STATEMENT OF WORK
SANDING BOOTH FOR BUILDING 2036
ROBINS AIR FORCE BASE, GEORGIA
3 Aug 2018
WORK TASK 4517163
1. SECTION 1 – DESCRIPTION OF SERVICES.
1.1. SCOPE OF WORK.
The contractor will provide a sanding booth – hex chrome for Bldg 2036 aircraft hangar at Robins AFB, GA. This will be used to remove coatings and corrosion from fiberglass, steel, and aluminum aircraft components. The contractor shall provide all labor, equipment, parts, consumables, transportation, and any other items and services necessary to provide sanding booth-hex chrome in accordance with (IAW) this Statement of Work (SOW).
2. SECTION 2 – PRODUCT DESCRIPTION.
2.1. Quantity. The contractor shall provide one (1) sanding booth-hex chrome, with electrical system in compliance with explosion proof components and fittings IAW National Electric Code references in this SOW, complete.
2.2. System Specifications.
2.2.1. Sanding booth-hex chrome must include a working compartment, motor, controls, primary and secondary filtration, lights, compressed air connection, and explosion proof fittings/components as required IAW the National Electric Code references. The sanding booth is located in the paint mixing room for aircraft paint.
2.2.2. Booth must be composed of the equipment specified in Section 2.3.
2.2.3. Booth shall comply with American Conference of Industrial Hygienists (ACGIH) Industrial Ventilation Manual, 28th edition, Figure VS-80-18. This figure requires 100 fpm face velocity.
2.2.4. System components must not exceed 10 feet in height. The sanding booth must be sectional to fit through the double-door access to the room and then assembled in place.
2.3. Equipment Specifications.
2.3.1. The contractor shall provide one (1) sanding booth – hex chrome. The booth shall be no larger than approximately 10-foot wide, 10-foot deep, and 10-foot high and be sectional to fit through the double-door access to the room. Booth shall be at least 14 gauge steel construction. Overhead lighting inside the booth shall be explosion proof and include three (3) 40 watt bulbs and one light switch to control overhead lighting. Booth shall be fitted with 10 horsepower TEFC motor. Airflow of booth should be at least 6000 CFM. Booth controls shall include on/off starter, overload protection, and automatic pulse jet cleaning. Primary filtration system should include two (2) aluminum mesh filters. Secondary filtration system should include four (4) nanofiber cartridge filters and reverse pulse filter self-cleaning system. Backdraft should include six (6) 1-inch by 96-inch adjustable slots. Booth requires one (1) compressed air connection, but does not require any electrical outlets.
2.4. Installation & Warranty.
2.4.1. The contractor shall be responsible for equipment delivery to Bldg 2036 at Robins AFB, GA 31098. Government can provide a forklift to move equipment to installation area.
2.4.2. The government will provide 277/480V, 3-phase electric utility source at main electric panel (see Atchs 1 & 2). There also is 120/208, 3-phase electric utility source at the main electric panel area if the contractor chooses to run multiple voltage circuits to the sanding booth location. The contractor shall be responsible for all material and labor to connect equipment to the main electric panel breaker space (including circuit breakers), run the electric service to the equipment location, provide a disconnect switch or receptacle at the equipment location, and connect the equipment to the disconnect switch or receptacle. The contractor’s work shall comply with the National Electric Code (NEC) 70, NEC 77, and NEC 780.
2.4.3. The government will provide 100 psi compressed air utility within 50 feet of equipment. The contractor shall be responsible for all material and labor to connect sanding booth equipment to the compressed air utility source. In addition, the contractor will provide a supplemental compressed air filter-dryer, similar or equal to Ingersoll Rand Model D300IN (176 cfm air flow, electric power 1.55 kW, power supply 230/1/60, 8 amps total) adjacent to the compressed air connection point to the sanding booth. The contractor will also connect the filter-dryer to an electric utility source as needed.
2.4.4. The contractor shall fully assemble and install all equipment on-site in Bldg 2036 within the installation area. The installation areas are specified in Appendix B.
2.4.5. The contractor shall provide a factory trained employee to supervise all work and provide labor as required, including airfare, local transportation, meals, and all other accommodations.
2.4.6. After equipment installation, the contractor shall provide system start-up, testing, and appropriate adjustments to make equipment fully operational.
2.4.7. After equipment installation, the contractor shall provide equipment operation training, tuning, troubleshooting, preventative maintenance awareness, and equipment servicing to increase product life.
2.4.8. The contractor shall test all equipment on-site at Robins AFB to ensure compliance with
2.2.3 of this SOW and provide certification documents.
2.4.9. The contractor shall provide a full warranty on all equipment and workmanship for a period of no less than one (1) year from project installation date. All warranty issues and repairs must be handled on-site at Robins AFB by a factory trained employee.
2.5. Operating Hours. All work shall be performed during normal operating hours, 0700-1700 Monday thru Friday, except on federal holidays when the facility shall be closed. If needed, the contractor may request other work hours via the project engineer in 116 CES (478-201-1404).
2.6. Period of Performance. All work on this contract shall be completed within 120 calendar days after contract award date. Work shall be accomplished around aircraft schedules to minimize impact to production.
2.7. Contractor Personnel. The contractor shall provide a Contract Manager point of contact and an alternate who shall act for the Contractor and shall designate these individuals in writing to the Contracting Officer (CO) within two (2) working days after contract award. The Contractor shall provide telephone numbers of their Contract Manager and alternate, such that they may be contacted at any time. The Contract Manager shall have full authority to act for the Contractor on all matters relating to operation of this contract on Robins Air Force Base. Contractor’s employees shall present a neat, clean, safe, and professional appearance at all times.
2.8. Re-Performance of Unacceptable Services. The contractor shall have one business day to re-perform unacceptable services, after notification by the CO that services are unacceptable.
2.9. Quality Control Program. The contractor is responsible for the quality of services provided under the terms of this contract, including those provided by subcontractors. To ensure the requirements of this contract are met, the contractor shall implement an effective and economical quality control program to identify, prevent, and ensure non-recurrence of defective services.
2.10. Safety Requirements. The contractor shall comply with all safety practices posted in the assigned work area and the attached Appendix A. The contractor is required to comply with the current revision of the codes, instructions, regulations, and standards specified in Appendix A. The work site is a no smoking area.
2.11. Housekeeping. The contractor shall keep work areas clean and neat in accordance with Industry Standards, Occupational Safety and Health Administration (OSHA), fire and safety standards, and this SOW.
2.12. Tool Control & Accountability. While performing contract services in or around Maintenance Production Shops including Ramp areas, the contractor shall comply with AF Instruction 21-101, ANG Supplement, and Aircraft & Equipment Maintenance Management.
2.12.1. All tools brought into 116 MXS areas, including ramp areas, shall be secured in a container or bag. Each tool shall be identified and listed separately on a “tool listing” kept inside each container or bag. Contractor personnel shall make the “tool listing” available to government personnel when requested.
2.12.2. Contractor personnel shall ensure all tools are secured when not in use. Contractor personnel shall ensure no tools are left unattended at any time.
2.12.3. Contractor personnel shall inventory the container or bag of tools at the beginning and at the end of each day.
2.12.4. Contractor personnel shall immediately notify the CO of any tools that are missing. Tools not located within one hour of notification will be reported by the CO to appropriate government personnel.
2.13. Foreign Object Damage (FOD) & Dropped Object Prevention (DOP). Contractor personnel who, in performance of their assigned duties on this contract, work in or travel through areas near operational and production aircraft, engines, munitions, support equipment, Ground Support Equipment (GSE), trainers and the contractor personnel operating vehicles and equipment on flight lines, runways, taxiways, parking ramps, and in aircraft hangers and maintenance areas are required to receive FOD/DOP training and to comply with AFI 21-101.
2.14. Pass & ID Requirements. The contractor personnel must have a pass to access Robins AFB, and a restricted area pass to work in Bldg 2036. Restricted area at Bldg 2036 requires escorts by USAF personnel. Base passes are obtained from building 219, located outside Robins Main Gate (Watson Blvd & GA 247). To obtain a pass, the contractor must be sponsored by a base employee and have a valid driver’s license, current vehicle registration, and proof of insurance. The contractor may contact Pass & ID at 478-926-4208 for more information.
3. SECTION 3 – GOVERNMENT FURNISHED PROPERTY & SERVICES.
3.1. Government Furnished Property (GFP) is not applicable to the performance of this contract in accordance with FAR Parts 45 and 52.245 plus supplements.
3.2. Government Furnished Services are applicable during the performance of this contract.
3.2.1. Security Forces. The Government will provide general on-base security force service. The telephone numbers for security forces are 911 for emergencies and 478-926-2187 for non- emergency calls.
3.2.2. Fire & Emergency Services. The Government will provide general on-base fire protection services. The Contractor shall comply with fire prevention rules and regulations enforced by the Robins AFB Fire Prevention Branch. Call 911 for emergencies. For non-emergency calls to dispatch call (478) 926-2187.
3.2.3. Emergency Medical Service. The Government will provide 24 hour off-base state certified paramedic level emergency response and patient transport services for Contractor personnel who are injured or become seriously ill while on Robins Air Force Base. The telephone number is 911 for emergencies.
Note: Calling 911 from a cell phone will be received by off-base emergency 911 system, causing a delay in response time by emergency personnel. To expedite response time, request off-base 911 operator transfer your call to the Robins AFB 911 system. When possible use a base telephone to receive on-base help.
3.2.4. Utilities. The Government will provide utility services. These utilities include electricity, water, and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.2.5. Custodial Services. The Government will provide custodial services limited to the extent provided in the Base Custodial Contract(s) for the Government provided facilities.
3.2.6. Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
3.3. Environmental Protection & Safety. The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
3.3.1. Material Safety Data Sheet/Safety Data Sheet (MSDS/SDS). The contractor shall not transport or use any chemical, material, or substance used in the performance of this contract on Robins AFB before written approval is provided by 78 CEG/CEIE. The contractor shall submit all material safety data sheets (MSDS) and safety data sheets (SDS) to the contracting officer representative (COR) ten (10) calendar days after contract award date. The contractor shall comply with the effective dates for SDS requirements in accordance with the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The COR will forward all MSDS/SDS submittals to 78 CEG/CEIE for approval. 78/CEIE will determine any additional material requirements based on the hazard code of the material. The contractor shall maintain copies of manufacturer MSDSs/SDSs for all chemicals and MSDSs/SDSs shall be readily accessible at all times by contractor personnel as well as government employees.
3.3.2. Hazardous Material (HAZMAT). The contractor shall not store chemicals or hazardous material (HAZMAT) on Robins AFB.
3.3.3. Hazardous Waste. The contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The contractor shall notify the COR if the required waste containers are not available on site.
3.3.4. Discharges. Any discharges into Robins AFB industrial waste treatment plant (IWTP) or sanitary sewer must be approved and completed IAW Robins Industrial Waste Water Discharge Permit as instructed by 78 CEG/CEIE. The COR will submit the required notice of intent documentation to the UEC for 78 CEG/CEIE approval. The contractor shall maintain records of written approval issued by 78 CEG/CEIE for discharges into IWTP and sanitary sewer.
3.3.5. Spills. Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the contractor shall immediately call 911 to report the incident. When possible, the contractor shall use a base telephone to receive help from Robins AFB 911. If using a cell phone, the contractor shall request Robins AFB 911. The contractor shall immediately report all environmental violations to the contracting officer representative (COR) and unit environmental coordinator (UEC). The contractor shall provide five (5) copies of a typed or written report about the incident within four (4) hours as follows:
One (1) copy to the contracting officer (CO), two (2) copies to the COR, one (1) copy for UEC, and a copy for record. The format of the report is up to the contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled 6.) Any damages or injuries 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded
3.4. Security Requirements.
3.4.1. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation, shall abide by all security instructions and directives of Robins Air Force Base. Employees are responsible for safeguarding any government property provided for contractor use.
3.4.2. The contractor and any subcontractors, as applicable, shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population; nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
3.4.3. The contractor shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be reported to the proper authorities.
3.4.4. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
3.4.5. Contact the Government Project Manager to obtain badging for access to Robins AFB. Employee names and social security numbers will be required. Contractor needs no access to classified data nor clearance to perform, other than validating their personal data on the Entry Authorization List. The restricted area on the aircraft ramp is due to aircraft security.
3.5. Quality Assurance. According to the Inspection of Services Clause, FAR 52.246-4 Fixed Price, the Government will evaluate the contractor’s performance under this contract. The contract monitor (CM) is a representative of the Contracting Officer (CO) and will participate in the administration of this contract. Any matters concerning a change in scope, prices, terms, or conditions of this contract shall be referred to the CO. The services to be performed by the contractor during the period of this contract shall at all times be subject to review by the CO and CM.
3.6. Emergency Evacuation Procedures. Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e., fire, tornado, bomb threats, etcetera. It is the responsibility of the contractor to provide guidance and establish procedures for responding to an emergency for their employees. It is the responsibility of the contractor to account for their employees following an emergency situation.
3.7. Site Location Diagrams. See APPENDIX B.
APPENDIX A
INDUSTRIAL SAFETY REQUIREMENTS
SECTION 1 - GENERAL REQUIREMENTS
A. Safety Program Requirements. The Contractor shall implement a safety program that ensures protection of Government personnel and property. The program shall consist of, as a minimum:
1. Mishap notification/reporting as defined in Section 1.B. below.
2. A Safety Program that addresses, as a minimum, the subjects listed in Safety Program Elements, Section 2 and to be used during performance of the work described in the contract.
B. Mishap Notification.
1. The Contractor shall notify the procuring Safety Office or a designated Contract Monitor (CM) within one (1) hour of all mishaps or incidents. A written report of the mishap/incident shall be sent within three calendar days to the CM, who shall forward it to the Procuring Safety Office. For information not available at the time of initial written report, the Contractor shall provide the remaining information no later than 20 calendar days after the mishap, unless extended by the Safety Office.
2. Mishap notifications shall contain, as a minimum, the following information:
a. Contract, Contract Number, Name and Title of Person(s) Reporting
b. Date, Time and exact location of accident/incident
c. Brief Narrative of accident/incident (Events leading to accident/incident)
d. Cause of accident/incident, if known
e. Estimated cost of accident/incident (material and labor to repair/replace)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective actions (taken or proposed)
h. Other pertinent information
3. If requested by the designated government representative, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office.
C. The safety provisions of this contract, shall apply to any subcontracts/subcontractors.
Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contractor and the procuring office.
SECTION 2 - SAFETY PROGRAM ELEMENTS
The Contractor’s Safety Program shall clearly define procedures, personnel qualifications, facilities and required equipment necessary to fulfill the following elements.
