Statement of Work Service Contract for Propane Purchase 20 July 2018 Revised: 20 Aug 2018
Product/Service Description
Purchase of no more than 232,000 gallons of propane to fill the 12 propane storage tanks located at building 8216 on Marchbanks Road. It is necessary for the system to be at full capacity to ensure RAFB will be able to maintain functionality throughout a curtailment period.
Background The propane plant has twelve 60,000 gallon propane storage tanks and two fill point for offloading.
Performance Requirements The period of performance is to deliver 30,000 gallons within 72 hours of contract award and the remainder delivered within 15 business days of contract award. All loads shall be delivered during normal business hours which are 0730-1630 Monday thru Friday, excluding holidays.
Terms and Conditions The quantity of purchase is not to exceed 232,000 gallons of liquid propane gas delivered to building 8216.
1. Market index cost with transportation and all other costs should be quoted. The Point of Origin/Pipeline Pickup Points to consider are (1) Milner, GA -65 miles, (2) Albany, GA - 96 miles and (3) Alma, GA – 115 miles; these are ranked in order of approximate distance from Robins AFB, GA.
2. The quantity shall be delivered to the propane tanks located at the propane-air mix plant, located on the south end of the base on Marchbanks Drive at the intersection of Warner Robins Street, Robins AFB, GA.
3. The propane must be trucked onto the base by drivers with proper endorsements. The tractor-trailers will enter Robins AFB at Gate 4, the designated truck gate. The drivers and trucks will be subject to inspection by Security Forces upon entry and at any time during presence on base. After inspection by Security Forces, the trucks will be required to follow a designated route. The route and rules of the road will be provided to awarded contractor.
