MOBILE FORKLIFT RAMP/DOCK SYSTEM

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Paragraph (b), entitled “Submission of Offers,’:

Offers will be submitted by electronic mail. Submit signed and dated offer at or before 1200(12:00 PM) Pacific, 12 August 16. To send offer via electronic mail all documents must be scanned in .pdf (Acrobat) format and emailed to john.barron.3@us.af.mil

Submit quotations on company letterhead or pricing document. Quotations must include as a minimum: a) company contact information, b) price breakout for the requested line items, c) CAGE Code, d) a completed FAR Provision 52.212-3, Representation and Certification with a copy of a verification of registration with system for award management https://www.sam.gov/. e) Technical capability approach. The government reserves the right to make award without discussions.

Paragraph (c), entitled ‘Period for Acceptance of Offers’:

The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.

OMBUDSMAN PROGRAM

In accordance with DFARS 232.7002, use of electronic payment requests is mandatory. Use of Wide Area Workflow (WAWF) will speed up your payment processing time and allow you to monitor your payment status online. The

resulting contract from this RFQ will have WAWF instructions and procedures.

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes.

The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, Mr. Gregory S. Oneal, AFICA OL AMC, 507 Symington Drive, Scott AFB, IL 62225-5022, 618-229-0267, fax 618-256- 6668, email: Gregory.Oneal@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/HQ AFICA/AFISRA/SMC ombudsman levels, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

SPECIFICATIONS

SPECIFICATIONS

MOBILE FORKLIFT RAMP DOCK SYSTEM

Contractor will provide all personnel, transportation, materials, and supervision in constructing and shipping mobile forklift ramps to Travis AFB, CA. Contractor will manufacture all ramps and decks in accordance with all local, state, and federal manufacturing and safety laws and regulations. End user will construct the forklift ramp dock system at location.

Item Description:

The mobile forklift ramp dock system will be comprised of three 8’ x 35’ moveable steel ramp sections, and six 8’ x 12’ movable steep decks. The six dock sections will be interconnected to create one 24’x 24’ dock and the three incline ramps will be interconnected to create one 24’ wide x 35’long ramp. The mobile forklift ramp dock system deck will be adjustable to 38” – 56”. The mobile forklift ramp dock system will have 12” curbings (hand rail style). The curbings will be on the two outside ramps and decks.

All sections must be movable by forklift. Contractor will have 30 days to deliver all components for the forklift ramp dock system.

Specifications:

The mobile forklift ramp dock system must meet the following specifications:

1. Three 8’wide x 35’long steel ramps

2. Six 8’wide x 12’long steel decks

3. Sections of the deck & ramp should be able to inter-connect with minimal parts.

4. 50,000 lbs. capacity

5. Adjustable height 38”- 56” is required on dock end only.

6. Color: Navy Blue

7. 12" curbings (rail style)

8. 5 Year Warranty

9. No wheels
