SectionC Justification forSolicitingfrom aSingleSource orBrandNameRow1: The deploying unit is expected to depart by 10 November. Due to the urgent nature of this requirement, the customer requests approval for single source purchase so the required items are delivered prior to departure. If forced to wait through the bidding process, the required items will not arrive in time for issue and use.
SectionD EffortstoObtainCompetitionRow1: IAW FAR Part 13.501(a)(1), "acquisitions conducted under simplified acquisition procedures are exempt from the requirements in Part 6." However, FAR Part 6.302-5(b)(2) is being used to demonstrate the authority of awarding a sole source contract because IAW FAR Part 6.302-5(b)(2) the use of other than full and open competition is authorized when awarding a contract to a qualified nonprofit agency for the blind or other severely disabled. The base service store falls under this category; therefore, IAW FAR Part 13.501, a sole source purchase order shall be awarded to South Texas Lighthouse for the Blind.
SectionE StepstoPrecludeFutureSingleSource orBrandNameAwardsRow1: Since South Texas Lighthouse for the Blind is a nonprofit agency employing people who are blind or severely disabled and under the ability one program, purchase through them is required unless the ability one participating nonprofit agency cannot provide the supplies or services within the time required, and commercial sources can provide them significantly sooner in the quantities required.
