Q: Can the government please clarify the number and types of applications and/or systems requiring support under this effort? It would also be helpful to receive details on the applicable RMF engines and controls for said applications/systems?
A: We currently have 7 systems and they are: 1. Airfield Lighting Control System (ALCS), 2. Water Treatment Plant (WTP), 3. Energy Management Control System (EMCS) Metasys, 4. Advanced Meter Reading System (AMRS), 5. Fire Alarm Reporting System (FARS), 6. Waste Water Treatment Plant (WWTP), and 7. Energy Management Control System (EMCS) Tridium.
Q: Can the government please clarify whether the base program manager is also responsible for the information of the infrastructure itself?
A: The program manager will be responsible for collecting, storing, and sharing the infrastructure information for all systems within the scope of the PWS. The program manager will coordinate the infrastructure information, and any request for assistance with AFCEC/COMI Mitigation Team.
Q: Ref. Personnel – PWS 3.1 Contractor Personnel specifies: The CONTRACTOR shall provide a sufficient number of personnel possessing the skills, knowledge, and training to satisfactorily perform the services required by this PWS. Contractor personnel shall meet industry minimum education or experience requirements for each specific service area and must have and maintain a current “Security + Certification”.
- Please clarify if any resumes are required for proposed numbers of personnel as part of our proposal submission?
A: Resumes are not required but will be accepted as part of the bid package.
Q: Ref. PWS 1.2 Oversight of VLAN ICS Systems and Stand Alone ICS Systems. “CONTRACTOR will function as the Base ICS security program manager (PM) and shall provide the necessary security documentation to their respective Major Command (MAJCOM) or Air Force Civil Engineer Center (AFCEC) ICS security PM for each Base Civil Engineer ICS they support.”
-Please clarify if proposed personnel need to have an active security clearance and if so, what level of clearance? Also, does the contractor need to have a facility security clearance?
A: A current National Agency Check w/Local Agency Checks and Credit Check (NACLC) is required to obtain base common access card and USAF network account in order to execute the tasks assigned to the Program Manager. It isn't necessary to have a facility security clearance.
Q: What is the area of responsibility, number of sites to be supported? What Major Commands are to be supported?
A: MacDill AFB, Fl. 6 CES only
Q: Ref. RFP 1.1 General Information, 1.2.3 Technical Capabilities – All Technical Capabilities information shall be addressed only in Volume II. Technical Capabilities shall be as detailed as possible and address all of the factors referenced in 52.212-2.
-Please clarify that the requirement is to address the PWS scope of work and to provide a Performance Work Plan?
A: Yes, the intent of the Technical Capabilities section in 1.2.3, Technical Capabilities is to ensure the contractor has a firm grasp on the total requirement and scope by providing a Performance Work Plan.
Q: Ref. PWS 3.4 Quality Control Plan. Please clarify if a QCP is expected as part of Volume II response?
A: A QCP will not be evaluated with proposal submission. The contractor must ensure that they have a documented Quality Control Plan in place in the event that the Government requests to review it.
Q: Is there an incumbent contractor for this work or is it a new work requirement? If there is an incumbent, please provide the name of the incumbent and total amount of the award?
A: This is a new requirement, there is no previous incumbent.
Q: Ref. 1.2 ORGANIZATION/NUMBER OF COPIES/PAGE LIMITS Please confirm that we can submit one pdf version of each volume via email by the proposal due date and time?
A: Yes this is acceptable
Q: Could the government please clarify the following statement in the solicitation FBO_COMBO para 1.2.3: “Technical Capabilities shall be as detailed as possible and address all of the subfactors referenced in 52.212-2.” Which aspects/subfactors of this FAR clause should be addressed in Volume II?
A: Verbage was changed to “factors” not “subfactors”
Q: Is the pricing volume simply comprised of the table shown in Section III of the FBO Combo document?
A: Yes, the pricing volume in section III is correct.
Q: Ref the subject line solicitation, none of the supporting documents provides the FTE count or positions to fill?
A: No FTE's will be specified. Offerors must propose their own solution.
