PRODUCT DESCRIPTION

20' X 40' MODULAR BREAK ROOM

Building 83 6 Aug 2014

1.0 DESCRIPTION OF SERVICES. The purpose of this effort is to purchase, delivery and installation of one 20' x 40' Modular Break Room inside Building 83 at Robins AFB. All labor, equipment, and material to install these modular buildings shall be provided by contractor.

1.1 References: The publications listed below form a part of this section to the extent referenced: IBC (2010) International Building Code

1.2 Submittals: The following will be submitted in sufficient detail to show full compliance with the following specification:

Product Data: Modular Building Engineering Technical Letter 99-4 (ETL 99-4: Fire Protection Engineering Criteria - Emergency Lighting and Marking of Exits, with Change 1)

1.3 Warranty: Provide manufacturer's standard one year warranty to include the building, electrical and HVAC. The user will be responsible for light bulbs, filters and cleaning.

2.0 PRODUCTS: Products will include delivery and setup of modular building with steel floor. Electrical will be included during setup for a fully operational building.

2.1 20' X 40' MODULAR BREAK ROOM. Provide one fully functioning 20' X 40' modular building to be built in place inside of Building 83 at Robins AFB, GA. Refer to drawing for specific location. (Attachment - Drawing 1)

The modular will be constructed with six (6) phone/data conduit/boxes, two

(2) doors, HVAC, lighting, 25 electrical outlets and windows on the south side of the building.

2.2 Construction Details

2.2.1 (WALLS) STEEL EXTERIOR & VINYL COVERED

GYPSUM INTERIOR WALLS1 HR FIRE RATED (SG/G):

120 LF @ 9' TALL: The walls shall be 3" thick composite sandwich panels. Exterior face shall be 26 gauge stucco embossed steel, pre-painted white, bonded to 5/8" Fire- Shield gypsum.

Interior walls shall be 5/8" vinyl covered Fire-Shield gypsum. The core shall be metal studs and mineral wood. The panels shall be certified IAW ASTM E119-12a for 1 HR fire rated assembly.

2.2.2 (ROOF) 1 HOUR FIRE RATED ROOF/CEILING

ASSEMBLY (800 SF): The roof shall consist of 22 gauge, primed or painted steel interesting B-deck pans as a dust cover with closure fascia. Steel shall be fabricated from steel conforming to Section 1.2 of the latest edition of the American Iron and Steel Institute, Specifications for the Design of Cold-Formed Steel Structural Members or bar joists as designed. Steel decking shall be 1 1/2" corrugated and shall be mechanically fastened to support beams.

Fire shield material, as required per supplier's design to meet one-hour roof-ceiling assembly, shall be mechanically fastened to steel structure.

The ceiling system shall consist of a complete one-hour suspension system and acoustical material. The ceiling suspension system shall consist of a concealed assembly of structural members and such hardware and wall moldings, maximum deflection of L/360 of the span. The ceiling shall be capable of incorporating lighting, heating, ventilation, air conditioning, electronic and electrical system components, as necessary. The system shall be completely integrated with the structural and mechanical elements, and shall be coordinated with the interior partitions. The ceiling system shall consist of white "T" grid system with 2' X 2' pattern.

Ceiling tile shall be Armstrong "Minatex" Model #775, 24" X 24" X 5/8" Lay-in or equal. Gypsum-on-steel and other material that is required as to meet Robins Air Force Base fire code. (The ceiling shall be a full 1 hour fire rated roof/ceiling assembly as approved by Robins Air Force Base)

2.2.3 (DOORS) 20 GAUGE HOLLOW STEEL DOOR, 1 HOUR

RATED W/ GLASS & DOOR CLOSURES (2 EACH):

2.2.3.1 The door(s) shall be 36"w X 84"h X 1 3/4" thick and shall be constructed of 20 gauge hot dipped galvanized steel, mill treated for proper paint adherence.

2.2.3.2 The door shall have top and bottom channel of 16 gauge steel projection welded to door skins on no less than 2" centers.

2.2.3.3 The top channel is to be flush while the bottom channel is to be inverted.

2.2.3.4 The hinge preparations are to be 9 gauge steel

reinforcements projection welded to the door skins in six places each.

2.2.3.5 Hinge preparation is to be cut through the doors and

provided with reversible filler plates to allow building site handling.

2.2.3.6 Standard hinge preparation is to be 4- 1/2" regular weight .134" hinge, conforming to ANSI/BHMA A156.7-2009, three preparations.

2.2.3.7 The door frame shall be 16 gauge single "rabbit"

commercial quality steel.

2.2.3.8 The frame shall be pre-mortised for application of matching hinges and striker set of the door.

2.2.3.9 The door shall be supplied with all necessary hardware as to meet local and state code requirements.

2.2.3.10 The door shall be fabricated as to include 1/8" tempered safety glass in the upper half.

2.2.3.11 The window shall measure approximately 10"w x 10"h.

2.2.3.12 Best locks and heavy duty door closures shall be included.

2.2.4 WINDOWS 45 MIN. RATED PICTURE WINDOW (10

EACH):

2.2.4.1 Picture windows shall be nominal 3’ wide X 3' high and is

¼” wire glass and shall be an integral part of the wall panel.

2.2.4.2 The window shall be non-opening, and the entire window frame shall be painted in accordance with American Architectural Manufacturers Association (AAMA) Specification 2603-13.

2.2.4.3 The surface area of windows shall not exceed 25% of total wall surface area.

2.2.5 FLOORS

2.2.5.1 VINYL FLOOR COVERING (800 SF): Vinyl

composition floor tile shall be 1/8" X 12" X 12". Four inch black vinyl cove molding shall be included.

2.2.5.2 STEEL BASE: 1 @ 20’ X 40’: The Steel floor shall

consist of steel perimeter channels and structural "I" beams and interior joists. The deck shall be APA Sturd-I-Floor 3/4" tongue and groove (T&G) PyroGuard.

The contractor will provide color options that the customer will specify color of block tile, wall covering, siding and trim from.

2.2.6 Accessibility: Aluminum stairs and decks shall be provided to all exterior doors if required.

Execution: All the above shall be installed to include erection of all walls, ceiling, and HVAC systems. All utilities shall be complete and ready for use. All final connections will be made by the contractor and coordinated with the Government POC as required.

Work area and lay down areas shall be broom cleaned daily as not to interfere with ongoing work in and around the Aircraft hangar. All the above, including all connectors, and bill of materials shall be shipped in the most economical manner unless otherwise noted. Unloading equipment (5,000 lb forklift and loading dock) will be supplied by contractor. All work performed by the contractor shall be scheduled to cause the least amount of downtime to the facility. All downtime shall be coordinated with the COR.

3.0

3.1 Utilities

3.1.1 Plumbing

3.1.1.1 PLUMBING - SPRINKLER PACKAGE (1 EACH) The

sprinkler package shall include sufficient quantity of 165 or 212-degree heads placed no more than 7'6" from any wall, with coverage of approximately 130 square feet, with Schedule 40 Black Pipe. The complete fire sprinkler package shall meet the NFPA 13. The sprinkler system shall be fabricated as to adapt to existing fire sprinkler system at no more than two riser locations.

3.1.2 Electricity

3.1.2.1 ELECTRICAL PACKAGE - CONCEALED: 1 EACH

The electrical package shall consist of junction boxes that are to be flush mounted in the binder post raceways with a tek screw. After the wiring is complete a painted cover plate will snap in place over the wiring. There shall be (2) three way wall switch prep, (25) GFCI duplex receptacle preps, (6) telephone/ communications prep (Empty raceways with phone and computer wiring and plates supplied by others), (2) emergency lights with battery backup and (14) fluorescent fixtures (75 foot candles at desk height). This package shall meet National Electrical Code (N.E.C.) “2014 edition”. Wiring shall be included except for telephone/communications.

3.1.2.2 ELECTRICAL SERVICE 100 AMP, 20 SPACE: 1

EACH The electrical service shall include an indoor load center of sufficient amperage and circuit capacity as to handle all lighting loads, receptacles and HVAC systems.

NOTE: The entire electrical system for the modular building shall be in accordance with the National Electrical Code”2014 edition” and shall meet all N.E.C requirements

3.1.3 Climate Control

3.1.3.1 AIR CONDITIONING - COOLING & HEATING (2

EACH): The air conditioner shall be 18,000 BTU's of cooling and 11,100 BTU's of heating. The unit shall be a through-the-wall type with panel preparation included. The unit shall be 230/208V, 60HZ, 20 AMP. Includes a condensation line to an existing drain.

3.1.4 Phone & Data

3.1.4.1 Six (6) empty j-boxes will be provided with conduit for the installation of phone & data lines at locations determined by the Government POC.

3.1.5 Fire Alarm

3.1.5.1 The fire alarm package shall consist of two (2) pull stations and one (1) horn/strobe within the room and tying them into the existing system at the nearest system remote panel (located approx . 200' from proposed building location) .

Programming shall be included and shall be conducted by a National Institute for Certification in Engineering Technologies (NICET) Level II Technician. Fire Alarm shall meet NFPA 72 requirements.

3.1.6 Site Maintenance, Clean Up, And Restoration. The following site regulations shall be followed during work the work site:

3.1.6.1 Contractor shall maintain the work site in a neat, orderly, and safe manner.

3.1.6.2 Contractor shall dispose of scrap, waste, and excess

materials in government-supplied disposal bins. The government will empty the disposal bins daily. Contractor shall provide signs, barricades, and lights as required to protect base personnel.

3.1.6.3 Contractor shall not allow trash and/or debris to accumulate and become unsightly. Sweep up and collect trash and/or debris in government-maintained disposal containers daily.

3.1.6.4 The work area is in a production facility. The work

schedule must be coordinated with production requirements. Facility safety and precautionary measures to prevent damage to surrounding equipment and harm to personnel must be followed.

3.1.7

4.0 GENERAL INFORMATION

4.1 The inspection/acceptance of the installation shall be by Government POC (Steve Andrews) and acceptance shall be upon satisfactory demonstration of the installation to Government POC. Demonstration and acceptance does not relieve the contractor from providing any other portion of this product description.

4.2 Point of Contact: Steve Andrews, 478-222-2956 or 478-951-5725, steven.andrews.1@us.af.mil, is the contractor's point-of contact for all coordination and acceptance.

4.3 Safety: Contractors shall comply with Occupational Safety and Health Act (OSHA) Public Law 91-596, OSHA Standard 29 CFR 1910, and OSHA Standard 29 CFR 1926 for the protection of their employees. To ensure the protection of Air Force personnel, assets and interests, the contractor shall be solely responsible for compliance with all federal, state and local laws, codes, ordinances, regulations, the Occupational, Safety and Health Act (Public Law 91-596) and the resulting OSHA Standards 29 CFR 1910 and OSHA Standards 29 CFR 1926, all Air Force Occupational Safety and Health (AFOSH) Standards, and any applicable local guidance. The contractor shall establish and maintain a safety and health program detailed in a written Contractor’s Safety and Health Plan. The Air Force is part of the OSHA Voluntary Protection Program (VPP). All shall familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html. Additionally, the contractor is responsible for the safety and health of all subcontractor employees.

4.3.1 Mishap Notification: The contractor shall telephonically notify the WR-ALC Safety office within four (4) hours of all mishaps or incidents to DoD property entrusted by this contract operation. No more than one instance of late mishap notification per calendar year is acceptable. Follow all other reporting requirements as identified on the DD1423. (CDRL A001, DI-SAFT-81563, Accident/Incident Report)

4.3.2 Mishap Investigation. If requested by the Government Procuring

Contracting Officer (PCO) or Administrative Contracting Officer (ACO), the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenances and training records until released by the investigating safety office. If the government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.

4.3.3 Contractor Safety Program. The contractor shall establish and maintain an acceptable safety program in accordance with their accepted Safety and Health Plan. No more than two Class C mishaps per contract year and Zero Class A or B mishaps will be tolerated. Within 10 calendar days after contract award, the contractor shall provide a copy of the company's Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596). A copy shall be provided to the CO and the COR. The COR will provide the plan to the WR-ALC Safety Office for review. The WR-ALC Safety Office will provide acceptance or non-acceptance within five workings days of receipt to the COR who will notify the CO. 4.4 Base Access. The contractor will be escorted by Government personnel at all times during all service calls.
