Statement of Work (SOW) 48th FW 2GWLAN Expansion 10 August 2015
1. INTRODUCTION:
1.1. This SOW defines the requirements for the Contractor to engineer, furnish, install, test (EFI&T) and place into service an approved wireless network system listed on the approved product list for the Protected Aircraft Shelter (PAS) units, Alpha and Charlie ramps, and listed buildings at RAF Lakenheath, UK.
1.2. Any wireless infrastructure installed must be capable of being incorporated into the existing core wireless network architecture. All wireless installations must comply with Air Force 2nd Generation Wireless Local Area Network outlined in the National Security Agency Central Security Service web site (http://www.nsa.gov/ia/mitigation_guidance/security_configuration_guides/wireless.shtml) The Contractor must show how the the Joint Interoperability Test Center (JITC) wireless network architecture is met in their design.
1.3. It is the Contractor’s responsibility to test all AP’s, AM’s, antennae and grounding for functionality and that they meet all standards and requirements. The Contractor must correct any deficiency and provide 48 CS/SCX all testing results. The Contractor shall provide a frequency and channel test at peak times to ensure that there is minimal interference and correct functionality. The Communications Squadron will serve as the installation focal point. The integrated network operations and security center (I-NOSC-E) will assist the contractor with configuring devices and gaining access to controllers to connect the new WLAN to the RAF Lakenheath existing wireless network infrastructure. All network equipment to be installed must be JITC approved. The Contractor shall coordinate all installations modifications or changes through 48 CS/SCX and the contracting officer.
2. SPECIFIC TASKS AND REQUIREMENTS
2.1. Install 220V Power over Ethernet Plus (PoE+) switches, controllers, antennae, and access points to provide indoor and outdoor access through the designated area to ensure NIPR coverage is available to the maintenance technicians on the flight line.
2.2. General Requirements. The Contractor shall provide all materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this SOW. All materials provided shall be new and not refurbished.
2.3. Base Support Requirements. The Contractor shall identify in their proposal any base support requirements (for example, laydown and storage areas) necessary to complete this project.
2.4. Restoration. The Contractor shall restore all disturbed grounds to the “as found” condition or better after installation. The Contractor shall comply with base grounds restoration requirements.
2.5. Project Residue. The Contractor shall dispose all residues from this project off base and IAW Federal, State, local, and base environmental laws and regulations.
3. REQUIREMENTS
3.1. System Requirements. For the requirements listed below the Contractor shall Engineer and Furnish all materials, make all software upgrades, make all system software changes, install fiber from comm entry point to switch, and perform all work required to complete requirements as specified in this SOW
3.2. Networking Requirements. The Contractor shall EFI&T a new wireless network coverage area to the existing RAF Lakenheath wireless architecture. New coverage area will encompass the following areas:
| a. Internal and external coverage of buildings 6180, 6181, 6182, 6174, and 1400 (See diagram 1) |
| b. Internal coverage of buildings 1254 and 1470 |
| c. Complete exterior coverage of Alpha and Charlie Ramps (See diagrams 2 and 3) |
d. Complete exterior coverage of buildings 1441, 1447, 1449, 1451, 1452, 1455, 1456, 1461, 1463, 1465, 1406, 1407, 1409, 1410, 1414, 1412, 1423 and 1426 (See Diagram 4)
* Contractor can use any of these facilities to place access points to get required coverage In conjunction with the installation of the wireless hardware and PoE+ switches, the installer shall provide frequency and operational test results to the 48 CS /SCXP.
3.3. Installation Requirements. Upon completion of the project the contractor will have in place a wireless system capable of providing coverage in and around the aforementioned facilities. Contractor shall:
| a. Install access point(s) and/or air monitor(s) in the enclosure or in individual enclosures |
| b. Install fiber from the switch to the communications entry point within the facility |
| c. Install a dual voltage or 220V POE+switches |
d. Install antennae inside the building with plenum rated LMR cable back to the access points in Electro Magnetic Tubing
e. Install LMR cable to the antenna(s). The Contractor shall determine the location to mount the antenna(s) on the structure to optimize coverage. Contractor must determine antenna location to allow a minimum 10 foot separation between AP and AM antennas.
3.4. General Network Requirements. The Contractor shall provide all materials, software upgrades, software changes and re-configurations, cross-connect jumper running and re-terminations, re-configuration of equipment and users, installations and relocation of equipment as specified in this SOW. The Contractor shall coordinate work schedules, service interruptions, and installation/cutover of hardware and software with the Communications Systems Officer (CSO) to ensure minimal service disruption. The system, including equipment, software, features/functions, must comply with commercial practices and standards, and shall have appropriate JITC certification documentation. The Contractor shall provide and deliver a list of required equipment to the 48 CS/SCX before installation. The 48 CS/SCX will add the new equipment to the base ADPE account. The IA certifications are to include all equipment being on the JITC Approved Products List (APL).
3.5. Antennae. The Contractor shall determine optimal placement, mounting hardware and type of antenna to complete the required coverage areas. The Contractor shall install inline lightning arrestors for all outdoor antennae. No outside antenna can be at a higher elevation than the existing lights or lightning protection. The maximum output, including antenna gain, shall not exceed 100 m-Watt IAW FCC regulations.
3.6. Switch. The network switch shall provide power and connectivity to the wireless equipment. Juniper is the existing network vendor for the base.
3.7. Connectivity to Network Equipment. The Contractor shall provide and install UTP patch cables to connect from APs/AMs to network equipment.
3.8. Required Coverage Area. The base has an existing Wireless LAN. The new wireless network shall meet or exceed existing area coverage.
3.9. Grounding and Bonding. The Contractor shall ensure the enclosure and equipment is grounded and bonded.
3.10. Power Connections. The contractor shall coordinate the 332 process with Base Civil Engineering to insure power connections are provided at locations where there is no power source to support the proposed equipment installation.
4. MANAGEMENT.
4.1. The Contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.
4.2. The Contractor shall provide a full time, on-site Project Manager (PM) to oversee all facets of the project. The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC within 3 days after base access has been coordinated. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
5. TURN-KEY OPERATIONS AND TESTING.
5.1. The Contractor shall submit industry standard and site specific test and acceptance procedures for Government review and approval. The contractor shall perform approved service test prior to system acceptance. The contractor shall complete all installation and testing activities within 120 calendar days after contract start date.
5.2. Telecommunications Systems Installation Plan (TSIP). The contractor shall update the TSIP package to reflect final “as built” status of the accepted system. The TSIP package includes:
| a. Inventory of any newly installed equipment |
| b. Overview of materials with points of contact |
| c. Detailed information concerning each installed location |
| d. Component configurations |
| e. Electrical |
| f. Antenna mounting |
| g. Physical Mounting of the AP/AM |
h. GPS coordinates of all Access Points and Air Monitors with associated MAC addresses and location ID (Config. information for controller) and network switch port number at the HAS
i. Where outside coverage is required, a map showing antenna placement and coverage areas is provided
j. For each building, a floor plan is to be provided showing AP/AM and antenna placement, location of rack/cabinet, installed cable and EMT runs, and any other necessary items
k. The contractor shall capture digital photographs of the completed installation. Photography in restricted areas must be coordinated through 48th Fighter Wing Public Affairs (PA)
6. LIST OF DELIVERABLES. All deliverables are subject to Government approval and acceptance. They shall meet professional standards and the requirements set forth in this SOW. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The Contractor shall submit the following deliverables:

7. CUTOVER PLAN. The Contractor shall provide a detailed cutover plan IAW CDRL A006 to delineate how the transition will be implemented. This plan shall outline how the system will be placed into service and clearly specify how the newly installed systems will connect to the existing base systems IAW CDRL A006.
8. ACCEPTANCE TEST PLAN. The Contractor shall provide a detailed acceptance test plan of the installation covering all aspects of the installation and demonstrate the acceptability of the work on meeting the Government requirement. The Contractor shall perform all tests and document results of tests with Government witnesses overseeing the Acceptance testing IAW CDRLs A005 and A006.
9. AS-BUILT DRAWINGS. The Contractor shall provide as-built drawings for the installed equipment to include where and how they connect/interface with each other and existing base systems IAW CDRL A001.
10. HARDWARE AND SOFTWARE. The Contractor shall provide all hardware, software and test equipment necessary to support this requirement. All hardware/software provided shall be new and include a twelve month (one-year) warranty.
11. WARRANTY.
11.1. The Contractor shall provide a one year warrantywhich shall cover all new equipment and all installation related to fixtures, switches, cabling and physical workmanship. The Contractor shall telephone technical support, software upgrades, parts repair/replacement, and field engineer support as required.
11.2. Upon completion of installation, training and testing activities, the contractor shall provide continual Operations and Maintenance (O&M) support of the wireless network for the one year warranty period. As a part of O&M support, the Contractor shall provide help desk support and information associated with that support to include phone numbers, effective times for support, etc.
11.3. The Contractor shall provide quality assurance support for the entire life of the project to include the warranty period. This support shall assist the Government representative in performing random spot checks and system acceptance tests. Contractor QA shall be responsible for identifying system and outside plant deficiencies and/or discrepancies. A weekly report (soft copy) will be submitted indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them if necessary.
12. SECURITY/BASE PASS/CONTRACTOR BADGE.
12.1. The Contractor must coordinate with appropriate base personnel and comply with all required security measures for gaining entry and working in all buildings. The Contractor may require Government escorts with proper building entry authorization and identification while in all buildings. Some areas in those buildings may require prior coordination through base personnel in specified work areas before entering and work can be accomplished.
12.2. The Contractor shall acquire all necessary base passes for Contractor personnel. The Contractor is required to provide identification badges to their employees. All Contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor.
12.3. The Contractor shall provide or obtain appropriate skilled person’s certification prior to working in areas identified in A, B and D of section 3.2. of this SOW. Work in these areas will expose the contractor to explosive ordinances. The contractor will provide number of personnel and amount of man hours to be worked for approval to operate within explosive areas. Anything over 10 persons or 400 man hours can dramatically extend the approval process by months/years. Additionally, Base Civil Engineering will have to approve design/plan prior to work commencing in order to ensure the facilities ability to contain a blast are not affected.
13. INDUSTRY STANDARDS. The Contractor shall comply with all base installation standards and commercial codes and standards where applicable in the performance of this contract. It is the Contractor's responsibility to identify and obtain applicable standards and best commercial practice documentation. Should a conflict arise between this SOO and any commercial standard referenced, the Contractor shall make the Government aware of the conflict. The Government shall determine which standard applies. (See list in Attachment 1)
14. MANUALS AND PRACTICES. The Contractor shall provide at least one paper copy and one soft copy of the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed.
