Section B: Description of the Supplies/Services Required
The 66th Rescue Squadron requires the purchase of three (3) ISU-90 High Security Containers in order to secure weapons during deployments and temporary duty assignments that do not have secure facilities to support such assets, to include but not limited to, M4 and 9MM weapons.
Section C: Justification for Soliciting from a Single Source or Brand Name
AAR Mobility's ISU containers are designed to lock directly into military aircraft cargo loading systems (CLS). These ISU containers are also certified to meet air transportability standards allowing them to be locked into the CLS without any additional tie downs or pallets.
Certification of Air Transport of the AAR Mobility Systems' 12,000 pound gross weight container was signed by ASC/ENFC Aerial Delivery Group, John M. Andersen, Crew Systems Branch on 22 May 2002. The Aeronautical Systems Center for Engineering (ASC/ENFC) certifies airworthiness for all United States Air Force (USAF) aircraft, including those operated by the Air National Guard and the USAF Reserve.
Section D: Efforts to Obtain Competition
Market research indicated that there are no other vendors able to support this requirement. Thirty-nine (39) vendors have GSA schedules under category 361 10A / Pre-Engineered and Prefabricated Buildings and Structures for Storage Solutions. Four (4) of these vendors were randomly selected in an effort to verify if any other vendors were capable of providing structures with certified air mobility and truck and rail transport. However, only two (2) of these vendors answered via telephone where they subsequently confirmed that they were incapable of fulfilling this requirement. Both vendors stated that to their knowledge AAR Mobility has rights to the air locking system imperative for this acquisition.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
This acquisition is specific to AAR Mobility as these containers are specially designed to lock directly into military aircraft (C5, C130 and C17) cargo loading systems and the flat bottom and integral detent rails have undergone roller conveyor CLS testing. AAR continues to be the only manufacturer of Airlift/Helo-lift certifiable containers. If another potential source emerges, an assessment will be made regarding future competition efforts and whether or not they are feasible.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
