L-1 General Proposal Instructions
A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. By providing a quote, the offeror is certifying that they shall provide carriers that meet the requirements specified in the Salient Characteristics.
B. Response to this solicitation must be submitted by the due date specified in Block 8 of the SF1449. The SF1449 must bear the signature or electronic certification of an official in the company authorized to bind the firm. The signed SF1449 document must be submitted electronically to all individuals listed below. Receipt of your electronic submittal will be acknowledged via return email; if you do not receive an acknowledgement, you are advised to call for confirmation as firewall protections may block emails and/or strip attachments. L-2 Specific Instructions
A. Price Proposal. Offeror is asked not to alter the electronic version of the Request for Quote (RFQ) (Word document) other than to fill in the required information as outlined below. In particular, offeror is asked not to delete page breaks or to alter headers/footers.
(1) SF 1449, Page 1. Complete the items listed below. In doing so, the offeror accedes to the contract terms and conditions as written in the solicitation, to include attachments. The solicitation constitutes the model contract.
Block 12, Discount terms (payment terms such as Net 30)
Block 17a, Name / POC / address of offeror (code = cage code; facility code = DUNS)
Block 26, Total award amount (one total proposed price CLINS 0001 - 0008)
Block 30a, Signature

(2) Section B, Price Schedule.
For each contract line item number (CLIN), insert proposed unit price and extended amount.

The extended amount must equal the quantity multiplied by the unit price. To prevent rounding issues, unit prices are limited to two (2) decimal places and no rounding of the extended amount is allowed.
Note: It is the responsibility of each offeror to verify their calculations.
Interchanges: The Government may conduct Interchanges with one, some, none, or all Vendors at its discretion.
B. Technical Proposal
Quoter shall include photos and specifications validating their proposed products adherance to the salient characteristics.

M-1 Evaluation Methodology.
A. This is a total small business set-aside, competitive acquisition. For this acquisition, selection of the best value offeror will be made using FAR Part 13 Simplified Procedures. Award will be made to the lowest priced quote meeting the Government's requirement and the terms of the solicitation after a Price Fair and Reasonable determination is made.
B. All quotes will be evaluated to determine responsiveness. To be considered responsive, quotes must have been submitted timely, the offeror must have current registration at SAM.gov under NAICS 315590, and the quote must conform to solicitation requirements. All responsive quotes will be ranked from lowest to highest Total Evaluated Price (TEP). The lowest TEP quote will be evaluated for technical acceptability. The offeror shall provide sufficient technical and specification documentation (no more than 20 pages including the required pictures and specifications) to ensure the Government can evaluate technical acceptability. Technical acceptability will be determined based upon the quoted products adherance to the Salient Characteristics in attachment 1. The quoted products must satisfy all requirements to be acceptable. Faliure to meet all Salient Characteristic requirements will render a quote technically unacceptable. In the event the lowest TEP quote is found technically unacceptable, the next lowest TEP quote will be evaluated until a quote is found acceptable.
Once the Government determines a quote is technically acceptable, no further evaluations will be conducted. However, the Government reserves the right to review additional offers to assist with a price fair and reasonable determination.
C. The quoted prices will be validated by multiplying the quantities identified in the price schedule by the proposed unit price for each CLIN to confirm the extended amount for each CLIN. The quoted extended amounts for all CLINs will be totaled to confirm a total quoted price. This amount should equal the offeror's total quoted price entered into Block 26 on Page 1 of the SF1449.
D. The Government intends to evaluate and make award without interchanges with the offeror. The Government, however, reserves the right to conduct interchanges if deemed in its best interests.
Offerors are cautioned to submit sufficient information and in the format specified herein. Offerors may be asked to clarify certain aspects of their quote; however, exchanges with offerors to resolve minor or clerical errors will not constitute discussions. The Government reserves the right to award a contract without the opportunity for quotation revisions. The Government reserves the right to only review the lowest price, responsive quote.
E. The Contracting Officer will determine price reasonableness by means of one or more evaluation techniques described in FAR 13.106-3.
