SINGLE SOURCE JUSTIFICATION

(Simplified Acquisition) IAW AFFARS 5313.106(b)

Section A: General Contract Information Contracting Activity: PZIMA Purchase Request/Identification Number: TBD Project/Program Name: Flash Storage Module (FSM)

Section B: Description of the Supplies/Services Required The FSM is a part of the MC-130J and AC-130J aircraft system that is replicated within the Software Integration Lab. This FSM is not on the aircraft but is connected with the system integration lab in the 402d Software Maintenance Group (SMXG) located at Robins AFB.

Section C: Justification for Soliciting from a Single Source This is a Brand Name Buy. Curtiss Wright is the only authorized seller of this FSM and there are no other authorized resellers of this product. Curtiss Wright is the OEM of this FSM. This item is manufactured in United States (Ohio).

The (SMXG) uses the Curtiss-Wright flash storage module to connect with the MC-130J and AC-130 aircraft in order to store aircraft information such as mission data, charts, and maps. Since this flash storage module is utilized on the airfcraft the lab is required to use the same device. The technical data, specifications, and engineering data are proprietary to the original equipment manufacturer (OEM), Curtiss-Wright, who has no third-party resellers and does not authorize any other source to provide warranty support.

Section D: Efforts to Obtain Competition Market research including, Internet searches and queries of the SBA database (http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm) with NAICS code 334112 with keywords “Flash Storage Module”, “Flash Storage”, “Storage Module”, and “Curtiss-Wright” found no other vendors who could provide this requirement. Despite a large market for flash storage modules, the specifications and proprietary nature of this requirement precludes any other sources. The OEM, Curtiss-Wright, does not authorize third-party resell and does not offer its products through GSA, DoD ESI (http://www.esi.mil/AgreementList.aspx?type=1), NETCENTS-2 (http://www.netcents.af.mil/), or any other federal supply schedule. Therefore procurement through NETCENTS-2 is not feasible (reference attached OEM letter and NETCENTS-2 PMO concurrence). Because this unique requirement precludes the products of different domestic concerns, the rule of two is not met and a small business setaside is not possible. Based on the market research findings, an award on a sole source basis to Curtiss-Wright is recommended.

Section E: Steps to Preclude Future Single Source Awards Engineers are currently working to redesign the server programs on the MC-130J and AC-130J aircraft so that more commercial solutions for data storage can be considered. However, in the interim, SMXG still has a requirement to support the aircraft in its current state.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
