PERFORMANCE WORK STATEMENT

TEACHING AND EDUCATION SERVICES

CERTIFIED ENERGY MANAGER’S PREPARATORY COURSE

AIR FORCE INSTITUTE OF TECHNOLOGY

I. INTRODUCTION

a. This Performance Work Statement (PWS) defines the requirement for the Contractor to provide teaching and educational services to the AFIT Civil Engineer (CE) School for an Association of Energy Engineers (AEE) approved preparatory course and the administration and proctoring of the Certified Energy Manager’s (CEM) exam.

b. Background: The mission of the Civil Engineer School is to provide vital, relevant, and connected education that enables Airmen to be ready engineers and great leaders. This course is critical and provides fundamental knowledge and tools to understand and apply energy and water management fundamentals, technology and conservation principles as they relate to Air Force installations. This course is offered once per year.

II. SCOPE OF WORK

a. Instructional Services – The contractor shall deliver an AEE approved preparatory course for the AEE Certified Energy Manager’s Exam. An example of an acceptable course is the “5-day Comprehensive Training for Energy Managers” course offered by AEE. The course shall be conducted during the period 6-10 July 2020 during the hours 0800 – 1700 EDT for up to 30 students. The contractor shall supply the necessary instructors, the appropriate workbooks, and other customary course materials to each individual student. The Government will provide the recommended textbooks. The course must be conducted in its entirety within a time frame specified in an online distance learning format. As a minimum, the course must address the topics listed in paragraph f. below.

b. Education Services – The contractor shall administer/proctor the Association of Energy Engineer’s Certified Energy Manager exam on the last day of the course and issue the customary certificates to each student passing the exam.

c. Location – Instructional and Education Services will be provided online in a distance learning format.

d. Travel – The contractor shall make appropriate travel arrangements and bear all related travel expenses. All travel costs will be included as part of the course.

e. Other – The course will include all customary fees associated with the exam (e.g. application fee, exam fee). All instructors must be AEE Certified Energy Managers.

f. Course Topics – As a minimum, the course must address the following topics: The need for energy management, conducting an energy audit, energy audit instrumentation, energy codes and standards, building energy use and performance, energy accounting in building and facilities, energy rate structures, electric rate structures, economic analysis of alternative investments, alternative financing, waste heat recovery, life cycle costing, fuel supply and fuel switching, electrical energy management, lighting, motors and adjustable speed drives, HVAC systems, controls and energy management, insulation, green buildings, LEED ® & Energy Star Boilers and steam generation, Cogeneration (CHP), and Maintenance.
