PERFORMANCE WORK STATEMENT

MAINTENANCE, CALIBRATION AND REPAIR OF COORDINATE

MEASURING MACHINES (CMMs)

31 December 2015

1.0 DESCRIPTION OF SERVICES: The Contractor shall provide all personnel, supervision, equipment, supplies, transportation, tools, materials, parts, and other items and non-personal services necessary to maintain, calibrate, and repair four (4) Coordinate Measuring Machines

(CMMs) within the Physical Science Laboratory located in Building 323, Robins Air Force

Base, Georgia. These services include telephone technical support for the equipment’s hardware, software and firmware. All service work (preventive maintenance, repair and telephone technical support) shall be provided by Original Equipment Manufacturer (OEM) certified factory-trained personnel. Service/repair technicians are required to perform services using the most up-to-date maintenance techniques, instrument operation and modifications, and latest state-of-the-art applications for service/repair being performed on the equipment listed below according to OEM specifications. All replacement parts furnished by the contractor shall be OEM compatible components. The contractor shall contact designated government representative to schedule date/time to complete required on-site visits for preventive maintenance and repair services. Peripheral equipment such as air compressors, power conditioners, and air dryers shall not be serviced nor repaired. The equipment to be serviced is listed below:

1.1 Preventative Maintenance (PM). The contractor shall schedule and perform PM twice per year on each instrument (every 180 days).

1.2 Repairs. The contractor shall provide an unlimited number of unscheduled (demand on-site) repair service calls for the instruments/equipment listed in paragraph 1. Once notified by the government representative that a problem exists, the contractor shall provide on-site response time within 3 business days and continue working until the problem is resolved. Labor and replacement parts for all mechanical and electrical machine and controller components shall be provided for on-site visit for problem resolution if any of the four (4) CMMs experience operational failure.

1.3 Repair of the CMMS shall be performed on site if possible. If an item or component cannot be repaired on site, it will be removed from the system and shipped to the appropriate service center or delivered by the contractor at no additional cost to the government. The item removed must be restored to proper operating condition, returned to the government, and reinstalled in a reasonable timeframe but no more than 45 business days, without prior government approval. In the event that an item cannot be repaired, the contractor shall inform the designated government representative in advance of replacement.

1.4 The contractor shall provide all parts necessary to repair the instruments. Parts will be furnished and shipped at the contractor’s expense. All expenses will be at cost to the contractor.

1.5 The contractor shall provide software and firmware updates, upgrades and notifications as they occur.

1.6 Calibration. The contractor shall perform an annual system evaluation, calibration and certification for each instrument system. The annual calibration should be done in conjunction with the appropriate PM cycle (paragraph 1.1). The contractor shall provide annual calibration certification on each instrument to ensure CMMs are fully capable of performing operational tasks as originally designed.

1.6.1 All equipment that requires calibration shall have a certification label attached. The authority for an Approved Non-Air Force Source for calibration is Technical Order (TO) 00-20-

14. In addition to TO 00-20-14, other applicable TOs include: 00-5-1, 33K-1-100-1 and 33K-1-

100-2.

1.6.2 Firmware of System. The design activity (OEM) shall ensure that all firmware equipment that is required for measurement or testing is annotated by version, revision number and revision date. Any changes to the firmware that affects measurement or testing is documented as to the extent the change affect the measurement accuracy of the equipment should be noted. (MIL-

STD-1839D, paragraphs 3.1.7 and 5.1.5)

1.6.3 A separate certification report and certificate shall be provided for each system annually.

1.7 The contractor shall conduct a performance test to demonstrate the performance capability after servicing or repair of the instruments. This test shall be observed and approved by the government representative in Bldg 323.

1.8 Upon completion of each visit - preventative maintenance visits, repair service calls, and annual calibration certification, the contractor will provide a copy of the field service report to the government point of contact for all work performed. The service or repair shall be covered by the contractor's standard warranty for at least a period of ninety (90) days. (CDRL A002, Maintenance Service Report)

1.9 The contractor that performs the maintenance and repair of this equipment shall provide technical phone support for the hardware, firmware and software operating the equipment from

8:00 am to 5:00 pm (EST), Monday through Friday. Telephone support services shall be provided without concurrence or intervention and will only involve applicable Government personnel and the contractor actually performing the maintenance/repair services. The contractor shall provide priority status for technical support inquiries and respond within 2 hours or not later than the next business day.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES: None.

4.0 GENERAL INFORMATION:

4.1 Duty Hours. The contractor will be required to perform on-site services on normal business days, Monday-Friday, between the hours of 7:00 am and 3:45 pm (EST), excluding federal holidays.

4.2 Base Access. The contractor will be escorted by Government personnel at all times during all service calls. The Air Force has mandated visitors, to include all non-DOD card holders, to consent to a check of their criminal history prior to being allowed access to installations. The check is similar to a driver’s license check and will be conducted at the Pass and Registration

Section, Visitor Control Center, adjacent to the Main Gate (Gate 3) off of Watson Boulevard, during duty hours Monday through Friday, 7:30 am to 3:30 pm.

4.3 Continuation of DOD Contractor Services during Crisis. The contractor will not provide on-site services during a crisis situation (such as, natural disaster or state of national emergency) in which the laboratory employees are not on duty.

4.4 Safety Requirements. The contractor shall comply with safety provisions, i.e., technical specifications, technical publications, Federal Occupational Safety and Health Administration

(OSHA) standards, and other nationally or locally recognized sources of safety, health, and fire prevention standards and practices. The contractor will be responsible for the safety and accountability of all their personnel and the Government facilities/property and are subject to enforcement authority by federal and state safety and health officials.

4.4.1 OSHA Voluntary Protection Program (VPP). The Air Force participates and supports the

OSHA VPP initiatives. All contractors are required to familiarize themselves with the requirements of VPP. Information on the VPP can be accessed at http://www.osha.gov/dcsp/vpp/index.html.

4.4.2 Safety and Health Plan: Within 10 calendar days after contract award, the contractor shall provide a copy of their company Safety Plan that is required to ensure compliance with the

Occupational Safety and Health Act (OSHA) (Public Law 91-596). The Safety Plan shall be provided to the WR-ALC Safety Office for review. The WR-ALC Safety Office will provide acceptance or non-acceptance within 5 business days of receipt to the government point-of-contact (POC) who will notify the Contracting Officer (CO). 4.4.2.1 The contractor Safety Plan shall address in detail the items listed in the Contract

Appendix C, Part II through Part IV as applicable. For task specific procedures identified in the

Contract Appendix C, the contractor’s internal procedures for those tasks must be identifiable within the submitted Safety Plan or shall be provided in an amendment or addendum to the company’s Safety Plan.

4.4.2.2 If task specific procedures identified in the Contract Appendix C, are not submitted with the contractor’s Safety Plan, the submitted Safety Plan will be returned as NOT ACCEPTED.

The contractor will have 5 business days to resubmit the Safety Plan, amendment or addendum to address or correct issues identified for non-acceptance. The WR-ALC Safety Office will provide acceptance or non-acceptance of the resubmission within 5 business days of receipt to the government POC who will notify the CO.

4.4.3 Safety Mishap/Incident Reporting: The contractor shall report all mishaps/incidents in accordance with the Contract Appendix C. The contractor shall immediately secure the mishap scene and damaged property and impound pertinent maintenance and training records until released by the Government’s Safety Office (WR-ALC/SE). Such release shall be accomplished through the CO. The contractor shall cooperate and assist Government personnel in the investigation of the incident and submit an Accident/Incident Report within 24 hours of the accident/incident. The Contractor shall require all subcontractors to comply with required safety, health and fire standards. (CDRL A004, Accident/Incident Report, DI-SAFT-81563)

4.5 Continuation of essentials services during crisis: The Functional Director has determined that this requirement is not mission essential.

4.6 Green Procurement Program (GPP). The contractor shall comply with the Green Procurement

Program in accordance with Federal (EO 13423) and DoD and AF (GPP) policy. GPP is a mandatory federal acquisition program that focuses on the purchase and use of environmentally preferable and bio-based products and services. Air Force GPP Policy includes the purchasing of

Energy and Water Efficient Products; Alternative Fuels and Fuel Efficiency; Bio-based Products;

Non-Ozone Depleting Substances; Priority Chemicals; and Environmentally Preferable Products.

GPP requirements apply to all acquisitions including services and new requirements. Federal

Acquisition Requirement 23.404(b) applies and requires 100% of US EPA designated product purchases contain recovered materials, unless the item cannot be acquired: competitively within a reasonable timeframe; meeting reasonable performance standards; or at a reasonable price.

4.7 Environmental Management System (EMS) Awareness Training. All contractor personnel working on Robins AFB who perform activities on the installation are required to complete Air-

Force-provided initial EMS Awareness Training. It is the responsibility of the prime contractor to ensure that all sub-contractors, vendors, and employees complete this training prior to beginning work on Robins AFB.

4.7.1 If a company is ISO 14001 certified, the contractor does not have to complete Robins AFB

EMS Awareness Training; however, the contractor must submit documentation to both the

Contracting Officer (CO) and Environmental Management, 78 CEG/CEIE, (78ceg.cev.FrontOfc@robins.af.mil) stating ISO 14001 Certification.

4.7.2 If ISO 14001 Certification cannot be provided, the EMS awareness training will be furnished by the government in the form of a briefing from the Environmental Management

Division. A request for the briefing can be sent to the Environment Management Workflow Box at the following email address, 78ceg.cev.FrontOfc@us.af.mil or call (478) 327-8104. Once the presentation is received, the contractor is responsible for ensuring that all applicable employees view the training.

4.7.3 Notification of training completion shall be sent to both the Robins AFB Contracting

Officer (CO) to be maintained in the contract file and Environmental Management, 78

CEG/CEIE, (78ceg.cev.FrontOfc@robins.af.mil) for tracking purposes.

4.8 Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours

(including subcontractor labor hours) required for performance of services provided under this contract for the Maintenance, Calibration and Repair of CMMs via a secure data collection site.

The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

4.7.1 Reporting inputs will be for the labor executed during the period of performance for each

Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk. (*Reporting Period:

Contractors are required to input data by 31 October of each year.)

4.7.2 Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

4.7.3 User Manuals: Data for Air Force service requirements must be input at the Air Force

CMRA link. However, user manuals for Government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
