SUBJECT: Request for Quotation, F3F3JV8129AW01, Education Test Administrator
1. The 366th Contracting Squadron at Mountain Home Air Force Base, Idaho intends to establish a Firm Fixed Price contract with a one year base period and the option for four (4) one-year option periods for Education Center Services Advisor.
2. General Information: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued. Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.

3. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number F3F3JV8129AW01.
4. A statement that The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, dated 15 Jun 18, DFARS Publication Notice 20180601, dated 31 May 18, and Air Force Federal Acquisition Circular 2018-0525, dated 25 May 18.
5. The North American Industry Classification System (NAICS) code for this solicitation is 611710 – Education Support Services. Small Business Size Standard is $15.0 Million.
6. The contractor shall provide non-personal services in support of U.S. Air Force voluntary off-duty education program, one (1) part-time (32 hours per work) Education Advisor at Mountain Home AFB, ID. All work shall be in accordance with the Statement of Work dated 7 March 2018.

7. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2017) and the addendum, applies to this acquisition.
Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jan 2017) Request for Quotation (RFQ) shall contain the following information: RFQ NUMBER; TIME
SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; CAGE CODE; TELEPHONE
NUMBER OF OFFEROR; ANY DISCOUNT TERMS; AND ACKNOWLEDGEMENT OF ALL
SOLICITATION AMENDMENTS (if applicable). Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.
Addendum to FAR 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows:
“The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers.”
8. The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.
Addendum to FAR 52.212-2, Evaluation – Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to make award to the lowest priced technically acceptable. The Government intends to award without discussions with respective offerors;
however, the Government reserves the right to conduct discussions if deemed in its best interest.
The following listed are evaluation factors that shall be used in the evaluation process:
(1) Price: The price evaluation will be made on the basis of the total price of all line items including all options. An offeror must therefore propose on all line items including options. The Government shall evaluate based on lowest price technical acceptability. If the lowest offeror meets the Government technical acceptability standard as defined below, the contract may be awarded to the lowest offeror. If the lowest offeror fails to meet the Government technical acceptability as defined below, it will be eliminated from consideration for award.
(b) Options. The Government shall evaluate offers for award purposes by adding the total price for all options to the total price for the base period to determine a total contract price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
9. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jan 2017), Alternate I (Oct 2014), with their offer, or the offeror shall complete paragraph (b) of FAR 52.212-3, if the offeror has completed the annual representations and certifications electronically at http://www.sam.gov.

11. ADDENDUM TO FAR 52.212-4(c) CHANGES Text in paragraph (c) is deleted and replaced with the following:
Changes in terms and conditions of this contract may be made only by written agreement of the parties with the exception of certain changes such as administrative changes (e.g., including changes in paying office, appropriations data changes, incremental funding, etc.) authorized by the Federal Acquisition Regulation and its supplements that may be made unilaterally by the Contracting officer (for a complete list of changes that may be made unilaterally, see FAR 43.103(b)).

FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor Within 30 days before contract expiration; provided that the Government gives the Contractor a Preliminary written notice of its intent to extend at least 60 days before the contract expires. The Preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include This option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, Shall not exceed 36 months.
