PERFORMANCE WORK STATEMENT

FOR

REPLACEMENT AND TEST OF FIRE SUPPRESSION ENGINE

14 September 2016

1. DESCRIPTION OF SERVICES: Furnish all materials, tools, and equipment to replace a fire suppression engine at Bldg. 10460, Nellis Air Force Base, NV. The new replacement engine should match the existing engine: Clarke (Model), 121 HP, 1760 RPM, Diesel, Model number JU4H-UFADP0, and Serial Number PE4045L248321. The existing system is equipped with a Firetrol (Model) FTA-1100, Serial Number 1082824-01RE controller, and does NOT require replacement. All work should be done in accordance with Federal, State, and Local laws and regulations, and industry standards. Work will be considered complete when a successful function test of the engine/fire suppression system is completed.

2. DESCRIPTION OF WORK: The contractor shall provide all equipment, tools, material, vehicles, personnel, supervision, and any/all other items necessary to perform repairs, part replacements as specified within this performance work statement. The work to be accomplished includes but is not limited to the following description:

Provide, install and comply with the following:

· The contractor shall provide and install a new fire suppression engine.

· The contractor shall add a new compatible jockey pump to the system.

· The contractor shall replace the old with new centrifugal fire pump.

· The contractor shall provide any other required components to complete the repair that comply with National Fire Protection Association 20.

· The contractor shall ensure the existing controller is compatible with the replacement engine.

· After repairs and adjustments are completed, the contractor shall perform a system operational test, in coordination with the power production shop, alarm shop, and utility shop to verify correct system operation to meet government and manufacturer requirements.

3. CODES: The contractor shall comply with the latest edition of the Uniform Building Code, National Electric Code, NFPA 20, National Standard Plumbing Code, and applicable laws and regulations; to include all security accreditation per ref JAFAN 6/3 as required by the Designated Approving Authority (DAA) and NSA standards. All personnel employed by the contractor shall be escorted on and off of the military installation; therefore, no special identification is required. Personnel will need to provide valid driver’s license, vehicle insurance, and registration prior to driving a vehicle into the installation. Hard drives or any memory saving devices that are replaced by the contractor will remain in the possession of the government due to their classified nature. Use of photographic equipment is forbidden without express consent of the Contracting Officer.

4. WASTE AND DISPOSAL: There are no waste or disposal areas available on the base. The contractor shall make arrangements for the disposal of all waste, debris, and trash at an off-base location in accordance with Federal, State, County, and Municipal Ordinances.

5. DUST CONTROL AND CLEAN-UP: The contractor shall be held responsible for dust control as defined by Clark County, State of Nevada Ordinances.

6. HAUL ROUTE CLEAN-UP: The contractor shall be held responsible to clean, sweep, and/or pick up as necessary, all mud, rocks, trash, or any other type of debris spilled along designated haul routes, immediately after passage. Clean up shall be performed to the satisfaction of the Contracting Officer and/or designated representative(s).

7. STORM PROTECTION: When warnings of winds of gale force or stronger are issued, the contractor shall take every practical precaution to minimize damage to persons, work, and adjacent property. These precautions shall include removing all stored materials, tools, and/or equipment from exposed locations and removing or securing any temporary structures.

8. FIRE PREVENTION AND PROTECTION: The contractor shall comply strictly with the base fire regulations and become thoroughly familiar with the fire safety requirements applicable to this contract. The contractor shall at all times maintain good housekeeping practices to reduce the risk of fire damage. All scrap materials, rubbish, and trash shall be removed daily from construction areas and shall not be permitted to be scattered on adjacent properties.

9. FACILITIES DAMAGE: The contractor shall be responsible for any and all damage to buildings, facilities, grounds, and aircraft caused by his work forces or equipment, and shall repair said damages to the satisfaction of the Contracting Officer at no expense to the government.

10. WORKING HOURS: Working hours for the contractor shall normally be between the hours of 7:00 A.M. and 4:00 P.M., Monday through Friday, excluding Federal holidays. If the contractor desires to work during periods other than the above, he/she must identify by letter to the Contracting Officer at least five working days in advance the dates desired, and identify the work that will be accomplished if approval is given. In addition to the above, close coordination with the government must be maintained.

11. PERIOD OF PERFORMANCE. Period of work performance to include repairs, part replacements, and testing as specified within this performance work statement shall not exceed seven working days. Work shall begin at an agreed upon date by both parties after the contract has been awarded and completion date is to be determined.

12. SAFETY: The contractor shall observe all safety and fire regulations as presently enforced at Nellis AFB. The contractor and his/her subcontractor(s) shall comply with requirements stated by the Army Corps of Engineers Manual "General Safety Requirements, EM 385-1-1", the Occupational Safety and Health Act (OSHA) Public Law 91-596, and the Air Force Occupational Safety and Health Standards (AFOSH).

13. PROTECTION OF PERSONS AND PROPERTY: Adequate protection of all persons shall be provided at all times. Work shall proceed in a manner to prevent hazards. Contractor shall provide traffic and pedestrian barriers around work site, when and where necessary, until completion of the work.
