STATEMENT OF WORK
FOR
8 WPS AIR-GAPPED BC3-T C2 ENGINE EMULATOR SME
BACKGROUND: The Nevada Test & Training Range (NTTR) Range Operations Center has upgraded their C2 engine to the MSCT 5.X baseline as of March of 2015. The 8 WPS is the primary user of this system, even though it is owned by a separate organization in a different Wing. The 8 WPS requires contract expertise to maintain the squadron’s BC3-T C2 Emulator equipment to ensure it remains aligned with the new NTTR system, as well as provide system/software subject matter experts to ensure the new system meets the mission requirements for ACC mandated syllabus mission execution. This squadron equipment upgrade & expertise is critical to ensure that the 8 WPS will continue to be able to execute its mission after the NTTR equipment upgrade.
1. SCOPE: Provide MSCT 5.X, TDF, BC3-T, & Simulation Engine Subject Matter Expertise for ensuring 8 WPS mission requirements are met by the NTTR tech refresh and baseline update.
2. LOCATION: The project site is located at Nellis Air Force Base, approximately nine miles north of Las Vegas, Nevada on US Highway 15. The exact location is building 282, 4269 Tyndall Avenue, Nellis AFB, NV 89191.
2.1. Work will be accomplished by technician(s) validated/vetted by 8 WPS/CC. The cost of on-site work will be identified as a separate line item on the vendor’s proposal that will identify travel costs, in accordance with Federal Travel Regulation, and an hourly bill rate.
2.2. No work will be accomplished outside of the United States of America.
3. DESCRIPTION OF WORK: The work to be accomplished under this delivery order shall include, but is not limited to the following.
3.1. Vendor shall configure MSCT 5.X (BC3-T), TDF, & Sculpt software, C2 Engine specific VM/network-connections/servers (data & display), and data bases/file structure to provide a minimum of four (4) consoles capable of building & saving operator profiles, building & running real-time manipulate-able Sculpt SIM scenarios with operator interaction, running real-time NGTS or AWSIM scenarios with operator interaction, and playing DX recordings from other BC3-T systems.
3.2. Vendor shall build quick reference guides for operators to establish 8 WPS specific VM/Servers, to build-load-run scenarios, to build-save-load profiles & global system database settings, to have BC3-T and MSCT accept multiple inputs at the same time, and to diagnose & recover from common system function errors.
3.3. Vendor shall provide subject matter expertise for 8 WPS system requirements for the manipulation and training of the NTTR MSCT 5.X to accept multiple inputs at the same time/TDF/BC3-T/Simulation Engine architecture. Communicate 8 WPS operational needs to installation managers/technicians via means & venues arranged by the 8 WPS and NTTR. Provide assessments on the NTTR system installation and operation and associated capability to meet 8 WPS mission requirements, and to characterize general risks associated with the results of the installation and system set-up.
3.4. Vendor shall provide standard commercial warrant for labor.
4. QUALIFICATIONS: Expertise and familiarity with the following: All versions of MSCT software, including the 5.X baseline, computer networks, the BC3-RO & BC3-T baseline software and profile settings & manipulation, USAF CRC operational tasks and C2 engine HMI requirements, & Java.
5. SECURITY: The contractor shall provide physical security for the materials and work under his control. Any staff that will work on-site will be capable of passing government background check and have a current TS/SCI SSBI (a current SECRET clearance or open SECRET SSBI is adequate for beginning work).
6. CODES: Contractor shall comply with current manufacture, Occupational Safety and Health Administration, Labor Department and Nevada codes, laws, and regulations as applicable to this statement of work.
7. PERMITS: Contractor shall possess or obtain all licensure and permits necessary to accomplish this statement of work.
8. WASTE AND DISPOSAL: Vendor shall be responsible for removal and disposal of all waste as a result of repair and maintenance work. Vendor shall leave work area in the same condition as when they arrive.
13. FIRE PREVENTION AND PROTECTION: The vendor shall comply strictly with all base fire regulations.
14. FACILITIES DAMAGE: Vendor shall be responsible for any damage to the facility caused by their personnel and repair said damages to the satisfaction of the Contracting Officer at no expense to the Government.
15. COORDINATING AND SCHEDULING: The vendor will coordinate all work through the
8 WPS/CC 702-652-4026.
16. WORKING HOURS: On-site work will be accomplished between 0730 -1630 hours Monday through Friday excluding Federal holidays. Work performed outside of these hours shall be coordinated with the 8 WPS/CC.
17. SAFETY: On-site staff shall comply with safety requirements as they pertain to work being accomplished.
18. PROTECTION OF PERSONS AND PROPERTY: Vendor shall be responsible for providing all personal protection (PPE) and is required to wear it when it is needed.
20. UTILITIES: The government will provide required electrical and HVAC requirements.
21. FINAL INSPECTION: All work performed must meet 8 WPS/CC specifications and accomplish the following:
21.1. The 8 WPS BC3-T C2 Engine Emulator must have a minimum capability of 4 (four) consoles with multiple user configurations (1 sim driver + 3 operators, 2 sim drivers + 2 operators, 1 sim driver + 1 operator + 2 system profile builders, 4 system profile builders, etc.) on up to two independent VM/server/network connections (4-console configuration or 2x2-console configuration) using a simulation engine (NGTS, AWSIM, etc). Operators must be able to quickly set up the desired configuration and execute tasks (i.e., build-load-run scenarios & build-save-load profiles).
21.2. The 8 WPS BC3-T C2 Engine Emulator must provide operators a realistic representation of the BC3-T (scope & server) capability employed by the USAF and installed in the NTTR (minor variations in software versioning are acceptable, but should be minimized). The 8 WPS operators must be able to build operator profiles that are useable (again with minimal software-versioning manipulation required) on the NTTR BC3 system.
The 8 WPS operators must be able to execute simulation capabilities both from the 8 WPS equipment and the NTTR BC3 system.
21.3. The 8 WPS cadre should be able to effectively communicate mission requirements to the NTTR installation managers/technicians such that system set-up and settings preserve the 8 WPS mission capability in the final installation configuration.
