maintenance (EDLM) call-out allows for OEM contractor personnel to be dispatched to the radar site. All necessary efforts are then undertaken to return the radar to a serviceable condition, in the shortest time possible. This effort also includes a one-time buy of supplies contained in a Logistics Support Kit (LSK) for maintenance support of critical components on the AN/FPS-117 BLOCK 3 modification until the AN/FPS-117 CLS Hardware contract has been enacted.

1.2 Purpose

Provide general AN/FPS-117 radar system user support, EDLM, repairs, and LSK supplies by the OEM for the 28 AN/FPS-117 radars located in Alaska, Canada, Hawaii, and Puerto Rico, to include the Maintenance Control System (MCS) sites.

1.3 Applicability

Note: The baseline ESD SS-2433-3B was updated with 77A561269A and 77A561271C to reflect the RMS upgrade and the UPX-39 Identification Friend or Foe upgrade program. In this regard, the original Specification with updates applies.

2.2 Workload Agreements

Workload Agreements can be found in Appendix B for the AN/FPS-117 and MCS sites in Alaska, Canada, Hawaii, and Puerto Rico, including the POCs.

3. REQUIREMENTS

The Contractor shall provide user support, EDLM, and supplies as describe below.

3.1 User Support

The Contractor shall be available for AEWS SPO support IAW the Contractors established work schedule. All requests for user support will be initiated by the AEWS SPO, who will authorize the Contractor to proceed with supporting the user’s technical issues. Such support shall include, but not be limited to remote troubleshooting and design/drawing analysis. LMC support efforts for any single request should not exceed a total of 40 man hours without approval from the AEWS SPO. If the necessary support effort is beyond this time period, LMC will submit a support plan to the AEWS SPO outlining support method, tasks and estimated costs (CDRL A002, DI-FNCL-80912/T). The changes made under this Performance Work Statement (PWS) shall not degrade the performance of the radar as described in the documents listed in section 2.

3.2 EDLM Support

3.2.1 Initiating EDLM Support

The Contractor shall provide EDLM support when initiated by a phone call from an authorized AEWS SPO Point of Contact (POC) to one of the contractor’s primary POC. When the call is initiated, the

AEWS SPO POC will identify the POC at the radar site. By close of the second workday following a call-out, an AEWS SPO POC will e-mail written confirmation of the call-out to the Contractor. The Contractor shall first collect data and attempt to address the issue by telephone. If unsuccessful, the Contractor shall utilize remote access via the MCS to evaluate the problem. The Contractor shall appoint a technical POC for the call out, who shall make a best effort to inform the AEWS POC of the proposed course of action within 48 hours from the request for assistance. The Contractor’s Program Management POC shall maintain contact with the Program Manager at the AEWS SPO, throughout the call-out, providing status and plan updates. The Contractor shall make a best effort to have a representative initiate travel to site within 24 hours of AEWS SPO authorization to proceed to the site pending availability of transportation or within a period of time negotiated with the AEWS SPO POC requesting support.

NOTE: It is recognized that the ability of the Contractor to perform EDLM tasking is predicated in part on the operating command allocating sufficient time and access to the AN/FPS-117 Radar. In addition, it is likely that on-site visits by the Contractor will coincide with site visits from Government personnel or other Government Contractors. The Contractor shall use and follow guidance in Appendix B (ATTACHMENTS 1 – 4) of this PWS to coordinate work repair efforts with the radar and MCS maintenance personnel in Hawaii, Alaska, Canada and Puerto Rico. The attachments provide guidance on cooperating with the United States Department of Defense (DoD) host personnel to schedule access to equipment, sharing of on-site resources, and otherwise exercising flexibility in the pursuit of a timely and successful conclusion to each EDLM tasking.

3.2.2 Equipment and Tools

Contractor personnel shall evaluate the information obtained from the site to determine equipment (including test equipment), parts and special tools that may be required to support the EDLM effort that are not available at the site. The Contractor shall lease/rent any equipment which is unavailable at site and required for the EDLM effort. This rental/lease or procurement could include Peculiar Support Equipment (PSE). Should material/equipment required for the EDLM effort not be available through rental/lease, the Contractor shall be authorized, with AEWS SPO POC written concurrence, to procure the required material/equipment as an allowable cost to the contract. Any and all materials purchased to satisfy EDLM efforts shall remain the property of the Government.

3.2.3 EDLM Resolution

For EDLM actions which require on-site response from the Contractor, a 36 hour resolution verification run shall be conducted, prior to the AEWS POC authorizing the contractor’s representative(s) to depart from the site. The resolution verification run shall consist of a cumulative total of 36 hours in which the original problem does not recur and valid data is being sent. Any faults or outages that are not a result of Contractor’s actions shall not cause a restart of the 36 hour run. The time the system is down shall not count towards the 36 hour run requirement. In the event that an on-site response is not required, the AEWS SPO POC shall send an email to the Contractor POC indicating that the call out has been resolved. The Contractor shall provide a report detailing what was accomplished (CDRLs A001, DI-MGMT-80910; and A002, DI-FNCL-80912/T).

3.2.4 Overtime

Contractor personnel are authorized overtime in performance of EDLM tasking without further Procurement Contracting Officer (PCO), Administrative Contracting Officer (ACO) or AEWS SPO POC approval. All overtime shall be in accordance with the terms of this contract.

3.2.5 AEWS SPO Engineering Facility

The AN/FPS-117 E-FAC will be available for the Contractor to utilize in support of EDLM maintenance efforts as necessary. The Contractor shall request access to the E-FAC from AEWS SPO

POC.

3.2.6 Safety Requirements

The contractor shall use corporate safety procedures, use personnel protection, and follow all OSHA Standards when working with the radar equipment.

3.2.6.1 Mishap Notification

The contractor shall notify 75 ABW/SEG (801-777-3333), or the Hill AFB Command Post (777-3007) after normal duty hours, and the designated Government Representative (GR), i.e., the ACO, PCO, or DCMA QAR (Quality Assurance Representative) within one (1) hour of all mishaps or incidents at or exceeding $2,000 (material + labor) in damage to DOD property entrusted by this contract, even if the government is wholly or partially reimbursed. This notification requirement shall also include physiological mishaps/incidents. A written or email copy of the mishap/incident notification shall be sent within three calendar days to the GR, who will forward it to 75 ABW/SEG. For information not available at the time of initial notification, the contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the ACO.

Mishap notifications shall contain, as a minimum, the following information:

a) Contract, Contract Number, Name and Title of Person(s) Reporting

a) Date, Time and exact location of accident/incident

b) Brief Narrative of accident/incident (events leading to accident/incident)

c) Cause of accident/incident, if known

d) Estimated cost of accident/incident (material and labor to repair/replace)

e) Nomenclature of equipment and personnel involved in accident/incident

f) Corrective actions (taken or proposed)

g) Other pertinent information

The contractor shall cooperate with any and all government mishap investigations. Additionally if requested by government personnel or designated government representative (GR), i.e., the ACO, PCO, or DCMA QAR (Quality Assurance Representative), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by safety investigators.

The contractor shall provide copies of contractor data related to mishaps, such as contractor analyses, test reports, summaries of investigations, etc. as necessary to support the government investigation.

The contractor shall support and comply with the safety investigation and reporting requirements of AFI 91-204, Chapters 1 – 5 (paragraph 4.9, Mishaps Involving Contractors).

3.3 Program Management

The Contractor shall provide a single POC for this effort. The Contractor shall immediately inform the AEWS SPO POC of any technical or schedule related problems.

5. LSK PROCUREMENT

The contractor shall procure one LSK for the AEWS SPO with part numbers, quantity, and delivery to be determined at contract negotiation. The list in Appendix C will be require ROM pricing from the Contractor with quantities of 1-4 and 5-10 to take advantage of discounts. Final quantities and pricing will be negotiated and established with the Contractor prior to contract approval.

6. PACKAGING, HANDLING, STORAGE, AND TRANSPORTATION

6.1 Receiving Inspection

The Contractor shall notify the ACO of all damages and/or shortages discovered, as soon as possible after receipt of item(s) at the radar site, or shipping address.

6.2 Packaging and Transport of Supplies

Most packaging, except for reusable containers, will be disposed of at the destination. Packaging guidance can be found within the MIL-E-17555H document or in conformance to “best commercial practices.” Additional guidance is provided in LMC document 77A595624, Integrated Logistics Support Plan (ILSP) (Section 5). The Contractor shall be responsible for the preservation, packaging, packing, and shipping of all items in the LSK to be delivered under the terms of this contract. The Contractor shall be responsible for all transportation and costs to move procured items from the Contractor’s site to the Government designated staging area. If Contractor travel is required to the radar site or MCS site in support of this contract, the Contractor shall be responsible for all Contractor personnel, equipment and tools to and from the radar/MCS location or between staging locations during any Contractor support activities (Attachment B). The Contractor shall provide copies of manifests and commercial bills of lading to the Government, on request, for any shipments made under this contract. The Contractor shall replace any equipment or property damaged during shipment and will be responsible for delays in the contract due to such damage. Following completion of the period of performance for the CLIN, final CLIN acceptance will be verified by a Government signed DD-250.

The Government will be responsible for transportation from the Government staging area to the radar site or MCS location.

Program Manager or System Engineer

The designs of packaging, preservation, and packing applicable to the shipment of material shall be governed by the ultimate destination, modes of transportation to be used, length and type of storage, requirements for reshipment, and induced or environmental conditions. The package designs developed and approved for system unique items shall maintain the established reliability levels of equipment being prepared for delivery and shall ensure safe, damage-free delivery. Handling instructions on final packing shall be conspicuously marked. System equipment shall be designed and constructed to ensure it is in the transport configuration, no part will become loose or shift its setting, position, or orientation, no part will become permanently warped, deformed, or damaged, and the equipment will not suffer degradation in performance or useful life.

6.3 Special Electrostatic Sensitive Device Requirements

Equipment and devices (including certain modules and circuit cards) that are sensitive to environmental field forces shall be packaged to ensure maximum protection and eliminate potential damage from the environment.

6.4 Reusable Containers

Reusable containers may be used for LSK transit for select high cost, high failure rate items. Reusable containers are designed to facilitate equipment packing and unpacking and are provided with special cushioning, blocking and a means of handling. The containers will have provisions for dehydrating entrapped moisture. Reusable containers meet all protective requirements for equipment. Special containers will be developed to ensure maximum protection, facilitate ease of handling, and eliminate potential damage to contents.

6.5 Marking

The Contractor shall permanently and legibly mark each shipping container bill of materials with the Contractor’s name, Air Force contract number, part number/version, date, and all other information required to assist both the Contractor and Government in tracking the part during shipment and delivery. NOTE: Circuit cards shall be marked with the contract number. Hang tag is acceptable. If containers are received in an unserviceable condition, the Contractor shall contact the ACO for instructions.

6.6 Refinishing

The Contractor shall refinish only to the extent necessary to assure adequate protection of all surfaces.

Do not refinish to a “like new” condition merely for appearance. Do touch-up minor scratches, chipped or scaled surfaces. Blend all spot painting to avoid unsightly mismatches. Do prime bare metal surfaces with primer, prior to applying paint. The Government will be responsible for providing the paint and/or chemicals required for any surface protection/touch-up that may be required.

6.7 Capping and Sealing

The Contractor shall cap or seal all open flexible or rigid lines, hoses and fittings at all times. Seal all ports, vents and openings to prevent entry of foreign matter and cap all electrical connectors.

6.8 Condemnation

The Contractor shall not condemn any item without prior approval by the PCO through the ACO. The Contractor shall make disposition of the condemned item in a manner directed by the ACO.

7. SECURITY/SECURITY CLEARANCES

Contractor shall abide by all security requirements as detailed in the workload agreements or as briefed by site personnel. Site clearances may be required when conducting work at Contractor or Government facilities within Canada. Contractor personnel shall obtain the required security clearances prior to engaging in activities requiring such.

8. TRAVEL REQUIREMENTS

The Contractor shall follow travel requirements using guidance provided in this PWS and the Attachments by coordinating with the AEWS SPO POC, and POCs listed in Appendix B of this PWS.

Travel requests shall be approved by the PCO, or ACO before any travel occurs for any emergency repair support to any radar/MCS sites. Airfare for travel and Per Diem shall be billed in accordance with Federal Acquisition Regulation (FAR) 31.205-46 (available at http://farsite.hill.af.mil). Per Diem rates can be found at: http://www.defensetravel.dod.mil/site/perdiemCalc.cfm. The Contractor is responsible for making all necessary travel arrangements.

9. AEWS SPO POINTS OF CONTACT

9.1 AEWS SPO Program Manager

The AEWS SPO POC and COR for this PWS is the AN/FPS-117 Program Manager, Mary Barnett, AFLCMC/HBZIA, 6029 Wardleigh Rd., Bldg 1207, Hill AFB, UT 84056, (801) 777-8990.

9.2 AEWS SPO Lead Engineer

The System Engineer POC for this PWS is the AN/FPS-117 Lead Engineer, Tim Perkins, AFLCMC/HBZI, 6029 Wardleigh Rd., Bldg 1207, Hill AFB, UT 84056, (801) 775-5205.

10. RADAR SITE LOCATIONS

All work completed at AN-FPS-117 facilities may require a completion of a site Workload Agreement.

Sites and applicable workload agreements are located in Appendix B (Attachments 1 – 4) of this PWS.

Shipping addresses are in Appendix D. Any changes or additions will be provided by the AEWS SPO Program Manager.

12. ADDITIONAL REMARKS

The task required for the AN/FPS-117 Emergency Level Depot Maintenance services has been determined not to be Mission Essential for performance during crisis according to DFARS clause 252.237-7023.

1. Government food and lodging are available at all sites, except King Salmon, Murphy Dome, Kotzebue, Joint Base Elmendorf Richardson (JBER) and Cold Bay. At these locations, commercial facilities may have to be used. King Salmon has lodging facilities but does not provide food. Availability of quarters varies with the seasons at all locations.

2. Commercial air transportation is available to each Long-Range Radar Site (LRRS). Local

Government transportation is available from the airport/runway of the airport serving the LRRS to the radar site with the exception of Murphy Dome, Oliktok and JBER. Rental vehicles are available in Fairbanks, Deadhorse and Anchorage for use when traveling to Murphy Dome, Oliktok or JBER.

4. The Contractor(s) shall provide their own cold weather gear.

5. Access to site spares, support equipment and work facility will be provided. Common tools will be provided on a case-by-case basis with pre-coordination required. All support equipment requirements for the AN/FPS-117 must be coordinated with Alaska Theatre POC’s, prior to travel to site. Also, requests for flight support on Government-provided air transportation will be coordinated at this time. Site Arrival Notices (SAN) will be submitted to the 611ASUS/ARS/SAN email account at least two weeks prior to any site/MCS visit. All special requests will be coordinated with 611 ASUS/PMA at least two weeks prior to the start of the requested support or as soon as the requirement is identified, whichever comes first, to DSN 317-552-9159 or FAX at DSN 317-552-9706 (for Commercial numbers, drop the 317 and put area code 907 in its place)

6. Site transportation will be provided as applicable.

7. Advanced record copy notice of arrival/travel is required. Send the arrival/travel notification to

611 ASUS/ARS POC’s. Information required is as defined in the SAN, to include name, JPAS clearance (if unescorted access is required), and date of arrival, length of stay, and site to be visited, and purpose of visit. If additional requirements are necessary, they will be requested from the SAN origination point.

8. Blanket theater clearance for Contractor personnel to travel to Elmendorf AFB, AK and any

Alaskan LRR, for the purpose of effecting emergency or urgent engineering services to the AN/FPS-117, is granted but does not relieve the Contractor from responsibilities (Paragraph 7).

9. There is no routine medical or dental care available at the Alaskan LRR sites. Emergency trauma care is available at local village clinics. Contractor/Contractor personnel are responsible for all costs for emergency air evacuation.

10. Administrative support is available through the 611 ASUS at JBER, AK for government personnel.

11. Telephone access to class A, and class C lines is available to the Contractor when such services are available on the sites. There is no government-furnished NIPR Net access at LRR sites. Use of a Contractor-furnished central computer system may be available on a limited and non-interference basis. Any communications requirements exceeding those available at the LRR sites require approval of the 611 ASUS/PMA.

12. Quality assurance is performed by 611 ASUS personnel.

NOTES: All civilian aircraft landing at a government facility will have a valid landing permit filed with the 611 ASUS/LRAM Airfield Management Office at 552-1448. Airfields are open 0800 to 1700 excluding weekends.

Visitor requests which require “unescorted” access to restricted areas under 611 ASG control must be coordinated through the JPAS system. Submit the visit request information in JPAS to SMO Code EL0RFJFR6 (611 ASUS). Once the JPAS visit request has been processed mark the JPAS column below to indicate JPAS action.

If the request for arrival or departure falls on the weekend or outside of the 0800 to 1700 business hours then an over time charge will apply.

RADAR DOWN TIME REQUEST: Please submit your downtime request to ARS.SAN@us.af.mil for review by ARS Program Management Office no later than 30 days before down time is being requested.

The request can be sent on the SAN and if a list of personnel is not available at the time of submission an email will work. The Program Office will get approval/disapproval back to you with in 7 duty days. If you have not heard anything by then, please reengage the Program Office. ATTACHMENT 2 - WLA for AN/FPS-117 – Canada Sites

1. The following Contractor technical requirements will be made available on each North Warning

System (NWS) site:

a) A well-lit, environmentally controlled area

b) Adequate electrical power for testing and soldering purposes

c) Access to work bench (when necessary)

d) Access to Technical Orders located on site

e) An area in which material, tools, etc. may be stored and secured.

f) Reasonable access, on a non-interference basis, to tools and support equipment located on site

g) Access to on-site spares

h) Telephone access is available as follows:

1) General Purpose DSN at all NWS sites on a non-interference basis;

2) Commercial ‘Calling Card’ telephone services at all NWS sites via NWS satellite to DVB

North Bay; and

3) FAX services at each NWS site.

2. Emergency medical services is available only via emergency air evacuation, except for Cambridge

Bay (CAM Main) and Hall Beach (FOX Main), which have nursing stations; and

3. Access to NWS sites is only available through the Directorate Aerospace Equipment Program

Management (DAEPM), and all visit requests must be coordinated through the (DAEPM) (R&CS)/NWSO 3-3-4-4. Personnel arriving via commercial means to a NWS site without proper authorization will be denied access. It should be noted that commercial accommodation in the village of Cambridge Bay, Hall Beach, and Cartwright is limited, rudimentary at best, and very expensive.

4. Transportation to all Logistics Support Sites (LSS’s), Inuvik, Cambridge Bay, Hall Beach, Goose

Bay and Iqaluit, is available through commercial airlines. Transportation from the LSS’s to the sites will be provided by helicopter through Third Party Support (see below for contact points) and arrangements must be made in advance.

5. Food and lodging while on site will be provided by DAEPM (R&CS)/NWSO through the O&M

Contractor as part of third party support.

6. NWS Security requirements for access to NWS site operations areas and classified information are as follows: All visit requests are to be submitted through the United States Defense Attaché Office (USDAO), Ottawa, Canada, and shall include:

a) Last name, first name, and middle initial;

b) Rank and service, if appropriate;

c) SSAN;

d) Parent unit and office symbol, or company and position;

e) Security clearance;

f) Citizenship;

g) Reason for visit and expected duration of stay;

h) Point of entry (POE) into Canada;

i) Requirement for access to classified information and/or operations areas;

j) Third party support requirements (i.e., messing, accommodation, transportation, Arctic kit, or site personnel assistance); and

k) Requesting agency OPI and telephone number.

7. Customs clearance is required for all materiel entering Canada. Only US Government owned materiel may be brought into Canada free of taxes. The importation of Contractor owned property must be coordinated directly with Revenue Canada by the Contractor. The DAEPM(R&CS) NWSO POC for customs coordination of US Government and materiel is DAEPM

(R&CS)/NWSO 3-3-4-4.

8. The NWS O&M Contractor has determined that all NWS sites are ‘Dry’ sites and this position is fully supported by DAEPM (R&CS)/NWSO. Any use of alcohol or illicit drugs will result in expulsion from the site on the first available aircraft.

9. ‘Canteen’ facilities are limited at all NWS sites and are generally restricted to the provision of personal care items, soft drinks, and similar sundries. There is no US currency exchange available, therefore, all visitors to NWS sites should be in possession of Canadian funds, preferably in small denominations.

10. NWSO does not employ Quality Assurance (QA) personnel at each site. QA requirements must, therefore, be coordinated with DAEPM (R&CS)/NWSO 3.

11. Project Officer for all AN/FPS-117 related requirements at all NWS sites is DAEPM

(R&CS)/NWSO 3-3.
