Postal Contact Questions
1. Q UESTION: Reference: Solicitation addenda to 52.212-0, proposal preparation instructions, para C, 2. Part II – Technical proposal, (b), page 51 of 98, requirement: contractor s required to submit a DD form 254 or equivalent facility security clearance form from non-DoD federal agency. Specific question: Will the government amend the solicitation to incorporate a DD form 254 to define the security requirements applicable to the work to be performed in accordance with the solicitation performance work statement.
ANSWER: The government will not amend the solicitation to incorporate a DD form 254. You can obtain this document off Google. The purpose of the DD form 254 is to document that the contractor has the security required security clearance. This document must be submitted with your proposal to establish that is has the requisite clearance showing that you will have to handle classified mail.
2. QUESTION: Reference: Solicitation Addenda to 52.212-1 PROPOSAL PREPARATION
INSTRUCTIONS, Paragraph C, 2. Part II - Technical Proposal, (b), Page 51 of 98, Requirement: [1] Contractor is required to provide a listing of proposed personnel with current secret clearances with specific personal information for each person. [2] Executive Order 13495, dated January 30, 2009, Non-displacement of Qualified Workers Under Service Contracts requires a clause be included in solicitations for and services contracts that succeed contracts for performance of the same or similar work at the same location that requires the contractor, and its subcontractors, to offer those employees (other than managerial and supervisory employees) employed under the predecessor contract whose employment will be terminated as a result of the award of the successor contract, a right of first refusal of employment under the contract in positions for which they are qualified. Specific Question: Will the Government amend the solicitation to incorporate the provisions of Executive Order 13495 which offers the 'right of first refusal' to all current incumbent personnel who fall under the purview of the Services Contract Act? The Executive Order 13495 can be found on Google.
ANSWER: No the government will not amend subject solicitation to incorporate provisions of Executive Order 13495. However, the government will follow guidelines of Executive Order 13495, dated 30 January 2009.
3. QUESTION: Reference: Solicitation addenda to 52.212-1, Proposal Preparation Instructions, para C, 2. Part II – Technical Proposal, (b), page 51 of 98 and PWS para 1.5.1.4, list of employees. Requirement (1) Contractor is required to provide listing of proposed personnel with current secret clearances with specific personal information for each person. (2) Redundant employee information required in the Technical Proposal, para C, 2. Part II – Technical Proposal. (b) and PWS para 1.5.1.4. (3) Executive order 13495, dated 30 January 2009, non-displacement of qualified workers under the Service Contract Act. Specific Question: Since current incumbent personnel are protected by Executive Order 13495, a requirement for offerors to submit a listing of proposed personnel seems to be in conflict with the aforementioned Executive Order, not to mention the unfair advantage given to the incumbent contractor. Will the government amend the solicitation to remove or modify this submission requirement?
ANSWER: No this requirement will remain in subject solicitation. You are required to provide a listing of your current personnel.
4. QUESTION: Performance Work Statement (PWS), attachment 1, Appendix 1 and 1-2, estimated workload data – OMC and estimated workload data – CMR (Bldg 171). Specific questions: (1) Will all the estimated workload identified in appendix 1 and 1-2 be delivered to the dispatched from the official mail center (OMC) in bldg 7243. (2) What is the estimated time for all mail sorted at the OMC to be picked up by the government personnel and delivered to the central mail room (CMR) in building 171? (3) Does the government have an established time for all mail received at the CMR to be put up for building 171 customers.
ANSWER: (1) Yes, in accordance with performance work statement para 1.3.1. (2) (3) CMR hours of operation are 7:30 am – 4:30 pm.
5. QUESTION:
Reference Performance Work Statement, Attachment 1, Appendix 1and 1-2, estimated workload data – OMC and estimated work data – CMR building 171, requirement contractor is to support the estimated workload date identified in Appendix 1 and 1-2. The workload estimates for OMC and CMR appear to be approximately the same. Specific questions: (1) Will the CMR be ramped up and operational on 01 July 2010? (2) Is the estimated workload for the CMR identified in Appendix 1-2 currently being supported by the OMC in building 7243?
ANSWER: (1) Building 171 is currently picking up their mail at the OMC and will continue to do so until the mail room is complete and available for operation. (2) Yes, units currently residing in building 171 are retrieving their mail from the OMC at building 7243.
6. QUESTION: Reference performance work statement (PWS), attachment 1, appendix and 1-2, estimated workload data – OMC and estimated workload data – CMR building 171, Specific question: (1) Will the Government personnel delivering mail to the CMR also pickup outgoing mail for subsequent delivery back to the OMC in building 7243? (2) Will CMR outgoing mail delivered to the OMC be in time to meet the USPS timeline requirement for daily USPS dispatch?
ANSWER: (1) Yes, (2) Yes
7. QUESTION: Reference Performance Work Statement, Attachment 1, Appendix 1 and 1-2, Estimated Workload Data - OMC and Estimated Workload Data - CMR (Bldg 171), Requirement: Contractor is to support the estimated workload data identified in Appendix 1 and 1-2. The workload estimates for OMC and CMR appear to be approximately the same. Specific Questions: [1] Will the CMR be ramped up and operational on 1 July 2010? [2] Is the estimated workload for the CMR identified in Appendix 1-2, currently being supported by the OMC in Building 7243?
ANSWER: See response to #5.
8. QUESTION: Reference: Performance Work Statement, Paragraph 1.2.1.2 Requirement: BMT instructors will pickup BMT mail at the PSC #3 customer service window. Specific Question: Does the Government have an established time for BMT mail to be put up and ready for BMT instructors to pick up?
ANSWER: BMT mail must be ready for pickup during service window hours or operation 5:00 pm – 7:00 pm (PWS, para 1.2.1 and 1.2.6).
9. QUESTION: Reference: Performance Work Statement, Paragraph 1.2.1.2 Requirement: Contractor shall deliver all permanent party mail delivered at PSC #3 to the cluster mailboxes located between dormitory buildings 1200 and 1400. Specific Question: Does the Government have an established time for all permanent party mail to be sorted and delivered to the cluster mailboxes located between dormitory buildings 1200 and 1400?
ANSWER: Mail is delivered daily but no later than 24 hours after receipt (PWS para 1.2.1).
10. QUESTION: Reference: Performance Work Statement, Paragraph 1.2.1.2 Requirement: Contractor shall deliver all permanent party mail delivered at PSC #3 to the cluster mailboxes located between dormitory buildings 1200 and 1400. Specific Question: Other than official mail distributed/delivered to designated ADO's, are there any other permanent party mail service requirements beyond that identified for the PSC #3 and the cluster mailboxes located between dormitory buildings 1200 and 1400?
ANSWER: They deliver to the small/oversized cluster boxes within the PSC.
11. QUESTION: Performance Work Statement, Paragraph 1.2.1.6 Requirement: Contractor shall provide customer service window support daily at hours of operation identified for PSC #2, PSC #3, PSC #6 and PSC #7. Specific Question: Does the Government have an established time for all mail to be sorted and put up for customer pick up at PSC #2, PSC #3, PSC #6 and PSC #7?
ANSWER: No, mail processing should be completed in time to deliver during service window hours (PWS 1.2.1).
12. QUESTION: Reference: Performance Work Statement, Paragraph 1.1.1, Requirement: The hours of operation for the OMC are Monday through Friday, 7:30 AM to 4:30 PM. Specific Question: When is official mail available for contractor pick up from the USPS - Lackland Branch Post Office Facility in Building 7243?
ANSWER: At or after 7:30.
13. QUESTION: Reference: Performance Work Statement, Attachment 4, Government-Furnished Property, Automated Locator ADPE Equipment, Requirement: Attachment 4, Automated Locator ADPE Equipment, identifies computer (CPUs) located at the OMC, PSC #2, PSC #3, PSC #6 and PSC #7. Specific Question: What is the operating system in use on each of the computers (CPUs) identified in Attachment 4, Automated Locator ADPE Equipment?
ANSWER: Microsoft Vista
14. Question: Performance Work Statement, Paragraph 1.1.2, Requirement: The contractor shall provide official mail services to base agencies by processing administrative communications for on-base pickup at OMC Bldg 7243 for distribution to ADOs listed in Appendix 5 and off-base transmission (sorting, consolidating, metering and dispatching); perform referral/directory service. Specific Questions: [1] Will the Government be responsible for replenishment of meter postage for the Mailing Machines located in the OMC? [2] Will the contractor be responsible for advising the Government when replenishment is required?
ANSWER: (1) Yes (2) Yes
15. QUESTION: Reference: Performance Work Statement, Paragraph 1.1.2 Requirement: The contractor shall provide official mail services to base agencies by processing administrative communications for on-base pickup at OMC Bldg 7243 for distribution to ADOs listed in Appendix 5 and off-base transmission (sorting, consolidating, metering and dispatching); perform referral/directory service. Specific Questions: What is the cut-off time the contractor is required daily to have mail ready for delivery to the USPS for off-base dispatching?
ANSWER: No later than 3:30 p.m. so the mail can be processed in time to meet the last USPS truck.
16. QUESTION: Reference: Performance Work Statement, Paragraph 1.2.3 Requirement: The contractor is required to ensure that each piece of mail is checked against directory cards to ensure the individual is assigned to the general delivery section before placing mail in general delivery Specific Questions: Will the Government ensure that all current and active directory cards are turned over to a successor contractor before contract start?
ANSWER: Yes
17. QUESTION: Reference: Performance Work Statement, Paragraph 1.2.1 and 1.2.1.1 Requirement: The contractor shall pick up all personal mail from USPS and ensure delivery to each PSC...Bldg 7243 (PSC #2), Bldg 9122 (PSC #3), Bldg 2017 (PSC #6) and Bldg 118 (PSC #7 at LTA). The contractor shall provide daily service for receiving, proce4ssing, distributing and directing mail, assigning, withdrawing mailboxes within three working days, and providing customer service to all eligible personnel. Specific Questions: Will the Government ensure that all current and active AF Form IMT-624 (Base/Unit Locator and PSC Directory) forms are turned over to a successor contractor before contract start?
ANSWER: Yes
18. QUESTION: How many times a day is the mail picked up from the Lackland Branch Post Office facility and at what time?
ANSWER: Four (4) times, twice at 7:30 a.m. and once at 11:30 a.m.
19. QUESTION: Can and will the government provide workload data for all the base information transfer system to include the PSC’s?
ANSWER: Workload data for OMC and PSCs is noted in Appendix 1 and 1-1 of the Performance Work Statement (PWS).
20. QUESTON: Can and will the government provide building numbers for all pickup and drop locations for BITS?
ANSWER: See Performance Work Statement, para 1.2.1 and Appendix 5.
21. QUESTION: Can and will the government provide a schedule of all delivery and pickup locations within BITS to include PSC’s and cluster boxes?
ANSWER: See PWS para 1.1.1 and 1.1.4.
22. QUESTION: What kind of tracking system is currently being used for the accountable mail?
ANSWER: The contractor is not responsible for tracking accountable mail. Government personnel are responsible for this process; Contractor is only responsible for delivery and pick up from the ADO, see PWS para 1.1.1 and 1.1.4.
23. QUESTION: What is the current staffing level of the incumbent contractor?
ANSWER: A total of thirteen (13) employees.
24. QUESTION: Para 1.3.1, states “mail presorted by the contractor for CMR building 171 shall be delivered by government personnel to the CMR. Is that a mistake or is the contractor obligated to deliver the mail to the CMR?
ANSWER: This is not a mistake, mail presorted at the OMC by contractor and then the government personnel will deliver mail to the CMR (PWS para 1.3.1).
25. QUESTION: Past performance questionnaires being due 04 May 2010, 3:00 CST. In that this requirement is in the hands of our government customers, will we be disqualified if the responses are not received on time?
ANSWER: Date identified for past performance 04 May 2010 will not be changed. All questionnaires must be in by that date not exceptions.
26. QUESTION: Reference part 1-Price Proposal (a) on page 51 of 98, Instructions direct that the contractor fill in block 26 of SF 1449, however, the note in the block states (For Government Use Only). Please advise if contractor are to put information in block 26. If so, what information is required?
ANSWER: You are to put the total amount of your proposed price there.
27. QUESTION: What is the value of the current contract?
ANSWER: The current contract value basic plus options is $372 K, but the current requirement if significantly more. Previous contract was down sized. Be advised this is informational only and you need to base your proposal on the current RFP.
28. QUESTION: How many man hours have been used on the current effort?
ANSWER: Approximately 4,121. This is historical data however; you need to base your proposal on the information in the current RFP.
29. QUESTION: Will the contractor be permitted to purchase fuel on base?
ANSWER: No
30. QUESTION: The pricing schedule requires a fixed monthly rate for the OMC, CMR, and each postal service center; the workload statistics provided in the solicitation are not broken down by each location; can this information be provided? In order to determine the number of personnel required per location, volumes will helpful by each location.
ANSWER: See Performance Work Statement (PWS) Appendix 1, 1-1, 1-2.
31. QUESTION: If statistics per location are not available will you furnish us with the number of personnel that currently work in each center/location?
ANSWER: There are a total of 13 personnel on current contract. But work load is less than current RFP. Your proposal should be based on what is in the current RFP. This is informational only.
32. QUESTION: As stated on page 51 of the Instructions; Part II Technical 2(b) – you are requesting “a listing of proposed personnel with current secret clearances”. The proposed personnel listing must include each individual, name, residential address (not P.O. Box), date of birth, driver’s license number or state ID number with state of issue, and social security number”. Are you in fact asking for a full list of proposed personnel for the entire effort at the time of proposal submission or within 3 days of contract award?
ANSWER: See Performance Work Statement, para 1.5.1.4.
33. QUESTION: What personnel are considered Key Personnel, the Project Manager?
ANSWER: The Government will leave this determination to the contractor, who will ensure all services required by the RFQ are provided.
34. QUESTION: Was the previous contract subject to the Service Contract Act (SCA)? If yes, Executive Order 13495 requires service contractors to make job offers to employees employed by the predecessor contractor for the same services in the same locality, when the contract changes hands, therefore the successful offeror would be required to hire incumbent personnel first. Why then would a listing be required for all proposed personnel? Will you consider revising your request for a listing of proposed personnel to include Key Personnel only?
ANSWER: (1) Yes the previous contract was subject to the Service Contract Act. (2) A list of the proposed personnel is required to demonstrate that your are current performing this type of work. 3. The RFP will remain unchanged for this information.
35. QUESTION: Due to security and privacy concern, will the government consider offerors providing SSNs and/or this information for proposed personnel via another means?
ANSWER: It is up to the contractor how they submit this information. Once received the Government will protect the privacy of the information.
36. QUESTION: Do all positions require a secret clearance?
ANSWER: Yes, see Performance Work Statement para 1.5.1.
37. QUESTION: Are you talking asking for a Contract Security Classification Specification (DD 254) form for an existing contract merely to verify the existence of a facility security clearance? Please confirm that you will be issuing a DD 254 to the successful contractor for this effort.
ANSWER: A DD Form 254 is required for this RFP, and contractor need to have this document before start of contract.
38. QUESTION: The technical evaluation factors consist of two items: The proposed manning chart and the evidence of a facility security clearance alone with the listing of all proposed personnel and their security clearance levels. There appears to be no evolution of a management plan, quality control plan, or understanding of the work requirements; are these items required for proposal submission; it does not appear they will be evaluated. Is a technical approach and/or management plan required? Or are we to only submit manpower, DD 254 information and past performance?
ANSWER: You are required to submit the information requested in the RFP.
39. QUESTION: Past performance evaluation factors listed on pages 55 and 57 appear to be in excess of the current workload statistic given for this effort; i.e. 12,000 boxes or parcels per month – should this read per year?
ANSWER: No
40. QUESTION: In reference to determining relevance in the past performance evaluations pages 55 and 57; must all criteria list be met? If one or two of the 6 items are not met such a number of boxes or parcels and/or number of personnel serviced then will the contractor be found to be not relevant and therefore not considered further?
ANSWER: The RFP contains the evaluation factors which will be used at the time of evaluation. All proposals will be evaluated by the factors stated in the RFP.
41. QUESTION: Regarding instructions on page 52 and 53 regarding teaming arrangements and joint ventures; why is a SBA approval required for teaming arrangement. Generally SBA approval is required for a joint venture please clarify that sub-contracts for less than 50% of the effort are permitted and are not required to be approved by the SBA.
ANSWER: SBA approval is not required for teaming arrangement. This agreement is between the contractor and what other firm they choose to form this arrangement with.
41. QUESTION: If subcontract is less than 50% of the effort is entered into, please clarify that you do not require past performance from the team member.
ANSWER: Yes past performance is required.
42. QUESTION: How many vehicles are used in support of the current contract? Or alternatively, can you furnish us with the daily route and required times of the courier and estimated distances between stops.
ANSWER: There are two vehicles currently used. Delivery times and location are provided in the Performance Work Statement. Round trip is approximately 4-6 miles.
43. QUESTION: Are we required to submit a QC plan with the proposal.
ANSWER: Quality Control Plan will be required 60 days after award.
44. QUESTION: Please provide a copy of the sample subcontract consent letter.
ANSWER: Reference FAR 44.201, entitled “Subcontracting Policies and Procedures”, for consent requirements.
45. QUESTION: Is the Visitor Group Security Agreement (VGSA) agreement due with the proposal.
ANSWER: The Visitor Group Security Agreement is due after contract award.
46. QUESTION: During the site visit it was stated the building 171 Kelly USA was currently closed for renovations. Where is the mail currently being delivered and when will building 171 open?
ANSWER: Units currently residing in building 171 are retrieving their mail from the OMC at building 7243. Open date of building 171 has not been determined.
47. QUESTIONS: We at A-Top were concerned after the walk through about operation of hours for PSC #3, which were 5:00 p.m. – 7:00 p.m., Monday thru Friday stated in the PWS.
ANSWER: The service window hours for PSC #3 are 5:00 p.m. – 7:00 p.m. The contractors are in the PSC sorting and putting mail in the mail boxes prior to opening the service window.
48. QUESTIONS: Can the contracting office tell us why PSC personnel are required to have secret security clearances vs. a NACI.
ANSWER: DOD 4525.8-M, Chapter 2, pare C2.4.1.6, states, “Employees must have an Interim Secret Clearance or be eligible for a Secret clearance based on having a favorable Entrance National Agency Check (ENTNAC) or National Agency Check (NAC) on file”.
49. QUESTION: Do the current PSC employees have secret clearance, or is the secret clearance a new requirement.
ANSWER: Yes current employees have secret clearance. No this not a new requirement.
50. QUESTION: Can the contracting office provide work load estimates for each individual PSC location?
ANSWER: Refer to Appendix 1, 1-1, and 1-2.
51. QUESTION: Currently how many personnel are employed for CMR operations?
ANSWER: There are currently no personnel performing at building 171. It is estimated that 1-2 positions are projected for CMR.
52. QUESTION: Currently how many personnel are employed at the four PSC’s.
ANSWER: There are eight personnel currently employed at the four PSC’s.
53. QUESTION: The PWS says the government personnel will deliver the mail to the CMR. Can you clarify? Can I assume that since the PWS says government personnel that it means the contractor won’t need to make a run from the OMC to the CMR?
ANSWER: Reference Performance Work Statement, para 1.3.1.
54. QUESTION: Why does the solicitation say that the OMC and CMR hours are from 7:30-1630 hours, and the PSC hours are only listed as customer service window hours of 15:30-17:30 hours? Obviously people need to be at the respective PSC’s to sort and pitch mail prior to those customer window hours. Please clarify.
ANSWER: Customer service windows are open to deliver mail to PSC customers. Contractors are at the PSC’s throughout the day sorting and pitching mail into the standard and oversized mailboxes at the PSC’s.
55. QUESTION: Can you provide a copy of the sign in sheet/list of attendees for the tour.
ANSWER: Yes I can
