Subject: Request for Quote – MilPDS/Oracle EBS Software License Renewal, Solicitation number F3PT438227AW02

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. This is a Request for Quote (RFQ) for the procurement of Oracle Products as follows:

a. Human resources Employee Record (HCM) Number of Users: 525,000

b. Annual Support for Oracle Training Administration Employee (OTA) Number of Users: 272,000

c. Description: Annual Support for SQL'Plus - Included Free Deploy Number of Users: 100

The Oracle Support Service Number is 3372667.

NAICS code: 511210

NOTE: FAR 52.212-1, Instructions to Offerors – Commercial, FAR 52.212-2, Evaluation – Commercial Items, FAR 52.212-3, Offeror Representative – Commercial Items, FAR 52.212-4, Contract Terms and Conditions – Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders – Commercial Items apply to this acquisition

2. The Government intends to award on a competitive basis with a Fair Opportunity Exception for Oracle Brand specific items. Award will be made without holding discussions, but the Air Force withholds the right to enter into discussions if necessary.

3. The resultant award will be Firm Fixed-Price.

4. The anticipated acquisition schedule is as follows:

a. Proposals Due: 19 Oct 2018 by 4:00 pm Central Standard Time (CST)

b. Contract Award: 12 months from contract award

If you do not have these items and will not propose please send a NO BID as soon as possible.

5. The Government will award a award order resulting from this RFQ to the responsible offeror whose offer represents the Lowest Price Technically Acceptable offer. Technical Acceptability is based on providing the exact items noted above.

6. This RFQ is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a delivery order in response to this RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
