SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
ADDENDUM TO 52.212-2
ADDENDUM TO FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS
1. BASIS FOR CONTRACT AWARD
1.1. This is a Lowest Price Technically Acceptable (LPTA) source selection in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, as supplemented by the Defense Federal Regulation Supplement (DFARS), the Air Force Federal Acquisition Regulation Supplement (AFFARS), DoD Source Selection Procedures, and Air Force Mandatory Procedures. These regulations are available electronically at the Air Force (AF) FARSite, http://farsite.hill.af.mil.
1.2. The Government will select the proposal with the lowest evaluated price from among those meeting the acceptability standards for non-price factors. All technical subfactors are weighted equally and are evaluated on an acceptable/unacceptable basis. Each technical subfactors will receive an acceptable or unacceptable, using the rating and descriptions outlined in this section of the solicitation. The Government will award offerors who present technically acceptable offers, conforming to the solicitation, with the lowest Total Evaluated Price (TEP). The solicitation requirement include all stated terms, conditions, representations, certifications, and all other information required by the addendum to FAR 52.212-1 of this solicitation. Technical tradeoffs will not be made and no credit will be given for exceeding the Acceptable rating.
1.3. The Government intends to evaluate proposals and make award without discussions. For the purposes of making the award decision without discussions, all initial proposals that are rated technically Unacceptable on any subfactor will be deemed unawardable. However, the Government reserves the right to make no award at all, depending on the quality of proposals received. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the FPR are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.
1.4. Correction Potential of Proposals
The Government will consider, throughout the evaluation, the “correction potential” of any deficiency or uncertainty. The judgement of such “correction potential” is within the sole discretion of the Government. If an aspect of an offeror’s proposal does not meet the Government’s requirements and is not considered correctable, the offeror may be eliminated from the competitive range.
1.5. Unrealistic Offer. The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, contract terms and conditions, or unrealistically high or low prices when compared to Government estimates or information gleaned from the proposal itself, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. Any aspect of the proposal judged to be unacceptable may render the entire proposal unacceptable.
1.6. Evaluation Methodology
1.6.1. Proposals will be evaluated using a three-step methodology as follows:
http://farsite.hill.af.mil/
1.6.1.1. STEP 1: Factor 1 – Price Proposal. The Government will perform an assessment of the initial proposals overall Total Evaluated Price (TEP) of the offers to screen for accuracy and completeness. The Government may make corrections to obvious mathematical errors, rounding errors or other minor adjustments for the purpose of initial screening. Factor 1, Price Proposal will be evaluated for accuracy, completeness, and fair and reasonableness.
See below for detailed evaluation process for this factor. Government will conduct a price analysis and/or a cost realism on all responsive proposals received for this requirement. After price evaluation, offers will be ranked from lowest TEP to highest TEP. The lowest TEP will be selected for further evaluation.
1.6.1.2. STEP 2: Factor 2 – Technical. The Government will evaluate the proposal selected in Step 1 above for technical acceptability, assigning ratings described below. If the technical proposal received an “Acceptable” rating, then the lowest proposal will be selected for further evaluation. If the lowest proposal receives an “Unacceptable” rating on any of the technical subfactors, that offeror’s proposal will be ineligible for award and the next lowest price offer will be evaluated for technical acceptability.
1.6.1.3. STEP 3: Factor 3 – Past Performance. The Government will evaluate the proposal selected in Step 2 for past performance acceptability, assigning ratings as described below. If the offeror receives an “Acceptable” rating, then the evaluation ends and Government may move forward with award. If the offeror receives an “Unacceptable” rating on past performance, then will go back to Step 1 and Step 2 to find the next lowest offer with a technically “Acceptable” proposal.
1.6.2. Evaluation Factors and Subfactors Evaluation. The following evaluation factors and subfactors will be used to evaluate each proposal.
Factor 1 – Price Proposal Factor 2 – Technical
Subfactor 1 – Management & Staffing Plan Subfactor 2 – Retention Plan Subfactor 3 – Understanding the Requirement & Résumés
Factor 3 – Past Performance
1.6.2.1. Volume I – Factor 1, Price Proposal
1.6.2.1.1. Price Evaluation. The Government will use a TEP worksheet (Attachment 3) to formulate Total Evaluated Price for all offerors for comparison purposes per FAR 15.404-1(b)(2)(i). TEP, fully burdened rates for each labor category and premium rates will be evaluated for price reasonableness and unbalanced pricing. If no unbalanced pricing identified on fully burdened labor rates proposed for each labor category, the Offeror’s cost/price proposal will be evaluated further based on the TEP, calculated as stated below. Offerors whose price is determined to be unreasonable or unbalanced may not be considered for award.
1.6.2.1.2. Price Reasonableness. Adequate price competition in accordance with FAR 15.305 and 15.404-1 is anticipated to determined price reasonableness. Price analysis will be used to evaluate the reasonableness of each offeror’s TEP and will be used to satisfy the requirement mandated by FAR 15.305(a)(1). Price reasonableness may also be determined based on the comparison of tech offeror’s TEP to the average TEP and against the Independent Government Estimate.
1.6.2.1.3. Unbalanced Pricing. Offerors are cautioned against submitting an unbalanced offer. The Government will analyze offers to determine whether they are unbalanced with respect to cost/price and separately priced line items in accordance with FAR 15.404-1. An example of unbalanced offeror would be proposed labor rates that are significantly less than or significantly overstated in relation to the proposed rates or other labor categories. The Government may also consider and offer unbalanced if there is a significant difference between proposed labor rates in the same labor category between option periods or the proposed prices from year to year or above what would be considered a reasonable adjustment for inflation. Offeror’s proposals that are determined unbalanced may be rejected. The Government will analyze proposals to determine whether they are unbalance with respect to prices, variable quantity matrix factors, and separately priced items in accordance with FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
1.6.2.1.4. Total Evaluated Price. The Government will utilize the TEP Worksheet, Attachment 3 to calculated TEP of all offerors. TEP is calculated by adding price proposed for the Base Year, Option Year 1, Option Year 2, and half of Option Year 2 (for FAR 52.217-8 evaluation).
For evaluation purposes, the Government will rank offers based on Total Evaluated Price calculated as follows:

(b) CLIN 0002 FFP Travel
(c) TOTAL BASE YEAR (a) + (b)

TOTAL EVALUATED PRICE sum [(c), (f), (i), (l)]
TEP is automatically calculated using Attachment 3, Pricing Workbook.
The Government may determine an offer unacceptable if the proposed prices are materially unbalanced which is defined as significantly understated or overstated in relation to the actual cost of the item or when price is determined to be not fair or reasonable.
1.6.2.1.5. Compensation Plan is compliant with FAR 52.222-46, Evaluation of Compensation for Professional Employees, and other applicable labor laws.
1.6.2.2. Volume II – Factor 2, Technical
The offeror’s technical proposal shall be evaluated on an acceptable or unacceptable basis, assigning one of the rating for each subfactor. Any subfactor evaluated as an “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined technically acceptable, either initially or as a result of clarifications or discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort on the initial proposal, as received, without discussion.

1.6.2.3. Volume III – Past Performance
1.6.2.3.1. The Past Performance evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements. The contracting officer shall seek recent and relevant performance information on each offeror based on (1) information provided by the offeror, (2) PPQs, and (3) data independently obtained from other government and commercial sources.
1.6.2.3.2. Ratings. The Past Performance factor will receive one of the ratings described below:
TABLE 3 – PAST PERFORMANCE EVALUATION RATINGS
Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below).
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be available to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
1.6.2.3.3. Evaluation Process. The purpose of the past performance evaluation is to allow the Government to make an assessment of the offeror’s ability to perform the effort described in the RFP, based on the offeror’s demonstrated past performance. The assessment represents the Government evaluation team’s judgment of the probability of an offeror successfully accomplishing the proposed effort based on the offeror’s past performance records. Past performance evaluation is accomplished through the assignment of confidence assessment rating based on offeror’s recent and relevant performance history focusing in and targeting those that are relevant to this solicitation. Not that these assessment ratings are subjective based on the past performance information collected.
1.6.2.3.4. Recency Assessment. An assessment of the PPI will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past three (3) years from the solicitation issue date for this effort. Past performance information that fails this condition will not be evaluated.
1.6.2.3.5. Relevancy Assessment. The Government will conduct an evaluation of all recent performance information obtained to determine whether the products provided/services performed under those contracts relate to the requirements of the PWS. For each recent past performance information reviewed, the relevance of the work performed will generally be assessed for the technical subfactors and Price Factor. A relevancy determination of the offeror’s past performance will be made upon the aforementioned considerations, including joint venture partner(s) and major and critical subcontractor(s). In determining relevancy of effort performed under individual past performance contracts, the government will only consider the specific effort or portion consistent with that proposed by the prime, subcontractor, or teaming partner. The PPIFs and information obtained from other sources will be used to establish the relevancy of past performance. The Government will use the following relevancy definitions when assessing recent and relevant contracts:
TABLE 4 – PAST PERFORMANCE RELEVANCY RATINGS
Rating Definition Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
1.6.2.3.6. Performance Quality Assessment. The Government will consider performance quality of recent, relevant efforts (how well the contractor performed on the contracts). For each recent, relevant past performance information reviewed, the performance quality of the work performed will be assessed for the Technical subfactors and Price factors (however, all aspects of performance that relate to this acquisition may be considered). Pursuant to DFARS 215.305(a)(2), the assessment will also consider the extent to which the offeror’s evaluated past performance demonstrates compliance with FAR 52.219-9, Small Business Subcontracting Plan. The quality assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports an unsatisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problem(s), mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated. The Government will use the following quality levels when assessing recent, relevant efforts:
TABLE 5 – PAST PERFORMANCE QUALITY ASSESSMENT
Quality Assessment Description SATISFACTORY (S) During the contract period, contractor performance is substantially meeting
(or substantially met) contract requirements. For any problems encountered, contractor took effective corrective action.
UNSATISFACTORY (U) During the contract period, contractor performance is not meeting (or did not meet) some contract requirements. For problems encountered, corrective action appeared only marginally effective, not effective, or not fully implemented. Customer involvement was required.
NOT AVAILABLE (N) Quality and/or performance information not available.
1.6.2.3.7. Assigning Ratings. As a result of the relevancy and performance quality assessments of the recent contracts evaluated, offerors will receive an integrated past performance rating at the factor level (see Table 3).
More recent performance will have a greater impact on the Past Performance rating than less recent effort.
